About this file
This is an Invitation to Bid Addendum 01 issued by the Board of Supervisors of Louisiana State University and Agricultural & Mechanical College for campus-wide backflow preventer inspection and testing services under solicitation RFQ-0000002901. The University is seeking qualified suppliers to provide comprehensive inspection and performance testing of approximately 206 backflow prevention assemblies serving LSU campus buildings and infrastructure, including domestic water, fire protection, irrigation, and other testable systems. Additional services include testing following authorized repairs, identification and documentation of deficiencies, device tagging, test reporting, and maintenance of LSU's device inventory. The contract runs from award date through June 30, 2027, with two optional one-year renewal periods available under the same terms and conditions. Sealed bids are due September 22, 2026, at 11:00 a.m. CT, submitted electronically to lsubids@lsu.edu. No formal bidders' conference or site visit is scheduled.
Pricing must be structured on two bid line items: annual re-inspections following failed inspections (estimated at 25 devices) and annual campus-wide backflow preventer inspections (206 devices). All bid prices must be quoted FOB LSU Destination and must be inclusive of shipping, handling, and all applicable charges; prices must remain firm for the contract duration. The supplier must hold Louisiana State Plumbing Board licenses and Water Supply Protection Specialist (WSPS) endorsements, and all testing personnel must maintain current certifications recognized by the State Plumbing Board. Subcontractors are permitted if properly licensed and certified but must meet the same requirements as the primary contractor. Required submittals include evidence of licensing, WSPS certification, test kit calibration certificates, proposed testing schedules, and personnel contact information. Payment will be made within 30 days after receipt of properly executed invoice or delivery and acceptance, whichever is later. LSU reserves the right to award all items to the lowest responsible and responsive bidder on an all-or-none basis.

ADDENDUM NO. 1
RFQ-0000002901: LSU CAMPUS -WIDE BACKFLOW PREVENTER INSPECTION
AND TESTING -Term Contract
1. Is the anticipated number of backflow assemblies to be inspected and tested approximately 206, or does LSU expect the successful bidder to inspect and test the additional assemblies listed in Appendix A?
Appendix A is the more accurate list that we have. Part of this contract is to help LSU understand our backflows and help us to update our registry, including attaching ID tags (tags will be provided)
2. If the actual number of assemblies exceeds 206, will each additional assembly be compensated at the awarded per-device unit price?
Yes, LSU will update the quantities and compensate based on the awarded unit rate.
3. Are duplicate entries in Appendix A intended to represent separate assemblies, or should they be treated as duplicate inventory records?
If they are found to be truly duplicate, then our records will be updated accordingly. Duplicates will be removed.
4. Will LSU provide an updated or verified inventory before work begins so the actual number of assemblies and locations can be confirmed?
Unfortunately, the inventory will not be completely accurate until after the contract has been awarded. LSU will honor and backflows that are discovered and added.
5. For assemblies that fail inspection and require a retest after repairs, can retests be coordinated with other scheduled campus work, or should the contractor anticipate separate trips for individual retests?
Mobilization to repair or reinspect backflow preventers can be coordinated with other campus work.
Only if we don't incur a delay that could cause LSU to be in violation.
6. Does this solicitation require a specific Louisiana plumbing license or any other contractor license to perform the work?
(See page 9 – Supplier and Personnel Qualifications)
7. Must the individuals performing the backflow inspections and testing hold a specific certification, such as a certified Backflow Prevention Assembly Tester (BPAT) certification?
No – see Page 9 for required certifications
8. If Frontline Construction Group does not have the required backflow testing certification in-house, would we be permitted to partner with or subcontract a properly licensed and certified plumbing/backflow testing company to perform those services?
See Page 12 – Subcontractors - must meet the same licensing, certification, insurance, safety, and documentation requirements applicable to that portion of the work.
9. Could you provide information regarding the approximate number and types of backflow preventers that LSU expects the successful contractor to inspect and test under this contract?
See Appendix A – beginning page 16 for the list of backflow preventers.
10. Could you provide additional information regarding the anticipated term of the contract and, if available, the estimated annual or total contract value or anticipated volume of work?
See Page 21 of bid specifications for LSU Terms and Conditions for this contract.
