About this file
This is a bid addendum issued by the North Carolina State Highway Patrol for Invitation for Bids (IFB) 51-IFB-2271155018-HMM regarding genuine Dodge/Mopar OEM parts procurement on an as-needed basis. The addendum, dated July 16, 2026, clarifies two critical requirements from the original bid specifications. Bids are due July 20, 2026 at 2:00 PM ET, with written questions having been due July 13, 2026. The initial contract term is one year from execution, with State options to renew for up to two additional one-year periods upon 30 days' written notice. The contract covers genuine Dodge/Mopar OEM parts across all categories required by the State Highway Patrol, with vendors expected to demonstrate breadth of product lines, quantity capabilities, and ability to deliver within 24 hours of purchase order receipt to the Raleigh facility on a Free-On-Board Destination basis.
Regarding vendor qualifications and submission requirements, the addendum clarifies that Section 4.11 regarding Authorized Reseller Manufacturer Authority requires only a signed statement from the manufacturer upon request from the agency; a business license may be submitted with the bid but is not mandatory, and dealer agreements need not be provided. For Section 4.19 regarding North Carolina Secretary of State registration, vendors are not required to complete this registration before bid submission; however, this step must be completed within ten days after contract award or the contract may be jeopardized. Bidders currently registered and in good standing with the NC Secretary of State have already satisfied this requirement. Vendors compete on percentage discounts off manufacturer's suggested retail price (MSRP), and evaluation criteria include breadth of product lines, discount percentage, quantity capabilities, quality, delivery promptness, and geographic coverage. No minimum or maximum quantities are guaranteed, and submission of manufacturer price schedules developed specifically for the RFP results in automatic disqualification.

INSTRUCTIONS:
1. Section 4.11 Authorized Reseller; The Attached Manufacturer’s Authority:
Would our business license be sufficient or do you need a copy of our dealer agreement with Dodge? Previous contracts all we had to submit was a copy of our business license.
· Section 4.11 requires only a signed statement from the manufacturer; we would not need to see the dealer agreement itself. Additionally, the signed statement is required “upon request from the agency.” It may be helpful to include it with the bid but it is not necessary.
2. Section 4.19 Secretary of State Registration; Vendor has registered with the North Carolina Secretary of State:
Do we need to answer this before the bid? The question seems to imply that this is to be done once the contract has been awarded. Could you clarify what step we need to take?
· This step is not required in order to submit a bid but only upon being awarded the contract. Failure to complete this step within ten days after award, however, may jeopardize the contract. Bidders who are currently registered and in good standing with the NC Secretary of State have already satisfied this requirement.
