The Government will make award will be made to the responsible offeror (FAR 9) whose offer conforms to the solicitation and provides the best value to the Government (IAW FAR 13.106) in terms of resent/past performance and price. Present/past performance is significantly more important than price.

As

Note: The Government intends to evaluate proposals and award without discussions with the offeror.

Therefore, the Offeror's initial proposal should contain the Offeror's best terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

16. DESCRIPTION OF EVALUATION FACTORS

Evaluation methodology: the Government will evaluate the relative merits of each offeror’s present/past performance on relevant and comparable projects, including:

• the offeror’s overall quality of performance

• record of conforming to contract requirements, and to standards of good workmanship

• the offeror’s adherence to contract schedules, including the administrative aspects of performance • the responsiveness of management

• the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction, including the offeror’s business-like concern for the interest of the customer

• the offeror’s overall performance on their contracts

Evaluation will use the following adjectival ratings:

Table 2. Present/Past Performance Adjectival Evaluation

Rating Description Exceptional/ High Confidence

Present/past performance record gives Government essentially no doubt the offeror will successfully perform the required effort. Little or no Government oversight is expected to be required. High probability of success; no significant weaknesses.

Significant Confidence

Present/past performance record gives the Government little doubt that the offeror will successfully perform the required effort. Little government oversight is expected to be required.

Satisfactory/ Confidence

Present/past performance record gives the Government some doubt that the offeror will successfully perform the required effort. Some government oversight is expected to be required.

Marginal/ Little Confidence

Present/past performance record gives the Government substantial doubt that the offeror will successfully perform the required effort. Substantial government oversight or intervention is expected to be required to meet contract requirements. Changes to the offeror’s existing processes may be necessary in order to achieve contract requirements.

Unsatisfactory/ No Confidence

Present/past performance record gives the Government extreme doubt that the offeror will successfully perform the required effort. Regardless of the degree of Government oversight or intervention, successful performance is doubtful.

Neutral Did not submit the minimum number of relevant past performance references and no other relevant references could be obtained by the contract specialist/contracting officer.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance (FAR 15.305(a)(2)(iv)). Therefore, failure of the offeror to provide a minimum of two relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of two reference checks, after making a reasonable effort to do so, will result in the offeror being rated as “neutral” on the past performance factor.

Contractors are cautioned to submit sufficient information and in the format specified in the instructions.

Contractors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the contractor has not previously had an opportunity to respond.

Past Performance Present/Past performance will be judged and considered relevant based on the satisfactory completion of current and past contracts. Evaluation will be based on information available to the Government to include, but not limited to the Past Performance Information Retrieval System (PPIRS) and Federal Awardee Performance and Integrity Information System (FAPIIS). Present/past performance will also be verified by reference checks using the references provided by the offeror on Attachment 2. The Government may also consider any additional past performance information that is available. Offerors are reminded that, while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete performance information rests with the Offeror.

Offeror is to provide a minimum of two references, but not more than three, (submitted on Attachment 2), who can verify your firm provided recent services of similar scope and complexity and for facilities “comparable” to the locations contained within the solicitation. The offeror cannot use the same reference (i.e. same project and same contact person) more than once.

Price Price will be evaluated for reasonableness. The Total price provided on the SF 1449, as well as the pricing provided for Section B - will be evaluated. The Government will evaluate all proposals for price realism and reasonableness. Submission of unrealistically low or high price proposals may be grounds for eliminating a proposal from competition.

The quantities in Section B.5 Offer for Above Standard Services and Additional Services are estimated quantities.

The Government reserves the right to accept or reject the line item prices when awarding the contract.
