About this file
This is an Addendum 02 to an Invitation to Bid issued by the Board of Supervisors of Louisiana State University and Agricultural & Mechanical College for RFQ-0000002867, a complete Particle Image Velocimetry (PIV) system. The solicitation requests one integrated PIV system capable of performing two-dimensional, two-component velocity measurements in LSU's open-jet wind lab facility. Technical specifications require a minimum field of view of 1.0 m × 1.0 m with maximum vector spacing of 2 mm, minimum sampling rate of 625 Hz, and capability for 15-minute continuous data acquisition with latency less than 10 seconds. The system must operate in ambient daylight conditions with flow velocities up to 40 m/s and turbulence intensity up to 35%, and must comply with laser safety standards ANSI Z136.1 and IEC 60825-1. Bids are due July 30, 2026 at 11:00 a.m. Central Time and should be submitted to lsubids@lsu.edu. The awardee must provide onsite installation and training for one trainee not exceeding two days, complete technical documentation, and a minimum one-year warranty.
Bid prices must be quoted on a net, firm basis for a minimum of 30 days, FOB LSU Destination, with all shipping and handling charges included. Payment will be made within 30 days of receipt of a properly executed invoice or delivery and acceptance, whichever is later. Addendum 02 addresses two key inquiries regarding the field of view specification. Bidders inquired whether LSU would accept a maximum field of view of 250 × 500 mm with standard high-repetition-rate lasers, and whether the university would accept spending approximately $450,000 for a more powerful laser to achieve the 500 × 1000 mm field of view. LSU responded negatively to both inquiries, confirming that the minimum field of view requirement of 500 × 1000 mm remains unchanged and that it will not support additional expenditures for more powerful laser technology. LSU reserves the right to award on an all-or-none basis to the lowest responsive and responsible bidder and is exempt from Louisiana state and local sales and use taxes.

Addendum 02
Inquiry 1
The most commonly used high repetition rate lasers output about 30 mJ/pulse at repetition rates up to 1 kHz. With this amount of energy and the camera in side scatter, the maximum illuminated field of view estimate with aerosol seeding is 250 x 500 mm. Will you accept that maximum field of view?
Response 1
No, we will not accept a maximum field of view of 250 x 500 mm. The requirement remains 500 x 1000 mm.
Inquiry 2
If the answer to question #1 is, “no,” then are you willing to spend close to $450,000 for the most powerful laser available to have a chance to get to the 500 x 1000 mm field of view that you desire?
Response 2
No, we are not willing to spend close to $450,000 for a more powerful laser.
