About this file

This is a Request for Proposals (RFP) issued by the City of Clarksdale, Mississippi for professional design services for the Sunflower Riverwalk project, with Coahoma Collective serving as project manager. The project involves designing a two-mile walking path loop along the east and west sides of the Sunflower River in downtown Clarksdale, including architecture, structural, and civil design services as well as construction administration. Proposals are due February 21, 2025 by 2:00 PM at the Clarksdale City Clerk's office, with an in-person pre-proposal conference scheduled for February 5, 2025 at 11:00 AM. The scope includes incorporating existing paths, adding new segments, a pedestrian bridge, an orientation center at the former Cat Cave site, and multiple access points including the MLK Art Meadow.

The project is funded through multiple sources including the Mississippi Wildlife and Fisheries Recreational Trails Program (RTP), Mississippi Outdoor Stewardship Program (MOST), City of Clarksdale, Coahoma County, Coahoma County Tourism, Clarksdale Public Utilities, and Clarksdale Park Commission. Proposals must include separate fees for the west bank (Cherry St. to MLK Bridge) versus east bank design scope due to different funding sources. The City Department of Public Works and County Road Department will provide in-kind construction services for certain segments. The project requires ADA compliance, bioswales for 14 storm sewer outlets, Corps of Engineers permitting, and must address potential flooding issues. The RFP includes detailed site plans showing existing infrastructure and proposed new paths, bridges, and amenities.

Sunflower Riverwalk Design Request for Proposals

Project Location: Sunflower River, Downtown Clarksdale, Mississippi. Please see the attached concept plans for clarification.

Project Sponsor: City of Clarksdale.

Project Manager: Coahoma Collective, a Mississippi 501(c)(3).

Project Description: An approximately two-mile walking path loop along the east and west sides of the Sunflower River in downtown Clarksdale. The project is being funded by the

Mississippi Wildlife and Fisheries Recreational Trails Program (RTP), the Mississippi Outdoor

Stewardship Program (MOST), the City of Clarksdale, Coahoma County, Coahoma County

Tourism, Clarksdale Public Utilities, and Clarksdale Park Commission.

Services to be provided: Design (architecture, structural, civil), as well as construction administration for the construction of the walking path. The project is located within the flood plain of the Sunflower River and is under the jurisdiction of the U.S. Army Corps of Engineers.

The selected firm will be responsible for processing the permit through the Corps of Engineers.

The Project Sponsor will contract with a Hydrologic engineer to provide the hydrologic information required by the Corps and the “No-Rise Certificate” for local permitting.

Project Components:

The project will incorporate the existing west side asphalt path that starts at Soldier Field to the

North and runs South to Cherry Street (shown on Concept plans). The design should extend the existing path south to the MLK bridge, cross the river to incorporate the MLK Art Meadow and tie to the existing ADA path, go north on the east side of the river to the old county jail site, where the path will incorporate a pedestrian bridge to cross back to the west side and connect to the existing asphalt path. The design will include the recommended route for the path as well as the recommended elevation and type of materials for the path and bridge.

Access points will be addressed at the MLK Art Meadow, the termination of Third St. where there exist stairs down to the river, and river access for canoes behind Quapaw Canoe Company.

The project should include points of respite.

On the West bank, at the former Cat Cave (3000 sq. foot slab), the project should include designing an orientation center for the Riverwalk.

Along the walk area, there are approximately 14 storm sewer outlets. The design should incorporate best practices of bioswales to prevent erosion and naturally filter the storm water before it enters the Sunflower River.

Other project requirements:

Path must be ADA compliant.

The design should minimize the potential for inundation during high water, but address the occasional inevitability in materials etc.

The design should include graphics for flora and fauna and local history.

Design should recognize that the City Department of Public Works, will largely construct the path from Cherry Street to the MLK bridge as In-kind funding and the County Road Department will construct any on-grade pathways as In-kind funding.

Proposals are due at the Clarksdale City Clerk’s office at City Hall, 121 Sunflower Avenue, Clarksdale, Mississippi 38614 February 21, 2025 by 2:00 pm.

Proposals should propose separate fees for the west bank (Cherry St. to MLK Bridge) design scope versus the east bank. The east bank includes the MLK meadow north to and including the pedestrian bridge and the path that connects to the existing asphalt path on the west bank. It is not our intention to select different proposers, but we have different funding sources for the west versus the east bank and need to account for costs accordingly.

Proposals should include fees for architecture, structural, civil design and construction administration as well as design durations.

An in-person pre-proposal conference will be held February 5, 2025 at 11:00 am. If unable to attend, let Chuck Rutledge know and a video call will be established.
