About this file
This is a LAP (Limited Apportionment Program) Certification of Current Capacity form issued by the Florida Department of Transportation for use by pre-qualified contractors submitting bids on FDOT letting dates. The form requires bidders to certify that their proposal amount does not exceed their firm's current capacity, calculated as the maximum capacity rating minus total uncompleted work. The certification must be accompanied by a detailed Status of Contracts on Hand report that lists all prime contracts and subcontracts, whether in progress or awarded but not yet begun. The uncompleted work data must be current as of the 15th day of the month preceding the letting date if the letting occurs before the 25th of the month, or as of the 15th day of the month of the letting if it occurs after the 25th. All contracts awarded within five days before the letting date must be included in the report and charged against the firm's total capacity rating.
The form requires contractors to provide comprehensive contract information organized in columns showing project owner and location, total contract amounts, amounts sublet to others, balance amounts, and the uncompleted portion to be performed by the bidder as either prime contractor or subcontractor. All amounts must be rounded to the nearest $100, and contractors may consolidate contracts individually representing less than 3 percent of total value and collectively less than 20 percent of total into a single line item. The certification must be sworn to and subscribed by an authorized representative of the firm on the specified letting date.
