RFI for Solicitation 47PM0518R0022
Design-Build OPM OCIO 4th Floor Consolidation
# RFI QUESTION GOVERNMENT'S RESPONSE
For the Past Experience (Factor 4), does the total construction cost have to be $3M or the electrical portion be $3M? Total construction cost
If past experience is for only the electrical portion and the range on the solicitation is stated to be between $1.4M and $2M, would the government consider reduce the dollar amount for the experience factor? Psst performance is not just for electrical, it's for the complete project
Kindly consider a request for an extension of the due date for submission of the proposal. The proposal due date has been extended to 07/06/2018
The scope of work identified in amendment #1 does not appear to match the new work drawing A-6 for the new offices, break rooms etc.
Which document is to be used in determining the required scope of work? Upon our count, no discrepancies found. SOW is the primary document
What is the requirement for the furniture? The scope of work identifies for us to coordinate with systems furniture contractor. Dismantling, removal and disposal from the project area.
Is that the extent of our involvement with the furniture requirements for this project including dismantling and removal from the work spaces?
No. Run electric to workstation seating areas according to furniture plan, return after furniture vendor completes install and Make final electrical connections
Asbestos Abatement: Have there been any previously prepared asbestos studies? Is there any knowledge on what type(s) of ACMs
(asbestos containing materials) exist in the project area? There is floor mastic and some duct mastic and pipe insulation.
Existing Equipment for Reinstallation: The SOW and drawings call for projectors, projection screens, LAN, TVs, microphones, speakers and wiring to be salvaged and reinstalled. However, if the equipment is outdated or obsolete, would the TRB require the contractor to provide new equipment and wiring? No - only through a change order
Relocate existing ceiling lighting: The SOW and drawings require existing fluorescent lighting fixtures to be replaced and in some cases, relocated. Has a study been previously performed to confirm any hazardous materials present in existing light fixture ballasts?
Light fixture ballasts changed during ARRA project direct by GSA, all ballasts should be electronic now.
Salvage for Relocation if Needed: This statement is found in the SOW and refers to items including accessible door operators & controls and exit signs if needed. Who determines when it is needed? The TRB or the Contractor?
The plans designate where these devices are needed and describe that extras get turned back to Build OPS
Define “Refinish all existing doors". Does this mean only the doors to be reused and reinstalled in the project? Yes since all are being repurposed
4400 Wing & H Corridor: the SOW calls for removing and replacing damaged window blinds. Does this requirement assume that the finished construction may have a combination of existing and new blinds? Concern is over the quality of the finished project considering the SOW calls for “like new” conditions at the end of the construction period. Change all
Title Sheet T-1. General Note 8 refers to TRB Building Standards. Are these standards available to the bidders? pg. A-11 Schedule & Standards
Asbestos Abatement Plan A-5: Note at the bottom of drawings states to refer to the SOO for Abatement Notes, however, there is very little information in the SOW as to what is being abated.
Approx. 32,121 TOTAL SF of floors and any asbestos found on HVAC pipe above the ceiling requires abatement
SOO vs. SOW: Is the SOO referenced in the SOW and the SOW considered the same document?
Scope (or Statement) of Work SOW is the correct term. This is not a performance-based contract; therefore there is no "SOO".
Will the contractor be allowed to use the restrooms on H Corridor &
4400 Wing? Yes
Will Freight elevator at the H Corridor & 4400 wing be available for deliveries from the loading dock to the work area? Yes
Will the H Corridor & 4400 wing be vacant for the construction work?
No - only the section or Phase that is currently undergoing the work.
Will the demolition and asbestos abatement work be phased in the same manner that the new work? Yes
Does the telecom scope include terminations at the LAN closet and telephone closet? Data/LAN install in not within the scope of this contract
21 May a second site survey be scheduled? No additional site visits will be held.
22 Will the Owner provide a detailed Asbestos report? GSA will supply anything we have
At the pre-bid it was stated the Owner will provide the furniture thru
Allsteel, will the install be thru this contract ? If yes do you have the point of contact for Allsteel?
No - The furniture is All Steel which is being re-purposed. There is a separate contractor designated for this task who will be the POC.
All demolition and any trades involving loud noise and any trades which create any smells such as flooring and painting to be done off hours, correct? after 6pm until 6 am. Yes
25 Asbestos abatement can only be done during weekends? Yes
The existing ACT Ceilings and Lights to remain except were new partitions are needed, correct? Yes
Technical Proposal Resource Availability as numerous % scores for the evaluation 30%; Key Personnel, Weight 20%; Technical and
Management Approach, Weight: 20%; Past Experience, Weight: 15%;
Past Performance, Weight: 15%, but what about the Price Proposal what score does that have?
The price proposal and the overall technical proposal carry equal weight
The 180 cal days for the Performance, does that cover the design part of the project? if yes than this needs to be extended to at least 210 cal days to allow the Design to be completed and approved by the owner.
The design is part of the 180 days
After the completion of each of the 5 phases the owner will require time to move staff around, how much time and does this time form part of the cal days of performance for the construction project . TBD (Usually 1 week)
During the submittal stage do you require Architectural Stamped drawing and MEP Engineers Stamped drawing? Yes
Shut down of existing fire alarm/ fire protection by Owner or GC? If
GC do we need to use any particular s/c? This will be scheduled through Building management
Dust barriers, can you provide more information on the extend of these barriers to allow the GC to price them .
Dust barriers can be plastic and/or drywall partition to ensure adequate protection to contain dust from migrating to surrounding spaces. Adjacent occupied space will require a temporary drywall partition.
The new drywall partitions to finish at the existing ACT ceiling level correct ? Not to the deck to ACT level only
On page 17 and 18 you have numerous drywall partition details, which one do you require the new partitions to meet? Just information - MINIMUM Rating should be STC 30.
Painting are we to include painting of all new work and the existing walls? and how many coats do you require? Yes -2 coats.
All workers will require badging, who pays for these security checks?
and how long do they take?
OPM/GSA will pay for security checks. All onsite personnel require badging
37 Are we allowed to have a dumpster in the loading dock area? Not in the loading dock area. Possibly on the premises
You list new or salvaged doors, so you are approving re-using salvaged doors in the new work, what about frames and hardware? Do you have any minimum requirements for the hardware if we need to replace with new.
See attached for the building standard locksets and key/core system, we do not have a standard on hinges or frames.
On the drawings you have a key for a new glass storefront door, but we cannot see any listed on the plans, are any required and do you have any minimum standards for their specs? No storefronts for this project
New carpet tile, do you have any minimum standards for this item ?
See A-11 Schedule & Standards
41 What is the estimated construction cost? Please see the RFP for the estimated Design-Build cost range
42 What is the square footage/number of floors Approx. 34,673 SF, on one floor - the 4th floor
The Table of Contents indicates “COMPANY’S MOST RECENT
FINANCIAL STATEMENTS” are only required upon request by contracting officer. Is listing them in the TOC to be considered as requested by the contracting officer and, as such, are required to be submitted with the proposal?
No. The GSA527 and company financials will only be requested of the apparent winning offeror after all proposals have been evaluated.
GSA Form 850 was included in the solicitation package. However, it was not noted as being required in the proposal. Please confirm it is required from the offeror and shall be submitted with the proposal.
The Contractor Information Worksheet (GSA form 850) will only be required post-award from the winning contractor. It is listed on the
Table of Contents in the RFP as a post-award submission.
Does the 180-day construction duration include the design phases? If so, can certain abatement/demolition/early construction activities occur concurrent with design?
Yes it includes design. Abatement and other construction activities can be concurrent and should be on your schedule
Section II.B. Proposal Format of The Solicitation is empty. Please confirm this was intentionally left blank.
The proposal shall be submitted only in electronic format, via email to the Contract Speciaist and Contracting Officer, and shall include all items as defined in sections II.C and II.D of the Solicitation.
Section II D of "The Solicitation" document states the following: "The definition of "similar" for evaluation purposes is a task order/project involving successful design-build projects of +1.8M square feet of size, scope and complexity with design and construction of electrical work."
Based on our review, the project scope is 40,000 SF reasonably typical
GSA tenant office. Please advise of the correct definition of “similar”. Similar work to what is in the RFP
Section I.B. The Contract of document The Agreement, indicates that the Contractor shall provide and pay for water, heat, and utilities.
Considering the project is phased in a manner that is probably not consistent with sub-tenant sub metering, how will this be handled? Will the GSA be prorating these services based on SF under construction and billing the contractor direct? GSA does not charge for this.
Section I.F. Contract Liquidated Damages Rate of document The
Agreement, indicates the liquidated damages for the project. Please confirm that if the substantial completion date is extended by the GSA that the liquidated damages will move concurrent to the revised completion date.
Confirmed, as long as the Contracting Officer authorizes the completion date to be extended, via contract modification.
Section III.D. Project Schedule subsection (5) indicates the schedule is required within 30 days of NTP. Please confirm a schedule is not required with the proposal.
The schedule is not required for the proposal, just the duration of the project.
Section III.K. Liquidated Damages subsection (3) has the following verbiage at the end of section “CO NOTE: N/A if not used.” Please advise if this clause is N/A.
The clause is not "N/A". See Liquidated Damages information in Section
I.F.
Section III.M. Order of Precedence indicates a document titled “The
Statement of Work”. This document was mentioned in other places in the Solicitation as well. Please confirm that the document titled “Scope of Work” is the same as “The Statement of Work”.
Correct. Scope of Work and Statement of Work are interchangeable in this procurement.
Section 5.8 GENERAL subsection E. of document “Scope of Work” reads as the furniture contract, cable contractor, and other trades needing to work in the area will be under separate contract with the GSA. Please confirm that the Contractor is not required to include furniture and cable (presumably low voltage) contractors. Also, please advise of the
“other trades” presumed to be NIC for the contractor.
No furniture or Data/LAN installation is with the scope of work for this contract.
Section 5.8 GENERAL subsection Q. of document “Scope of Work” indicates products and services purchased by the GSA must meet strict sustainability requirements. Please confirm this includes temporary and false work required to complete the project. GSA Subsection Q only is pertinent to GSA purchased items
The Waste Management Plan section indicates targets for waste management diversion. Please confirm that the 50% waste management diversion is the target for this project.
Waste Diversion Minimum Target: All scopes of work should establish a target waste diversion rate of at least 50% (by weight)
The Energy Rebates section includes a list of work types. Please confirm that full list is boiler plate and that only the items specifically within the Scope of Work (door sealing, lighting controls, re-lamping, HVAC) of the project are required. Yes, only the items specifically in the scope of Work and required.
Section 6. Deliverables of the Scope of Work indicate that work shall be complete no later than 320 days from award. Please confirm that this is an outside date and is not relative to the 180-day performance period.
This is a typographical error. It should read 180 days
As the full set of drawings was provided subsequent to the initial
Solicitation Offering, will the GSA be extending the bid due date to accommodate for the reduced time to fully review the drawings? The proposal due date has been extended to 07/06/2018
If the works require a time extension, will the GSA extend the
Performance Period pursuant to contract requirements for time extensions? Only if it's caused by the Government
How much time has the GSA and OPM included for relocating occupants? Are there requirements of the Contractor relative to alerting the GSA and OPM when the occupants within the next phase of work need to be relocated? OPM -TBD (Usually 1 week)
Will an asbestos or related environmental report, descriptive drawings, or specifications be issued to bidders, or is drawing A-5 the extent of what will be provided to the Contractor and the Contractor shall perform asbestos investigation and abatement design services subsequent to the award? GSA will provide what they have
Please confirm that that the areas not hatched in red cross hatch on drawing A-5 are those that are to be abated. Please also confirm that if certain areas are NIC in other drawings (i.e. the stairwells, bathrooms, elevator shafts, the two large mechanical equipment rooms, the LAN closet and network telecom room, the area with the exam, testing, waiting area, nurse/recip, allergy lab, EAP counseling, etc., rooms) that these areas are also NIC Areas "Hatched" are to be abated.
A breakdown was mentioned in the meeting, but this was not in the solicitation nor in the updated documents received after the walk through. The solicitation does include reference to “Cost Breakdown
Sheet (on company letterhead)”. Will the breakdown be provided by the GSA? If not, please confirm that Contractor shall develop their own.
See Section II.C. of The Solicitation. The contractor develops its own breakdown sheet in order to demonstrate how it arrived at the proposed amount. The document, at minimum, shall include a breakdown of the design, labor, materials, overhead, profit and bonding costs.

The “similar” project criteria associated with this RFP—including (1) the criteria listed at the top of RFP page 8 of 25 and (2) required in the past experience and past performance factors, respectively—appear unusually restrictive for this type of project and set-aside, and do not appear to reflect the scope (to include a requirement that a similar project meet a 1.8M SF size standard, even as gross building square footage, if not actual project size).
Will the government consider revising or clarifying the requirements and lessening the apparent restrictiveness? We feel that doing so would better match the scope, still demonstrate similarity, and open the project up to many interested firms well qualified to perform the work.
For example, would the government consider adjusting the standard for “similar” to the following: any project completed within the past ten years that meets one of the following criteria: (1) renovation involving electrical in an occupied/functioning federal building or (2) design/build renovation involving over $1M in electrical work.
Yes
The key personnel factor submittal requirements and “similar” project criteria—including the requirement that each resume demonstrate three “similar” projects in the last five years—appear unusually restrictive for this type of work and this type of set-aside small business contract.
Will the government consider revising the key personnel requirements and lessening “similar” project criteria restrictiveness, to include reducing the number of similar projects per resume from 3 to 1 and reducing the standard for “similar”? We feel that doing so would better match the scope, still demonstrate similarity, and open the project up to many interested firms well qualified to perform the work.
No
The estimated price range for the Project is between $1,400,000.00 and
$2,000.000.00. Factor 4 Past experience states the standard for evaluation is met when:
• The Offeror submits five projects performed within the last 5 years, at least three of these meet the definition of similar (electrical work).
• The submitted projects demonstrate successful completion by the
Offeror.
• The total electrical project construction cost was at least $3.0 million and in an occupied and functional building.
The requirements for evaluation do not seem to match the scope or budget requirements. Could you please advise if this is correct?
It should read the total renovation project and not "electrical project"
Please confirm that deliverables will be as follows (or supply required deliverables):
• 50% Construction Document OPM/GSA Drawings Submission for
Owner Review
• 95% Construction Document OPM/GSA Drawings Submission for
Owner Review
• 100% Issue for Construction Drawings Submission
• Record Drawings (from GC redline documents)
Submitted to GSA and GSA will submit to OPM and that is correct
We are assuming / Please confirm:
• S27 will receive from OPM/GSA electronic AutoCAD files of the DID documents.
• S27 + Interface Engineering will have access to survey the space when developing 50% CD’s noted above.
Yes - Yes
Please confirm due date; solicitation says Friday 6/12/18 however
6/12/18 is a Tuesday. The proposal due date has been extended to 07/06/2018
Please confirm the below are needed to complete the proposal:
• Resumes for Arch + Engineers: Principal in charge, project managers, project architect / engineer
• Project Cards of 4 similar projects for the government
• Proposal for Architectural and Mechanical, Electrical, Plumbing and
Fire Protection Services (S27 + IE will assume that we’ll only be needed for around our normal 25% Construction Administration Services – pls let me know if this is correct.)
• Please let us know when this will be needed, and if there is anything additional. This info looks like previous work for part of the technical panel to review
T-1 Title Sheet: General: The note within the Title Block reads: “…. All changes following start of A&E design are limited to issues of Fire& Life
Safety … or other Engineering Requirements.” Could you elaborate on the intent of this note? I.e. what are possible other engineering requirements you may be thinking of? Plans "May" change due to safety or engineering requirements.
T-1 Title Sheet: General Note 1: reads “….. until it has been inspected.”
Who is the inspecting authority (TRB Building Management?)? What is the timeline and process for request of inspection? Yes, GSA+OPM timeline with 72-hr notification
T-1 Title Sheet: General Note 4: refers to 2-hour rated firewalls. No firewalls are indicated within the drawings. Shall we assume that these are the vertical shaft walls only and that no other firewalls existing within the work area? Yes
T-1 Title Sheet: General Note 26: How many door hardware location shall we assume for “Special Locking Requirements”, and is there an anticipated specification or requirement for these locations? Will these be provided by Facilities (from salvaged units extracted from note C sheet A-4) and installed by the General Contractor?
GC must sub-contract “Special Locking Requirements” thru an OPM approved vendor. We use Cintron Lock and Safe see attached specifications for the locking hardware specifications.
A-2 Demolition Plan: Based on the location of new pantries / breakrooms, drain and supply plumbing lines will need to be run. This will warrant work below the slab. Will it be acceptable to access the ceiling space on the Third Floor? Are there any special considerations for the completion of this work? Yes, w/ prior coordination of program office and likely after-hours or weekends.
A-5 Asbestos Abatement Plan: Does OPM/GSA have a Phase 1
Environmental Evaluation to identify the scope and materials of the
Hazardous Materials?

Can higher resolution images be provided? Additional drawing can be provided post award
A-12 Ceiling Plan (New): Can a legend and supplement notes be provided for the various items on the ceiling plan which currently are not included on the other drawings legends? (triangular and oval note annotations, and various ceiling mounted items which are illegible) Additional drawing can be provided post award
E-1 Electrical Plan: Can you provide clarity on the annotated notes and the appropriate key? (Numbers within hexagons). E 2 general electrical notes. See A-10
E-1 Electrical Plan: The numbers are not correlating to the Electrical
Notes of sheet E-2. Specifically notes 30, 31, 32, 37, 39, 40. See sheet A-10
E-1 Electrical Plan: Shall we assume all equipment shown to require
(1) data connection and (1) 120V power outlet only?
