1. BACKGROUND: The Air Force Advanced Power Technology Office (AFRL/RXS) is seeking proposals for the Research Development Test and Evaluation (RDT&E) of Advanced Energy Storage and Management for U.S. Air Force high energy demand and/or challenged facilities such as High Performance Computing Centers or other Air Force critical operational facilities with high energy demands or special needs. The intent is to demonstrate Advanced Energy Storage and Management concepts and technologies in an operational environment that furthers the Air Force move toward Net Zero bases, energy independence, assurance, and security. Significantly more development, testing, and evaluation is required at Air Force and DoD installations to demonstrate the capabilities and pay-off of implementing Advanced Energy Storage and Management on a broad scale.
2. SCOPE OF WORK/OBJECTIVE: The scope of this RDT&E effort is to develop a capability and operationally demonstrate, validate and document Advanced Energy Storage technology. The program will demonstrate power quality enhancement, reduce cost of operations, and provide assured access to energy for high energy demand and/or challenged Air Force operations. The proposed technology shall be compatible with existing and synergistic with AF energy efficiency and renewable energy efforts. The demonstration proposed shall provide the AF the capability to identify and document operational, technical, and maintenance characteristics as well as the economic viability of the proposed Advanced Energy Storage and Management technology and concept. The contractor shall:
2.1. Perform AF technology integrator role successfully executing the AF approved program on schedule, fulfilling the technical requirements and within budget.
2.2. Select a high energy demand or energy challenged Air Force Facility for demonstration.
2.3. Provide a detailed infrastructure and operational study documenting analysis of needs and requirements to successful host and execute this task.
2.4. Develop a multifaceted preliminary design and demonstration test plan to provide the Air Force with the capability to generate data needed to evaluate implementation of the Advanced Energy Storage and Management Technology and Concept.
2.5. Finalize the Design, develop/procure the Advanced Energy Storage and Management System Components, install the system and execute the demonstration and test plan, evaluate and analyze the resultant data generated and provide the Air Force with a technology assessment of the Advanced Energy Storage. If there are no technical implementation issues, then the contractor shall provide an infrastructure transition checklist, technology transition and AF installation training plan.
2.6. The contractor shall keep the APTO informed on program status via the deliverables and meetings/teleconferences. These meetings are to be held monthly at a minimum. The contractor shall provide clear government visibility into program’s cost, schedule, and technical performance and risk during execution.
2.7. Contractor shall collect and report contract results in a responsible manner to ensure customer confidence in the data.
3. CONTRACTOR REQUIREMENTS: The contractor shall propose a Phased approach which includes the following:
3.1. Phase I Study, Analysis, Facility Selection, Preliminary Design & Demonstration Plan
3.1.1. Study & Analysis.
The contractor shall conduct a detailed study, analysis and assessment for implementing Advanced Energy Storage technology and concepts at a high energy demand and/or energy challenged U.S. Air Force facility, location or installation.
The study shall result in recommendations and rationale for the technology and demonstration plan. APTO shall approve the contractor proposed development, test and evaluation (DT&E) plan before proceeding to Phase II. Issues to be addressed by the study and demonstration plan include, at a minimum:
· AF test facility/location selected, criteria and justification
· Develop test facility/location operational energy requirements and historical outages
· Recommend energy storage purpose addressing to include, but not limited to, back-up power or supplemental energy applications
· Document new/emerging specific component, system integration and proposed governing control’s technical and manufacturing maturity level
· Recommended renewable energy addition or integration with existing or planned renewable projects at the designated location
· Identify key technology parameters and test metrics
· Justify DT&E recommendations
· Gather, record and analyze validated test data
· Infrastructure requirements and current shortfalls
· Training and Manpower Requirements
· Operations and Maintenance Requirements Scale-Up Considerations
· Permits, Regulatory, and AFB Coordination & Approvals
· Base Support Requirements for the Demonstration
· Economic Considerations
· Cost Benefit Analysis
· Preliminary Design for the Advanced Energy Storage and Management system to be demonstrated
· Program Cost & Schedule
3.1.2. Demonstration and Test Plan Requirements.
At the completion of the Study and Analysis, the contractor shall present a proposed 24 Month Demonstration and Test Plan to the Air Force. The proposed plan shall address, at a minimum, all of the details described in section 3.1.1. The proposed executable test plan shall use established DOD systems engineering principles for tracking, documenting, evaluating, and analyzing the data and resultant knowledge gained from this program. The contractor shall define and execute all the technical and legal paperwork and assessments required to install, test and, if required, dismantle the test system and related infrastructure.
3.1.3 Plan Approval and Phase II: The APTO will Review and approve the plan and Phase II. Approval will constitute authorization to proceed with Phase II. Approval for long lead items will be identified as early as possible and will be approve by APTO as necessary to meet the requirements of this task.
3.2. Phase II: Advanced Energy Storage and Management System Demonstration
3.2.1. Advanced Energy Storage and Management System: The contractor shall execute the APTO approved Test Plan resulting from Phase I. This includes all actions required to finalize the system design, execute the plan, procure and supply the necessary equipment, obtain permits and authorizations, install equipment, execute or train the installation/facility staff to execute and ensure documentation personnel, operations and maintenance of the system(s), monitoring all aspects of the demonstration and reporting the results to the Air Force.
3.2.2. Demonstration Assessment: At the end of the demonstration the contractor will provide an overall assessment of the technical, installation, infrastructure and operational Advanced Energy Storage and Management demonstration. Unless directed otherwise, the contractor shall develop a technology assessment and potential AF scale-up plan for the test installation. Develop a comprehensive strategic AF technology maturation timeline that discusses resolving/maturing the technology shortfalls noted in the DT&E.
3.3. Project Close-Out: Prior to the completion of the contract, the contractor will work with the Air Force to determine the final disposition of the test equipment. Contractor is to track purchased GFE equipment until disposition completed. .
