About this file
This document contains questions and answers regarding a Request for Information for Auction and Marshalling Services in Virginia Beach, Virginia. The solicitation would determine if the resulting contract provides for both Auction and Marshalling Services or just Marshalling Services. Marshalling Services would include receiving vehicles from GSA Fleet, inspecting them, installing telematics devices, storing vehicles, preparing them for remote auction sales, and delivering vehicles to customers or transporting them between locations. Marshallers may also be required to transport vehicles to auction houses for sale. The contractor would use GSA systems and software to manage all aspects of the process. Vehicle appointments and inventory would be handled through the GSA's Vehicle Fleet Exchange program. All federal, state, and local laws must be complied with, but no automotive licenses or DMV access is required for Marshalling Services.

Virginia Beach Auction and Marshalling Services RFI Q&A - 47QMCA23N0100
Questions Answers
1. Will the solicitation be for Auction and Marshalling Services, or just Marshalling Services?
The responses received for this RFI will determine if this will result in an Auction and Marshalling Services solicitation or a solicitation just for Marshalling Services. If it is determined that there is a market for both Auction and Marshalling services, then that will result in a solicitation for both. If not, it will result in a solicitation for just Marshalling services.
2. Perform telematics device installation
– presume this is a fleet tracking device. Does this come with the vehicle or are we expected to purchase and install. What is the process?
Telematic devices are provided by GSA Fleet. Contractor will install on identified vehicles requiring telematic devices. GSA offers training on installation.
3. Are any automotive “sales” expected to be completed by us as the Marshalling service?
For Marshalling only vendors, only Custodial Sales Prep may be required, periodically. You may be required to prep a vehicle for remote sale, to be sold virtually by an auction house.
You will act as the property custodian and assist with pre-sale preparations/repairs.
4. Do we need to hold a Dealer License?
No need for Dealer License for Marshaling operations.
There is no requirement for licensing of auction facilities. However, the contractor must comply with all Federal, state, local and municipal laws, and ordinances.
5. “Perform custodial and sales preparation services to facilitate auction house sales of GSA exchange lease vehicles”. – Please explain this process further.
This is germane to Marshaling only locations.
You may be required to prep a vehicle for remote sale, to be sold virtually by an auction house. You will act as the property custodian and assist with pre-sale preparations/repairs.
6. How are vehicle appointments made? GSA operates a program, which the contractor will be given access to called
Vehicle Fleet Exchange (VFE). Once a vehicle is delivered to the location, and loaded into the GSA system, an email is automatically generated and sent to the customer for them to make an appointment.
7. What is the disposal process for old plates?
Auction/marshaling contractors will follow GSA’s process to prepare and send plates for destruction. Scanned Plates are shipped to a centralized destruction facility.
8. Are we expected to have a charging station at our location?
The contractor will be responsible to ensure that all electric vehicles have a minimum 75% charge before being given to the customer.
How ever you plan to achieve that is up to the contractor.
9. How many vehicles can we be expected to store at one time?
At any given time there could be between 0 - 150+ vehicles. This depends on how quickly vehicles are processed by the vendor for marshaling and/or sales.
10. What is the process for vehicles that are turned in? Are we expected to deliver these vehicles to an auction location? Where are the auction locations?
Non Auction Marshallers can expect that Carriers will be scheduled to pick up the sale vehicles and move to the closest GSA contracted auction facility.
11. Where else may we be asked to deliver/pick up vehicles?
Customer delivery, vehicles shuttle to and from dealerships, maintenance and autobody shops.
12. Do we need any specific software programs to handle this process?
GSA will require the use of a GACA (a GSA Gmail account) that we will use to share information and training materials. FMS2Go, which is an app for Android devices that is used to upload all major data to GSA system, as well as the main tool for performing vehicle exchanges
13. Are we able to limit the vehicles we receive to light duty only?
No - Service will include light, Med and heavy vehicles to include buses, ambulances and emergency types.
14. Can we sublet any part of this RFI?
No
