About this file
This is Amendment 1 to a Request for Quote solicitation issued by the South Carolina Department of Probation, Parole and Pardon Service for promotional items. The solicitation was originally issued on April 1, 2024, with a submission deadline of April 8, 2024, at 10:00 AM. Questions from offerors must be received by April 1, 2024, at 10:00 AM. Award is scheduled to be posted on April 9, 2024. Offers must be submitted online through the South Carolina procurement portal at http://www.procurement.sc.gov. One signed copy of the solicitation form must accompany the offer, and offerors must hold their bids open for a minimum of thirty calendar days following the opening date. No pre-bid conference or site visit is required.
The amendment clarifies several operational requirements for bidding: total quantities will be ordered at one time with a maximum 10% over/underrun allowance; the delivery location has a loading dock and liftgate; unit pricing must be inclusive of all charges including shipping and art work; and bidders must complete the bid sheet from pages 25-27 and submit pages 1-2 with their response. Item 0003, which was unavailable in the originally requested color, has been approved as an alternative in black with black finish. Art files, including PPP Logo-Color.pdf and PPP Logo Black.pdf, will be provided to the awarded vendor. Offerors may bid through the SCEIS portal or by completing the printed bid document, and extended pricing will be calculated based on unit price multiplied by quantity.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE
SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

7. Should the online bid offer be attached via the online portal containing the required pages with no additional cover or anonymity requirement? If you insert your pricing via the SCEIS portal, you should attach pages 1-2 as an attachment in the portal.
8. Can you provide the definition of extended pricing? Bidders must enter their unit price if bidding via the SCEIS portal and the system will calculate the extended pricing, but if filling out the bid document, the extended price is the unit prices times quantity.
9. Should Unit pricing be inclusive of shipping and art charges instead of noting shipping and art charges separately?
Unit price should be inclusive of all charges.
