About this file
This is an approved specifications document for a hydraulic elevator modernization project prepared by the State of Utah Division of Facilities Construction and Management (DFCM) for the UCCU Event Center located at 1049 S 800 W, Orem, Utah. The project requires modernization of one existing hydraulic passenger elevator (designated South Elevator, State ID E-3797) originally installed in 1996 with a capacity of 5,500 pounds and speed of 100 feet per minute serving four floors. The modernization is structured as a turnkey operation requiring all engineering, equipment, labor, and permits necessary for completion. Key specifications include replacement of the microprocessor controller, power unit, car and hall doors with two-speed center opening mechanisms, installation of a high-speed linear door operator, LED signal fixtures, dual car operating panes, digital car position indicators, 3D safety edge door protection, electronic communication system with self-dialing distress signal capability, firefighters' Phase I and II service with battery standby provisions, card reader provisions, and independent service features. Additional required work includes replacement of slide guides, installation of new car top inspection stations, hoistway wiring with minimum 10 percent spare capacity, machine room lighting replacement, and jack packing assembly repacking. All elevator components must be non-proprietary and serviceable by any journeyman elevator mechanic with readily available replacement parts and accessible diagnostic procedures requiring no proprietary codes, tools, or software. The contractor must provide as-built wiring diagrams and OEM special tools or software upon installation commencement.
The construction cost estimate for this project is $250,000.00, with proposals to remain firm for 90 days from the quotation due date; any delay beyond 90 days may permit adjustment for labor and material cost changes. The contract will be awarded to the lowest qualified bidder based on base bid and any alternates, with the owner retaining the right to reject any or all quotations and proceed with any combination of alternates at its discretion. Contractors must visit the site prior to bid submission to verify familiarity with site conditions, applicable codes, and labor and material markets, with any discrepancies or conflicts with contract documents to be reported to the consultant at least five working days before the quotation due date. The contractor is responsible for all permit and inspection fees and must perform a five-year full load test witnessed by a state elevator inspector. Comprehensive insurance coverage is required including workers' compensation at statutory limits, employer's liability of $1,000,000, commercial general liability with $1,000,000 combined single limit, and commercial automobile liability with $1,000,000 combined single limit. All work must comply with ASME A17.1 and A17.2 safety codes, the National Electrical Code, ADA requirements, and all applicable local fire and building codes. The contractor must provide a one-year warranty with Monday through Friday daytime callback service including systematic inspection, adjustment, cleaning, lubrication, and repair or replacement of defective parts.
