About this file

This is a Request for Proposal (RFP) issued by Denver Water for Fire Alarm Inspection services. Denver Water is seeking a qualified contractor to perform comprehensive life safety systems inspections, including fire alarms, wet and dry systems, preventative maintenance, and repairs at various locations throughout the Denver Metro area and mountain regions. The project involves yearly maintenance of fire alarm and sprinkler systems, with fire alarm panel tests to be performed annually, sprinkler and Halon system tests semi-annually, and maintenance conducted as needed. The RFP timeline includes an issue date of April 8, 2025, with a proposal due date of May 6, 2025, and a non-mandatory pre-proposal conference and site walk scheduled for April 23, 2025. The anticipated contract term is three years, commencing on the date of execution by the Board of Water Commissioners.

The contractor must possess specific certifications, including NICET Level II certifications for Inspection and Testing of Water Based Systems and Fire Alarm Systems, and an NFPA Certified Fire Inspector I (CFI-I) credential. The evaluation process will consider multiple criteria, including methodology, company experience, qualifications, fire alarm system expertise, service level agreement, staffing plan, pricing, reporting practices, and environmental compliance. Pricing will be firm and fixed for the first 12 months, with potential adjustments thereafter, subject to Denver Water's approval. The contractor will be responsible for comprehensive testing and reporting, including standardized inspection reports, online portal access, and detailed maintenance documentation. While price is a factor, Denver Water is not obligated to select the lowest-priced proposal and will choose the option deemed most beneficial to the organization.
