About this file
This document is an emergency ordinance (Ordinance No. 534-2022) passed by the Cleveland City Council authorizing the Director of Public Utilities to employ professional consultants for hosting and managing billing systems and related activities for the Divisions of Water and Cleveland Public Power. The ordinance permits a one-year contract with four potential one-year renewal options, with specific conditions on renewal - the first renewal can be exercised by the Director without additional Council authorization, while the second renewal requires additional legislative approval. The consultants will provide services including hosting and managed services, bill printing and mailing, electronic bill payment and presentation, and software needed to implement the system for utility account administration.
The contract costs will be paid from Fund Nos. 52 SF 001 and 58 SF 001, and the selection of consultants will be made by the Board of Control based on nominations from the Director of Public Utilities. The current environment involves the Department of Public Utilities (DPU) having implemented CC & B billing system version 2.7 in 2020, which serves approximately 400 users and handles billing for water, solid waste, wastewater, and electric customers for Cleveland and surrounding suburbs, including the Northeast Ohio Regional Sewer District's 280,000 accounts. The ordinance was passed on June 6, 2022, and became effective on June 13, 2022, with the intention of maintaining continuous billing system management capabilities.
