About this file
This is an Intent to Sole Source document issued by the South Carolina Department of Corrections (SCDC) for the procurement of SAS Institute, Inc. software system license renewal and support. The SCDC seeks to sole source this procurement because the department is dependent on SAS system software to generate information reports for all databases, including financial, personnel, inmate systems, and jail management databases. The software supports hundreds of production reports written for the mainframe, AIX, and Windows environments, and the SCDC/State CIO mainframe environment requires this specific software's compatibility. Without this software, production reports would require rewriting in an alternative language and statistical software package. Offers must be submitted in sealed packages to either the mailing or physical address at SC Department of Corrections, Attn: Purchasing Branch, 4420 Broad River Road, Columbia, SC 29210, or emailed to purchasing@doc.sc.gov with the subject line "SOLE SOURCE." The submission deadline is August 22, 2019 at 10:00 a.m., and award will be posted on August 26, 2019. All three pages of the Intent to Sole Source document with required information must be submitted with offers.
Any vendor responding to this Intent to Sole Source must be authorized by SAS Institute to provide the specified software license renewal and support services. Respondents must include a signed copy of the solicitation cover page and acknowledge receipt of any amendments. The document includes standard provisions for discount prompt payment options, preferences for in-state vendors and subcontractors per South Carolina Code Section 11-35-1524, and requires offerors to provide home office, notice, payment, and order addresses. Specific pricing terms, contract duration, renewal options, and funding amounts are not detailed in this Intent to Sole Source document. The procurement officer is Myrtle DeWerdt (803-896-8582, dewerdt.myrtle@doc.sc.us), and the Procurement Director is Ruthie Bishop, CPPB.
