About this file

Summary of Lancaster Recreation Center HVAC Replacement Project

This file comprises mechanical and electrical construction drawings and specifications for the Lancaster Recreation Center HVAC Replacement Project in Lancaster, Pennsylvania, prepared for the City of Lancaster. The project involves the demolition of existing HVAC equipment and replacement of four rooftop units (RTUs) consisting of three air conditioning units (AC-1, AC-2, and RTHP-1) and one heat recovery unit (HRU-1), along with associated ductwork modifications, piping, electrical connections, and support infrastructure. A non-mandatory pre-bid conference is scheduled for Tuesday, June 23, 2026, at 9:00 A.M. at the facility located at 525 Fairview Avenue, Lancaster, PA 17603, with a site tour to follow. Online bids are due July 14, 2026, at 11:00 A.M. through PennBid's website. The project is structured as two separate prime contracts: Mechanical Construction and General/Structural Construction, with the mechanical work including select demolition, RTU replacement, ductwork revisions, and all associated connections and appurtenances, while the general/structural work encompasses installation of supplemental structural steel for RTU support and roofing and flashing repairs for waterproofing.

The project is funded in part through a Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD) under the American Rescue Plan Act (ARPA). All contractors must comply with applicable discrimination protection laws, prevailing wage requirements as specified in Article 27 of the Instructions to Bidders, and all federal and state labor regulations. The mechanical contractor bears responsibility for all demolition work, equipment removal, disposal coordination, cutting and patching, site cleanup, system testing and balancing, and provision of operating and maintenance instruction manuals to the owner. The electrical contractor is responsible for all branch and feeder circuits, wiring devices, power distribution, fire alarm systems, and control system installations, as well as removal of electrical equipment serving equipment scheduled for demolition. Both contractors must comply with the National Electrical Code (NEC), International Mechanical Code (IMC), and all applicable Pennsylvania Department of Labor and Industry regulations, with certificates of approval required from a certified inspection service.
