About this file
The document is an Addendum No. 1 for an Unarmed Security Guard Services solicitation (Solicitation Number 25-04071-P-LP) issued by Atlanta Public Schools (APS) through Procurement Services. The addendum addresses questions received regarding a Request for Proposal (RFP) for security guard services, with responses covering various aspects of the contract including staffing, equipment, communication, training, and administrative requirements. The contract appears to be for providing security guards across approximately 87 public and charter/partner schools serving around 51,000 students, with services primarily needed during the school season but potentially extending to year-round assignments at certain locations.
The current contract is held by two vendors: Best Crowd Control and Universal Protection Services (dba Allied Universal Security Service), with an approximate annual spend of $230,000. The bill rates are $26.24 for Best Crowd Control and $22.13 for Universal Protection Services. The security guards are required to be unarmed, with specific requirements including wearing bulletproof and stab-proof vests, working alongside resource officers, and being provided communication devices by APS. The contract term is one year, with potential renewal options. Key specifications include that the number of guards will vary based on district needs, guards will primarily work during school hours and events, and no additional fees, performance bonds, or specific benefits are required. Background checks, training, and uniform standards are outlined in the original RFP documents.

ADDENDUM NO. 1
07/21/2025
25-04071-P-LP
UNARMED SECURITY GUARD SERVICES
The original RFP documents shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.
This addendum is being issued to address questions received, make revisions to the original solicitation document, and/or release attachments.
The following are questions and answers regarding the above-mentioned solicitation:
1. Question: Is there any way you can tell me the number of officers that will be needed? You mentioned that some may have full-time employment in some schools, and some may not. When will we know for sure, especially if it is awarded to multiple vendors? This is paramount for the submitted proposal for pricing.
Answer: Unfortunately, we cannot give an approximate guess of how many guards will be needed; it is based on each detail/event, and the number will vary depending on the needs throughout the district.
2. Question: While I certainly know the role of the security officers according to the Georgia Board. We are to observe and report. But as we all know, bad guys see a badge, and that makes any security guard vulnerable.
If he can't protect him or herself, he cannot protect the client(s). With that being said, pepper spray and tasers are not allowed, true? TRUE Is there any objection to officers wearing bulletproof and stab-proof vests?
Level IIIa? All unarmed officers are REQUIRED to wear one while on duty, or they cannot work. Is APS good with this?
Answer: Yes
3. Question: It was said that the security officer will always be next to a resource officer. While the intention is good, it's not practical. The LEO may have to leave on an emergency, go to lunch, or the restroom, etc. If something breaks out, the security officer has no way to call the LEO in a timely manner. Are there objections to the security officers having their own comms? This way, they will have direct communication in the event the LEO is not present.
Answer: APS will provide communications.
4. Question: Are there any fees associated with the contract (i.e., performance fees)?
Answer: No.
5. Question: Do you require any specific testing for Officers?
Answer: Please refer to pages 6-8, section 3.1 through 3.5 of the RFP for specifics on training.
6. Question: At what percentage is your current security program staffed at?
Answer: The exact percentage is currently unknown.
7. Question: Do you have specific billing requirements (certified payroll, etc.)?
Answer: Please refer to the RFP pages 11 & 12, section 4.7 for Administrative Requirements.
8. Question: Do you require background checks outside of standard licensing background checks?
Answer: Please refer to RFP page 12, section 4.7.4 Administrative Requirements.

Answer: Please refer to RFP pages 9 & 10, section 4.2 for Guard Appearance and Uniforms.
13. Question: What are your equipment requirements (radios, laptop computer, cellphones, flashlights, etc.)?
Answer: Only what is specified in the RFP.
14. Question: Do you require vehicles?
