About this file
This is Change Flyer 003 issued by the Commonwealth of Pennsylvania Division of Procurement and Contracting for the HVH Psychiatry & Psychology Services solicitation (Solicitation Number 6100064753). The original solicitation opening date is November 25, 2025. The flyer serves as an amendment to the original solicitation terms, conditions, and specifications, and bidders are required to attach this flyer to their solicitation responses to avoid disqualification. The flyer was issued on November 17, 2025, and addresses five substantive questions from prospective vendors regarding application requirements, billing practices, and business designation preferences.
The flyer clarifies key operational requirements for bidders responding to this psychiatry and psychology services contract. Regarding vendor experience, entities with ten years of experience in the geriatric space may satisfy application requirements if all other conditions are met. Billing shall follow the Usual Customary Rate (UCR) standard rather than Medicare fee schedules or prevailing rates, and vendors should bill accordingly to the State Veterans Home (SVH). The flyer confirms that Service-Disabled Veteran-Owned Small Business (SDVOSB) designation does not apply to this procurement and carries no impact on award considerations. Additionally, vendor presentation uploads are not required as part of the submission process. All changes outlined in this flyer remain in effect except as previously clarified, with all original solicitation terms and conditions remaining as written.
