About this file
This is a Federal Funding Supplement document containing exhibits and requirements for a state and local contract opportunity issued by the South Florida Regional Transportation Authority (SFRTA) for a Dispatch Network Re-Design project. The contract involves assessing the existing Dispatch and Positive Train Control (PTC) networks and recommending a consolidated, secure, and resilient network design spanning six data centers and forty-nine wayside locations, along with a testing and staging laboratory. The scope includes redesign, documentation, configuration, and testing of the enterprise network, development of a detailed migration and cutover plan for replacing AT&T end-of-life copper services with fiber line, and installation of new network equipment. The project is subject to Federal Transit Administration (FTA) funding and compliance requirements.
The document establishes multiple mandatory certifications and compliance requirements that proposers, bidders, and offerors must submit, including: Schedule of Subcontractor Participation (Exhibit 1), Monthly Subcontractor Utilization Reports (Exhibit 6), Certificate of Disbursement to Subcontractors (Exhibit 7), Federal Tax Liability and Felony Convictions Certification (Exhibit 8), Debarment and Suspension Certification with System for Award Management (SAM) printouts (Exhibit 9), and Lobbying and Non-Collusion Affidavit (Exhibit 14). The contract is subject to 42 applicable federal provisions and clauses including Davis-Bacon Act requirements, Buy America provisions, civil rights protections, DBE (Disadvantaged Business Enterprise) requirements where applicable, drug and alcohol testing protocols, and transit employee protective arrangements. All subcontractors must comply with federal requirements, and lower-tier contracts or subcontracts equaling or exceeding $25,000 are subject to debarment and suspension certifications.
