About this file

This is an Addendum No. 1 to an Invitation to Bid issued by the Board of Supervisors of Louisiana State University and Agricultural & Mechanical College for supplemental labor in boiler maintenance under solicitation RFQ-0000002891. The solicitation requests bids for comprehensive boiler maintenance services across all LSU campus buildings, including preventative maintenance, inspections, troubleshooting, and installation of fire tube, water tube, and steam boilers. Work is allocated across six labor categories totaling approximately 6,385 hours: Service Technician Standard Labor (5,000 hours), Pipe Fitter Standard Labor (25 hours), Welder Standard Labor (210 hours), Welder Overtime (25 hours), Pipe Fitter Overtime (25 hours), and Service Technician Overtime (100 hours). Sealed bids are due to lsubids@lsu.edu on August 27, 2026, at 11:00 a.m. Central Time. The contract term runs from award through June 30, 2027, with two optional one-year renewal periods available at the same terms. LSU anticipates requiring an employee on site approximately five days per week, though frequency and duration may vary based on operational needs and workload, with no guaranteed minimum hours.

Pricing must be submitted on a firm, fixed-rate basis per hour for each labor category, quoted FOB LSU Destination and inclusive of all shipping and handling charges. The contractor must provide all tools, equipment, transportation, materials, and job site cleanup. Payment will be made within 30 days of receipt of properly executed invoices based on verified hours worked and documented through LSU Manpower Time Sheets. Qualified suppliers must hold a Louisiana Commercial License (Mechanical or Limited Specialty Services classification), a National Board of Boiler & Pressure Vessel Inspectors "R" symbol, an ASME Certificate of Authorization, a Louisiana State Fire Marshal's License for Boiler Installation, and a Louisiana Master Plumber License. All workers require appropriate skill certifications, criminal background clearance, and campus identification badges. The contractor must respond to emergency calls within two hours maximum and provide three customer references from commercial or industrial projects within the past ten years along with evidence of a minimum ten years of experience. Addendum No. 1 clarifies that suppliers will order all parts needed for repairs under the new contract and that on-site participation is based on LSU's needs without guaranteed minimum work days or hours per week.
