About this file

This is an application attachment document issued by the City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Housing and Revitalization Department's Economic Development Division for the Microenterprise Construction Contractor Assistance Program (MCCAP). The NOFA seeks experienced and qualified organizations or firms to serve as Program Administrator and deliver technical assistance services to Detroit-based low- and moderate-income (LMI) construction microenterprises. Respondents must provide comprehensive application materials including firm introduction, evidence of required licenses and registrations, and detailed descriptions of their proposed approach to program administration, curriculum design, evaluation methodologies, and cohort structure organized into four-month intervals throughout the program year. The application must also address recruitment and intake procedures for eligible microenterprises, business development and technical assistance curriculum topics, reimbursement systems for eligible business development expenses, and tracking mechanisms for benchmarks, outputs, and outcomes.

Applicants must identify specific individuals assigned to program tasks and clearly delineate roles, particularly for consortium-based responses. The submission should include a detailed timeline with defined milestones for task completion, organized by four-month cohort periods within the program year. This attachment establishes the core requirements for organizations seeking to administer the program, which is designed to prepare Detroit construction microenterprises for future contracting opportunities through structured technical assistance and business development support.
