About this file
This is an Application Standard Requirements document issued by the City of Detroit Office of Contracting and Procurement for the Microenterprise Construction Contractor Assistance Program (MCCAP), a Community Development Block Grant (CDBG) funded initiative managed by the Housing and Revitalization Department's Economic Development Division. The NOFA seeks experienced and qualified organizations or firms to serve as Program Administrator for this technical assistance initiative designed to prepare Detroit-based low- and moderate-income (LMI) construction microenterprises for contracting opportunities. The document establishes mandatory forms, affidavits, and documentation requirements that applicants must complete and submit with their NOFA applications, with failure to provide completed forms and documentation serving as grounds for proposal rejection.
The document outlines seven required submissions: Certificate of Authority, Amendment Acknowledgement Form, Debarment and Suspensions Certification, Byrd Anti-Lobbying Certification (for contracts $100,000 or more), notarized Affidavit of Disclosure of Interests, notarized Non-Collusion Affidavit, and Federal Regulations and General Grant Terms and Conditions acknowledgment. Applicants must also comply with federal requirements including Davis-Bacon Act prevailing wage standards (construction contracts), Copeland Anti-Kickback Act provisions, Contract Work Hours and Safety Standards Act (contracts exceeding $100,000), Clean Air Act and Federal Water Pollution Control Act compliance (contracts exceeding $150,000), Equal Employment Opportunity standards, debarment and suspension verification through the System for Award Management (SAM), and domestic preference requirements for United States-produced materials. The funding derives from federal Community Development Block Grant sources, and all submissions require proper notarization and authorization documentation from corporate officers or authorized representatives.
