About this file

This document is a Questions and Answers (Q&A) document for RFP 26-250716 for WAN and Internet Services issued by Paulding County School District (PCSD). The RFP seeks a managed, leased lit fiber WAN solution providing high-speed intranet/internet connectivity with 10 Gigabytes of bandwidth to each location and 10 Gigabytes of Internet bandwidth at each of two data center locations. The proposed solution should maintain or improve the current network design, with connectivity between two physical data centers, including both wired and wireless network services and enterprise application data transport.

The RFP requires vendors to hold all regulatory licenses and certifications, provide fault tolerance guarantees and service level agreements, and comply with E-Rate eligible funding configurations. The district is competitively bidding the WAN and ISP service in accordance with USAC, local, and state procurement regulations. The current network design has all PCSD sites connecting to the primary data center, with the secondary data center currently connected to the primary data center but not to all sites. Vendors are encouraged to propose solutions that meet or improve the existing network infrastructure, with specific requirements around bandwidth, connectivity, and data center redundancy.

WAN and Internet Services

RFP 26-250716

Questions and Answers

#1 – Comcast Business, Orit Evans

Question - “Section 5.1 page 28, number 3- Internet service to the district with 23.3 Gigabytes of bandwidth divided between two connections.

Section 5.2 -The managed, leased lit fiber op c WAN solution with Internet access should be a primary dedicated network providing high-speed intranet/internet connectivity to each PCSD location with a minimum of 10 Gigabytes of bandwidth to each location and a minimum of 10 Gigabytes of Internet bandwidth at each of the two PCSD data center locations (hubs).

Question-There seems to be a discrepancy between the two statements, what is the required amount of bandwidth at each Data Center location for Internet, and how many IP addresses are required for each circuit?”

Response – The requirement for Internet bandwidth is 10 Gigabytes per site to each of the two data centers. State the number of IP addresses you provide as part of your service.

Question - “Section 5.1 page 28, number 9.- Primary and secondary physical data centers at two sites within the district with backup and replication between the sites as well as a third cloud-hosted disaster recovery backup of production servers.

Question- What is meant by “as well as a third cloud-hosted disaster recovery backup of production servers”, Is PCSD asking for separate connectivity to a Cloud Hosted DR site, or will PCSD be utilizing Internet bandwidth from the two required Internet circuits to achieve this requirement?”

Response – No, this section states our current environment.

#2 – United Data Technologies, Jim Finger

Question - “Can you please clarify the bandwidth speed that you are requesting for your WAN sites? The 470 states a minimum of 10 Gbps and a maximum of 100 Gbps per site. In the RFP, the speed requested is 10 Gigabytes per site.

RFP: 5.0 Network Design Specifications

5.1 PCSD’s current WAN and Internet services/capabilities are listed below and are to be maintained or improved with the proposed solution:

1. A primary dedicated network of fiber providing high-speed broadband connectivity to each PCSD location currently supporting 10 Gigabytes of bandwidth to each site.”

Response – Requesting 10 Gigabytes of WAN bandwidth per site.

Question - “For the connectivity between the two data centers, is the expectation for this circuit to be a point-to-point circuit?

RFP: The two data centers require connectivity between the sites to service the district providing both wired and wireless network service and all enterprise applications and data transport between the data centers. The current network design has all PCSD sites (including the site with the secondary data center) connecting to the primary data center. Vendors are encouraged to provide a solution to meet or improve the current design.”

Response – The expectation is to meet or improve the current design.

Question - “Describe your expectations for fault tolerance at each PCSD location

RFP: 1.3.1 Fault tolerance provision for each PCSD location”

Response – Provide your fault tolerance guarantees and service level agreements.

#3 – ShowNets, LLC, Forest Bishop

Question - “Is the bidding managed services vendor expected to hold all requested regulatory licenses and IDs or only the underlying ISPs that the vendor would leverage?”

Response – Yes, Vendor contracting with PCSD is to hold all regulatory licenses, certifications, etc. as indicated in the proposal.

Question - “Will the managed services vendor be responsible or held liable for any end user unlawful use originating from any of the mentioned end point sites?”

Response – This answer depends on the circumstances, service offerings, service guarantees, and contract.

Question - “Is Paulding county looking to replace the current ISP / managed services group currently in place because of issues that have surfaced in the past? If so, what are they?”

Response – PCSD is competitively bidding WAN and ISP service in compliance with USAC, local, and state procurement regulations.

Question - “It appears the second data center is not currently live or actively connected to each end point site. Is the ultimate goal to have each site connected to each data center for redundancy?”

Response – E-Rate eligible funding configurations and solutions are required. Our secondary data center is currently connected to our primary data center and not all sites.
