About this file

This document is an Invitation to Bid (ITB) from the New Mexico General Services Department Purchasing Division for a Statewide Price Agreement to procure Loaders, specifically 1-3 cubic yard articulated wheel loaders. The ITB (Number 50-00000-25-00047) seeks to establish a contract for state agencies, commissions, institutions, political subdivisions, and local public bodies, with bids due on April 14, 2025, at 2:00 pm. The initial contract term is one year, with options to extend for up to three additional years, not to exceed four years total. Bidders may submit responses for up to three models per item, and the award will go to the lowest responsible bidder meeting minimum specifications, with the state reserving the right to award to multiple vendors.

The procurement requires successful bidders to be authorized dealers with established dealerships in New Mexico, possessing Original Equipment Manufacturer (O.E.M.) certified mechanics. The loaders must meet detailed technical specifications, including Tier IV compliant diesel engines, fully enclosed OSHA-approved ROPS cabs, and comprehensive warranty coverage (minimum two years bumper-to-bumper and five years on powertrain components). Delivery is expected within 180 working days, with vendors responsible for complete dealer preparation, conditioning, and providing training, technical manuals, and multiple sets of keys. The state will consider price escalation/de-escalation requests on an individual basis, with final determination made by the State Purchasing Division, emphasizing that any increases are not intended to expand profit margins but to compensate for actual cost increases.
