Polaris Submission Portal Industry Training Webinar

Question and Response Summary July 21, 2022

# Question PSP Response

P1 How do you reset authentication? The helpdesk is not responding and need to reset in order to access symphony.

Please check your firewall as it may be preventing PSP helpdesk messages from reaching you. Please also check your spam folder.

P2 Can a single user account submit proposals for separate SAM entities within the same pool?

For example, a user submits the proposal for both an individual small business and a JV of which the small business is a member.

No. When registering for separate SAM entities, only one email can be linked to a specific company.

P3 Can you please explain how mentors and proteges should register in Symphony for an MPJV? Should member company employees register under their company, and protege company employees register under their company, and then both be added as "team members" under the MPJV account?

Register with the UEI for the company that will be the offeror for the proposal. Offerors can then add the JV Mentor and/or Protege as team members.

P4 Is an UEI number required to register? Yes, an UEI is required to register in PSP (a CAGE number is useful).

P5 Can I have two UEIs associated with a single user's email account?

No, one email can only be linked to one company.

P6 I don't understand how I will know which CAGE code to use.

Please login to SAM.gov and search for your UEI and select the CAGE number for the desired location.

P7 If nobody is deemed the open market proposal manager, are only admins allowed to submit the proposal? Or the POC for the prime?

All users in the Administrator role can submit the proposal.

P8 Would team members be the other companies in your JV?

Team members could be joint ventures or subcontractors.

P9 Can you please discuss tagging in detail? Since some data is solicitation specific, after you add the project to a submission you will be able to add the "location in the file" information or "tag" by selecting the “Begin” button in the Functional Factors column. Please use a single tag in Adobe (or whatever program you are using) to mark where this data is found in all your documents. Using the same tag makes it easier to find the document to highlight your claims.

P10 Do the JV Mentor/Protege team members need to create their own Symphony accounts under their company emails to upload company specific info?

No. To participate in the same proposal, the Offeror must register under the Prime (JV’s) Entity’s UEI/Cage Code.

P11 What roles or role can submit the proposal in

PSP?

The "Open Market Proposal Manager" and all users in the "Administrator Role" have proposal submission rights.

P12 Under Projects/Past Performance, do we enter all that data?

Please answer the required fields. Some fields are optional since the project data may be used for other solicitations that require this information.

P13 Does the JV Mentor & Protege that makes up the JV need a MRCL?

No.

P14 When entering a project to our assets library, what do we do if the Customer Agency Name/ID is not in the drop-down list for the Customer Department Name?

Please send a helpdesk ticket to Apex at client.support@apexlogic.com for additional guidance and include your contract number and the Office code from your contract that you are not seeing on the drop down list.

P15 How do you upload a signed J.P-6? Also is there an alignment between the instructions and the portal? In other words, can we cross reference the L instructions with the portal to make it more clear?

To upload a signed J.P-6, select the Project Documents tab. Please see https://apexlogic.freshdesk.com/a/solutions/arti cles/35000192995?portalId=35000014313 and at the bottom is a document that shows where all the documents should go.

P16 In the Relevant Experience section there are Teaming and Locations tags available though these are not relevant to scoring. Can you please confirm if this is an error and bidders are not required to utilize these tags?

There are several optional fields in the Project Details screen since this project data may be used for other solicitations that require this information. They are optional for entry and do not impact the Polaris submission.

P17 What if we have already sent the J.P-6 to the customer, do we still need to enter the information into the project screen or do we just upload the signed J.P-6 or both?

Please enter both the information into the project screen and upload the signed J.P-6.

P18 In the Relevant Experience section the information tag specifies that Offerors should provide a page number, section, and paragraph. Should Offerors populate this information or provide a generic tag that the Offeror assigns to the files?

Since some data is solicitation specific, after you add the project to a submission you will be able to add the "location in the file" information or "tag" by selecting the “Begin” button in the Functional Factors column. Use a single tag in Adobe (or whatever program you are using) to mark where this data is found in all your documents. Using the same tag makes it easier to find the proof of your claims. You can add additional text after the keyword to lay out more information for evaluation.

P19 Is the sticky note the same thing as a tag? The RFP requests tags I believe

Yes, sticky notes function the same way as a tag.

P20 You mentioned putting tags in Sticky Notes. Is tagging in the note attached to a highlight going to be recognized as well?

Yes.

P21 Can you please review again how to reference the tags as uploaded docs? Are we simply meant to just list which document has the verifying tag?

Please check the box for the files that contain the tag that you enter in the "location in file" field in the PSP. There are help buttons inside the application and videos that can assist you with using Symphony. If you need additional support, please submit a helpdesk ticket by sending an email to client.support@apexlogic.com.

P22 This is not particularly clear - wil there be written instructions?

Yes, please refer to Symphony Industry Support at https://industrysupport.apexlogic.com/support/s olutions/articles/35000192995-how-a-proposal-works-in-symphony-for-polaris

P23 What if you are a JV member AND a member of a mentor protege? How do you select both for the entity?

You don't. You would need to select Mentor or Protege depending on which it is unless it is a standard JV. This is being addressed in the Help Desk and requires Polaris Program assistance.

P24 For Organizational Risk Assessment, we don't have any forms to upload - because we are a small business without any subs or JVs. What

If you are a small business without any subs or JVs, points will automatically be applied until you add a team member.

do we upload to get the full points for this area?

P25 Our company is submitting a proposal as a member of a JV MPP and also as a prime, but do not have a separate email address for the JV--if we can only use one email per account, how do we create the account for our prime bid?

You would need an additional email address.

One (1) email per one (1) UEI if you are bidding with different teams.

P26 Can you confirm that a subcontractor can either submit their own documents or have the Prime offeror submit the subcontractor's documents for them?

Confirmed.

P27 Adding a MRCL that is large comes out as an error!

Please submit a helpdesk ticket at client.support@apexlogic.com for additional guidance.

P28 Why wouldn't we upload MRCL information in the MRCL section?

Please upload MRCL documents in the MRCL tab and refer to the MRCL article through the PSP help link for additional guidance.

P29 Is it alright to use comments + highlighting for tagging as opposed to sticky notes?

Yes.

P30 Since there can be only one open market proposal manager, please confirm whether or what other roles may upload and/or submit documents as we build our submission.

All active user accounts can work on your proposal or in your company library.

P31 What happens if we update our SAM Points of Contact? Will those names/email addresses get passed through to Symphony?

Send a helpdesk ticket so Apex can initiate a manual refresh of your SAM data at client.support@apexlogic.com

P32 If our Company registered in GSA portals (Assist, ebuy, etc..) already, should we need to register again in Polaris PSP?

Yes, PSP is totally separate from the other GSA portals.

P33 One of the Federal customer agencies is not listed.

Please send Apex a helpdesk ticket so we can provide additional guidance: Include your contract number and the Office code from your contract that you are not seeing to client.support@apexlogic.com

P34 If we're adding a J.P-6 attachment for one of the efforts, do we just upload it as one of our documents, or is there a specific place where it will be requested?

The Project Documents tab. Please see https://apexlogic.freshdesk.com/a/solutions/arti cles/35000192995?portalId=35000014313 and at the bottom is a document that shows where all the documents should be uploaded.

P35 Where is the SF33 uploaded to PSP? will signed amendment SF30 need to be uploaded and where in PSP?

The SF 30 and SF 33 are uploaded in the submission documents button on the left menu inside of each submission.

P36 Can we use comment boxes with highlights to tag the contract documentation (instead of sticky notes)?

Yes, Offerors may use comment boxes with highlights to tag documents.

P37 For Tags - not all fields are given a tag code within the portal (like NAICS, or Cybersecurity). Will these areas have no specific tagging format requirement, or will an additional legend be made available?

There is no specific tagging format for these.

Since some data is solicitation specific, after you add the project to a submission you will be able to add the "location in the file" information or tag by selecting the begin button in the Functional factors column. Use a single tag to mark where this data is found in all your documents. Using the same tag makes it easier to find the proof of your claims.

P38 Can only an Administrator submit the proposal?

No. The Open Market Proposal Manager and all users in the Administrator role can submit the proposal.

P39 It is not clear why you first described the past performance as general, and then specific to Polaris. Please distinguish.

When you are working in the My Company link, you are building your asset library. Everything you enter through the My Company menu is considered a reusable asset per How My Company works in Symphony for Polaris.

When you Start your Submission from the dashboard, you then add the desired assets (team members and projects) to your proposal for scoring.

When you add the projects to your submission(s) click the Begin button under Functional Factors to claim Primary Relevant Experience, Cybersecurity or Emerging Technology Relevant Experience. Since these elements are solicitation specific, after you add the project to a submission you will be able to add this information in the list of projects per How a Proposal works in Symphony for Polaris.

P40 "Cybersecurity" is not included in the "Tags Legend"

Since some data is solicitation specific, after you add the project to a submission you will be able to add the "location in the file" information or tag by selecting the begin button in the Functional factors column. Use a single tag to mark where this data is found in all your documents. Using the same tag makes it easier to find the proof of your claims. For instance if the Cybersecurity validation is on a specific page or section - put that page or section in the tag field. If it is throughout the document the term Cybersecurity is there - use Cybersecurity as your tag.

P41 How do we add additional tags to the Project Experience Tag Legend?

Since some data is solicitation specific, after you add the project to a submission you will be able to add the "location in the file" information or tag by selecting the begin button in the Functional factors column. Use a single tag to mark where this data is found in all your documents. Using the same tag makes it easier to find the proof of your claims. For instance if the Cybersecurity validation is on a specific page or section - put that page or section in the tag field. If it is throughout the document the term Cybersecurity is there - use Cybersecurity as your tag. After you add the project to a submission you will be able to add this information in the list of projects by selecting the begin button in the Functional factors column.

P42 What is the multiple locations? There are several optional fields in the Project Details screen since this project data may be used for other solicitations that require this information. They are optional for entry and do not impact the Polaris submission.

P43 Can you tag your PDF and upload the file? Or are you required to flag/tag sections in Symphony?

Please tag and upload your file and then provide the references to the tags in Symphony.

P44 What if a team member has an actual commercial contract, how will it be reflected in the portal?

The project type would be State/International/Non US Fed Government/Commercial Project.

P45 Can we add additional legends if required like for any Emerging Technology Projects - like Machine Learning?

Some data is solicitation specific. After you add a project to a submission, you will be able to add the "location in the file" information or tag by selecting "begin" in the Functional Factors column. Use a single tag to mark where this data is found in all your documents. Using the same tag makes it easier to find the proof of your claims. For instance if the Cybersecurity validation is on a specific page or section - put that page or section in the tag field. If the term "Cybersecurity" is throughout your document, you could use it as your tag.

P46 Why don't the other scoring elements have standard tags?

Not having all possible tags prepopulated is meant to make it easier for offerors. Some simple tags were created for convenience. For solicitation specific claims, we recommend you use a single tag to mark where Primary Relevant Experience, Emerging Technology, and Cybersecurity are found in all your documents. Using the same tag makes it easier to find the proof of your claims. Keep it simple to avoid errors.

P47 Please distinguish between tagging v sticky notes. These are not the same but the way described, it was so fast it sounds as if you think they are the same. Tagging is one word or phrase. Please clarify

Sticky Notes are a form of tagging. When you use Sticky Notes - you can add additional text in your PDF to add more information. It's simply like a "find" feature.

P48 For some document validation it will be a large chunk of text that describes how the work falls under a specific NAICS, Emerging Tech, etc.

Can we also use highlighting to show that a tag is related to a large chunk of text instead of just one word?

Yes - that’s exactly how it should work. Select the text - then add a tag/keyword to that text and use that keyword as the tag/reference to location in the PSP.

P49 I'm confused about the registration. If your Prime is a JV; who’s UEI/CAGE code should you use?

The JV Entity that is the Prime. Per L.5.1.3.1 (1), Joint Ventures, if applicable, the joint venture must be registered in SAM.gov and have a corresponding UEI (SAM).

P50 Please confirm Primes can submit subcontractor information (you discussed subcontractors entering their data). If not, can Primes edit the sub records?

Primes can submit subcontractor information.

Primes have full control over all content in the proposal since they are the responsible party.

P51 There are no points associated with LOCATION other than OCONUS, which has its own tag. So why is there a LOCATION tag?

Locations are optional since this project data may be used for other solicitations that require this information. It is optional for entry and does not impact the Polaris submission. If you do not select yes, you do not need to enter any information there.

P52 Is there a test portal or can we continually enter and adjust without saving?

There is not a test environment.

P53 Can we import our GSA OASIS Symphony data in or join the multiple Symphony accounts?

No.

P54 When registering in Symphony, do you need to register under the JV's UEI and Cage Code or is it ok to register under your company's UEI and Cage Code?

Please register with the UEI for the company that will be the prime for the proposal.

P55 Where will J.P-6 and J.P-7 forms go in the Symphony portal?

Upload the J.P-6 to the project documents tab.

Upload the J.P-7 to the submission documents tab.

P56 If you are only using a project under Emerging Technology, per the RFP, you are not required to provide Past Performance documentation (e.g., a CPAR or J.P-4 form). What should you do when you are filling out that field in Symphony?

Please leave it blank.

P57 You showed a J.P-6 that the system auto-populated. If our customer is signing J.P-6 forms that we prepared, and that they filled out and signed, in addition to submitting the signed J.P-6, do we need to also complete the auto-populated J.P-6 that the system began creating?

No. Either J.P-6 Project Verification Form is acceptable.

P58 Will Symphony show our score as we add the factor files and data?

Only when you are in the pool submission.

There is no score calculation when adding information into My Company Asset Library.

P59 What is the Contracts tab for (in My Company tab)?

This tab will be used for contract award data if you are awarded a contract.

P60 For NAICS code we will need justification documents if we are having a CO sign a J form agreeing that the NAICs code is different then the FPDS. Where would we upload those files

You would add files to the Project Documents.

to support the new claimed NAICS?

P61 What is a good document naming format to help organize attachments. Can you share what you are using?

Use common sense naming conventions that make it easy to understand the information that is in the document. Everything is put into the correct folder structure you see in the documents link when documents are added to the corresponding screens. See https://apexlogic.freshdesk.com/a/solutions/arti cles/35000192995?portalId=35000014313 for more information.

P62 Are we required to enter a Contract Manager and a Program Manager?

Yes.

P63 Do we tag documents that go in the Business Factors section?

No.

P64 I'm registered as a Symphony user under my company. How do I register as a member of the JV that we are submitting the POLARIS proposal under? Symphony doesn't accept duplicate registrations.

You should be registered with the UEI for the company that will be the prime for the proposal.

Contact us at client.support@apexlogic.com with the UEI you should be registered under.

P65 What is the multiple locations tag? Locations are optional since this project data may be used for other solicitations that require this information. It is optional for entry and does not impact the Polaris submission.

P66 Can you please clarify if the evaluators will be using desktop adobe or actually opening in a browser like Google? It does make a difference on how the find works with comments, sticky notes. etc

The comment feature is one method of tagging that works. Sticky Notes are another.

P67 Are you talking about sticky notes within Symphony or within Adobe?

Adobe.

P68 How large a field (character max) for entry of tag, page information?

There is no limit but we recommend you use a single and simple tag to mark where your claims are found in all your documents because using the same tag makes it easier to find the proof of your claims and avoid errors.

P69 Please clarify the question just answered "Is it alright to use comments + highlighting for tagging as opposed to sticky notes?" when you have said that tagging is synonymous with sticky notes?

The comment feature is one method of tagging that works. Sticky Notes are another.

P70 Can all users see all uploaded data? Yes. All active user accounts can view and work on your proposal or in your company library within Symphony.

P71 When offerors need to submit multiple project documents for a given project, the system only provides a single text box to the right of the dropdown menu meant for offerors to provide specific reference information pointing evaluators to where scored criteria is verified within multiple project documents. How do we differentiate what information is being claimed in which document?

For solicitation specific claims, we recommend you use a single tag to mark where Primary Relevant Experience, Emerging Technology, or Cybersecurity is found in all your documents.

Using the same tag makes it easier to find the proof of your claims.

P72 For a MPA JV, there would be 3 entries? Yes. Mentor/Protege JV UEI & Prime registration then Protege JV UEI - team member and Mentor JV UEI - team member.

P73 Do we only add Yes for leading edge technology project on the record for the relevant experience project if that is the project that we are using since we are limited to only three and they get the most points if they are in different categories?

For solicitation specific claims, we recommend you use a single tag to mark where Primary Relevant Experience, Emerging Technology, or Cybersecurity is found in all your documents.

Using the same tag makes it easier to find the proof of your claims.

P74 The instructions within the PSP for Functional Factors ask for location, i.e.. page, section, etc. Are you saying we can use tags to show their location in the document?

Yes.

P75 How do we reflect a OCONUS project? Please review the Help article How Projects work in Symphony for Polaris.

P76 For Primary Relevant Experience - what type of tags would provide evidence that it was primary relevant experience - the other tags (TCV, POP, etc) make complete sense but it is unclear what type of tag would prove Primary Relevant Experience, could you clarify?

We recommend you use a single tag to mark where Primary Relevant Experience, Emerging Technology, or Cybersecurity is found in all your documents. Using the same tag makes it easier to find the proof of your claims. Keep it simple to avoid errors.

P77 I'm not quite understanding the tag. In order to tag a document, we need to add a sticky note to each .pdf and make sure we use one of the names in the Tags Legend?

Yes. Please review How Tags work in Symphony for Polaris and How a Proposal works in Symphony for Polaris for more information.

P78 Can you save your progress even if there is an error, say you exceeded the number of examples?

Depends on the error. Contact us at client.support@apexlogic.com if you want to discuss.

P79 When you add a Primary Relevant Experience Project and added many different supporting documents, what are you required to enter into the field that says "location" field since it is many different files

We recommend you use a single and simple tag to mark where your claims are found in all your documents because using the same tag makes it easier to find the proof of your claims and avoid errors.

P80 We were trying out the PSP yesterday and after entering in a dummy project, we did not see the "modify/edit" feature. Does this mean we have to tag first or is this a glitch in the system?

You can only edit projects in the My Company.

You must Add, Start, or Begin something and then save before you can Modify/Edit.

P81 Given that some of our Polaris teams will remain the same for the SDVOSB pool coming up in September, will all this data submitted for Polaris Small pool still be in the PSP for submission for the SDVOSB pool?

Yes.

P82 What does “Location in the file” mean? It is basically the same as the File Reference Tag in Projects. It is like the "Find" feature in Word or Adobe.

P83 So a tag can be either text added to a highlight or a sticky note

Yes, but the "location in file" field in Symphony is looking for a string of characters. It will look for exactly what you put in Symphony in all your document(s) in the order it was entered in Symphony.

P84 Should we tag contract documentation as well as SOWs? Should we tag all documentation we upload?

The tags you enter in Symphony will create links to your document(s). If the tag is exactly where the proof of your claim is located, it will make evaluation easier.

P85 Is that where SF30s are uploaded as well? The SF 30 and SF 33 are uploaded in the submission documents button on the left menu inside of each submission.

P86 It sounds like we complete everything under My Company, then go to Start Submission to walk through each of the tabs on the left. Is that correct?

Yes.

P87 Please clarify the GSA 527 comment...currently see no requirements for GSA 527 for proposed subcontractors? Only the "Offeror" or the JV partners of the JV entity correct?

Correct.

P88 Where do we upload required amendment documents?

The SF 30 and SF 33 are uploaded in the submission documents button on the left menu inside of each submission.

P89 Can you please clarify where in Polaris RFP the Small Business Statement of Understanding is required?

The Small Business Statement of Understanding is not a required document for the Polaris RFP.

P90 Is it recommended that tags are identified within a document with a numerical value?

The "location in file" field in Symphony is looking for a string of characters. It will look for exactly what you put in Symphony in all your document(s) in the order it was entered in Symphony. Numbers or letters.

P91 So we will make the tag in Adobe prior to document upload to Symphony. then we just tell you where the tag is so the system can make the link?

Yes.

P92 How did a person get assigned Administrator Role in this proposal in Symphony?

If they are a SAM POC or another Administrator has assigned them that role.

P93 Why does the business factor show a 1/2 circled filled in?

Half Shading means one of the Organizations team members added to the submission is claiming the factor.

Half-shading will only be seen in a submission on the Proposal Overview screen if an added Team Member claims a business factor that the Prime organization does not claim per How Business Factors work in Symphony for Polaris.

P94 Where are the Performance Factors/Functional Factors Tabs for Cyber and Emerging Tech?

When you Start your Submission from the dashboard, you then add the desired assets (team members and projects) to your proposal for scoring.

When you add the projects to your submission(s) click the Begin button under Functional Factors to claim Primary Relevant Experience, Cybersecurity or Emerging Technology Relevant Experience. Since these elements are solicitation specific, after you add the project to a submission you will be able to add this information in the list of projects per How a Proposal works in Symphony for Polaris.

P95 Do we tag documents before we enter in Symphony or can we tag after the document is uploaded to Symphony?

Documents must be tagged before being entered in Symphony.

P96 Can we reuse the same project for two pools like SB and WOSB?

Yes. Simply add the same project to both submissions after creating them in the My Company.

P97 Can we duplicate our Small Business Pool submission for our WOSB Pool submission?

Not automatically. When you Start your Submission from the dashboard, you then add the desired assets (team members and projects, etc.) to your proposal for scoring.

These can be the same in both pools, or they can be different.

P98 To Tag a field you just mention where in the RFP/SOW you are claiming the Emerging Technology (for example) as opposed to highlighting within the RFP/SOW the Emerging Technology?

You can. The "location in file" field in Symphony is looking for a string of characters. It will look for exactly what you put in Symphony in all your document(s) in the order it was entered in Symphony.

P99 Would modifying a submitted proposal nullify the submission?

Yes. When you modify your submission it is retracted. You must submit it again to have it evaluated.

P100 Is it possible to add a role that has view-only access that can be for reviewers?

No.

P101 There was an option shown in the demo under "submission documents" -> "please select a document to upload", something about a small business document that we do not see listed.

The only available options are SF33, Confidentiality disclosure statement, and J.P-7 form. Can you show what that other document is as it does not seem to be required per Polaris RFP?

It was the Small Business Statement of Understanding. It is not a required document for the Polaris RFP.

P102 To be approved to submit via Symphony, does the individual user need to be attached to the organization's SAM profile?

No, but the SAM POC(s) are granted the administrator role by default when they register.

That user can then grant permissions to other users who have registered under the same

UEI.

P103 Please show a tagging example of how you are doing it in the pdf.

The "location in file" field in Symphony is looking for a string of characters. It will look for exactly what you put in Symphony in all your document(s) in the order it was entered in Symphony. This is why we use the POP tag.

The POP tag can be at the start date and the end date of your PDF in all your pdfs.

P104 Can you please show us the TAG legend ? or make that a PDF?

The legend is available in the Help articles How Tags work in Symphony for Polaris and How Projects work in Symphony for Polaris.

P105 Where will the J.P-6 form be submitted in the portal?

The Project Documents.

P106 Does the POP tag refer to the label in the document or to the actual dates of the POP. If the POP start and end are in different places do both get a tag?

The label. The POP tag should be at the start date and the end date in your pdf.

P107 When there are all tags in one document, for the page numbers, can we just say "all"?

The "location in file" field in Symphony is looking for a string of characters. It will look for exactly what you put in Symphony in all your document(s) in the order it was entered in Symphony.

P108 Is the Prime offeror able to upload their subcontractor's documents (e.g., Reps and Certs, Project Experience, etc.)?

Yes.

P109 Can you please go over the scenarios again that would require an individual to have multiple email addresses?

One email can only be linked to one "prime" company in the PSP, so if you need to access Symphony for multiple companies, you need an email address for each company.

P110 Can you navigate to the functional factors area? It is not consistently showing up for selection under Projects/Past Performance

P111 if you are a subcontractor on a past performance, did you say you have to load it as a commercial experience, even if the work was done for DoD?

If you are adding a project where you performed as a subcontractor, this would be considered a commercial project.

P112 Tags can include a page number, RFP reference, and word or words, correct?

Yes, but the "location in file" field in Symphony is looking for a string of characters. It will look for exactly what you put in Symphony in all your document(s) in the order it was entered in Symphony.

P113 In a JV - The prime proposal would be submitted under the JV UEI but requires Project experience from each of the JV members. In this case, should all members of the JV register separately under their respective UEI and then also register the JV?

Please clarify.

Registration should be with the UEI for the prime submitting the proposal.

P114 Why is the "Locations" tag in the system? There are several optional fields in the Project Details screen as this project data may be used for future solicitations that require this information. The fields are optional for entry and do not impact the Polaris submission or evaluation.

P115 Is there a difference between my company registering on symphony versus an individual employee of my company registering on Symphony?

Once an individual employee registers your company in Symphony, your company will have a Symphony account.

P116 What are the permissions associated with each role?

Please review the article How to Manage Users in the help link for more information.

P117 It appears that the systems is asking for Certifications, Clearances and Human Resource information for subs. Based on the RFP much of that can only be claimed by the prime. Will the system require something to be uploaded?

Please refer to the solicitation for requirements on this subject. The option to add Business Factors for the team member is always available regardless of the type; however, evaluation and scoring is dependent upon the solicitation requirements.

P118 Should offerors “tag” Past Performance Rating validation? If so, what phrase is preferred and should offerors indicate the documentation file(s) in the portal?

No, there is not a field for the reference tag in the Project details step.

P119 It doesn't appear you can select more than one open market proposal manager. Will that functionality be provided?

No, all users in the Administrator role can also submit the proposal.

P120 Could we upload a title page under the Confidentiality Disclosure Statement section?

The title page includes the source selection language that protects the information in our proposal.

Yes, Offeror may upload a title page under the Confidentiality Disclosure Statement section.

File details come from the government source that posted it. Updated .
