1 Background:

Government Mission & Procurement Objective

The goal of the Air Force EQ&EPT (Environmental Quality, Energy & Power Technology) program is to execute, provide and maintain a strong environmentally driven Research Development Test and Evaluation (RDT&E) Program in the area of Materials and Processes (M&P) systems support and engineering capability for the Air Force (AF).

The Government’s procurement objective is to obtain contractor support to manage the integration of various RDT&E skill sets and carry out the various aspects of the EQ&EPT program to assist the Air Force meet its environmental quality, energy & power technology goals.

Project History

Throughout its history, the Air Force Research Laboratory (AFRL/RXSC) Advanced Power Technology Office & Environment and Energy Programs has contracted for engineering support using a variety of contract vehicles through their organic procurement office (AFRL/PK). In 2009, the svquadron established the Environmental Quality, Energy & Power Technology contract to support the elimination of the use of pollution generating chemicals and processes including but not limited to: Ozone Depleting Substances (ODS), Greenhouse Gases (GHG), Toxic Release Inventory (TRI), Biological Oxygen Depleting (BOD), Chemical Oxygen Depleting (COD), and Resource Conservation Recovery Act (RCRA) regulated chemicals. This is necessary to achieve pollution prevention and ensure environmental compliance during manufacture, operation, maintenance and remanufacture of U. S. Air Force aeronautical, space and missile systems and ground equipment. Specific research and development efforts are needed for effective and timely identification, development, testing, and implementation of environmental and new alternative energy technologies to address Air Force needs. Program continuation is envisioned in response to changes in Executive Orders, Federal and International regulations, DoD/AF policies, State and local laws, and rules and regulations restricting hazardous, toxic, ozone depleting and global warming substance usage and affecting waste disposal processes that impact weapon system manufacturing, operations, and re-manufacturing; and Installation infrastructure security.

The purpose of this contract is to bring together under one contract vehicle all the support functions needed for the squadron to accomplish its mission. These functions included, but are not limited to the preparation of technical studies and analysis, concept development and analysis, cost-benefit analysis, and ultimately systems design, fabrication and assembly, engineering and integration, and test and evaluation.
