About this file
This is Addendum No. 1 issued by LSU New Orleans Purchasing Office for a competitive sealed bid solicitation to replace boiler and chiller systems at NET Charter School (The Athletic Center) located at LSU New Orleans East Campus in New Orleans, Louisiana. The project requires complete replacement of existing boiler and chiller systems, including demolition, installation of replacement HVAC equipment, and system commissioning. The bid opening is scheduled for October 22, 2026 at 2:00 PM, with a non-mandatory pre-bid conference held on October 14, 2026 at 10:00 AM. The contract completion period is 180 calendar days from Notice to Proceed, subject to weather extensions. Key modifications outlined in this addendum include: provision of a temporary boiler with 1,500,000 BTUH input capacity for a four-month period; conversion of Boiler B-1 from a condensing boiler to a non-condensing high efficiency boiler with minimum 85% thermal efficiency and 3:1 turndown ratio; use of an existing gravel service drive for crane access to the chiller with restoration to original condition upon completion; and replacement of two exterior fully louvered metal doors with new doors and hardware matching existing campus requirements. LSU New Orleans will assess liquidated damages of $300 per day for non-compliance with the contract schedule.
The addendum specifies approved manufacturers for certain equipment components, including Patterson for pumps, Fulton for boilers, Vibro Acoustics for vibration isolation, and Yaskawa for variable frequency drives. Bidders may propose alternative products provided they meet or exceed specification requirements, fit available space, and satisfy capacity and performance requirements, subject to architect or engineer approval prior to actual acceptance. The purchasing representative is Troy Bacino, Assistant Director for Purchasing, and the university representative is Melanie Champagne. Contractors must demonstrate full compliance with all specification requirements and secure written approval from the architect or engineer before deploying alternative equipment. No set-asides, pricing terms, incumbent information, or alternate bid provisions are detailed in this addendum document.
