There are some bollards that make access to the roof area difficult, can these be removed and re-installed after the project? 7/1/20 This will be handled on a case by case basis; you will need to be more specific and include these on your planned submission
PM A0002

The SOW calls out for an SBS Modified Roof System. At the pre job, a PMMA and Copper Roof System was discussed.
What is the actual correct roofing spec?
7/13/20
Detail 8/A5.03 shows the typical roof assembly over the existing metal deck. As discussed at the pre-bid walk thru, the existing copper panels are to be salvaged and reinstalled. SBS is the primary roof membrane, PMMA should be used for flashing as shown/indicated on the details. Also it is important to note that the scope of work calls for a hybrid SBS system, and specification section 075216 should be very carefully reviewed.
CMa A0003
4 7/1/20
I understand the skylights are to be raised, how high shall the new curbs be?
7/13/20
The top of the skylight frames shall be at least 8" minimum above the copper panels, however, the curbs shall also be raised as necessary to install and integrate waterproofing, flashings, and pans as shown on the details, so that drainage occurs above the copper roof panels. The dimensions shown on the details provide the approximate height of the new curbs, but this must be field verified and coordinated with both the proposed curb waterproofing assembly as well as the skylight systems.
CMa A0003
5 7/2/20
Is it possible to get a very basic plan of the interior underneath the skylights? I’m mainly thinking about the location of the reflecting pools in relation to where work would occur above at the skylights. 7/13/20 Record drawings provided, includes structural. CMa A0003

12 7/3/20 When is GSA intending to have this project 100% complete? Is that in 2020 or 2021? 7/6/20 2021 CS A0002
13 7/3/20
Based on average number of days per month with rainfall in
Seattle, this project will have greatest efficiency andprogress of work if it is scheduled to start in April/May and complete by end of Sept/early Oct. Is that consistentwith GSA's plan for this project?
7/6/20
That's exactly what we are planning.
Plesae see the Statement of Work.

At the site visit the GSA team referenced a investigation report of the existing roof where copper roof panels wereremoved to reveal the roof assembly. It was stated this document was available to contractors? We are not able tolocate this document on Beta.Sam. Please confirm the title of the document and that it is available or will postedandwill be available through Beta.Sam?
7/13/20 Provided via Amendment 0002. PM A0003
16 7/3/20
At the site visit it was stated that contractors will be permitted to erect a scaffold stair tower to provide dailyaccess for crew to the roof level. Please confirm this is acceptable?
7/7/20
(Yes this is possible per your means and method in your plan. All access areas MUST BE SECURE)(the only other access is out the window you should have seen at the site meeting)
PM A0003
17 7/3/20
It was stated at the site visit that no staging area will be provided to the contractor on site. Please confirm whatwill be permitted to remain onsite when the contractor is not working?
7/7/20
(The intent is to leave nothing that can be removed daily. Your bids will be evaluated on your means and methods/plans how you will accomplish the work)?
PM A0003
18 7/3/20
It is anticipated a crane will be necessary at various times in the project phasing to remove and setnew skylightsas well as to remove salvaged copper panels that are set into crates to avoid damage of the delicate panels.Staging a crane on adjacent streets, either 7th Ave or Stewart St, is largely problematic. It involves removal oftrolley wires which can be up to $100,000 and involves three entities. Permitting for removal of the trolley wirescan take up to 14 weeks or more. Uniformed police are required when all traffic closures are necessary. Multipleset ups for craning under these conditions will be excessively expensive. Will GSA permit long term staging of acrane on an engineered platform on the plaza steps off of 7th Ave? This will minimize costs for multiplemobilizations for craning on weekends and all associated permits for streets closures and trolley line removal.
7/7/20 GSA is open to all cost saving means and methods. There would be an approval process required with no guarantee.
PM A0003
19 7/3/20
Or will GSA permit establishment of larger exterior scaffold and staging area to install an engineered hoistingsystem for hoisting of the skylights via that system? This would require building a large engineered platform off ofthe steps adjacent to the roof off of 7th Ave. This platform would stage the scaffold and provide necessary stagingfor the scaffold hoisting operation.
7/7/20
(The intent is to remove what can be removed daily but GSA is interested in cost savings as an evaluation factor. Your bids will be evaluated on your means and methods/plans how you will accomplish the work)? There would be an approval process required with no guarantee.
PM A0003
20 7/3/20
Are all tools and equipment 100% required to be removed daily?
7/7/20
(The intent is to remove what can be removed daily) (GSA is open to all cost saving means and methods)
PM A0003
21 7/3/20
Are all materials not installed to be100% removed daily?
7/7/20
(The intent is to remove what can be removed daily)
PM A0003
22 7/3/20
Please confirm to what extent scaffolding components are permitted to remain onsite when the contractor is notworking?
7/7/20
(The intent is to leave nothing that can be removed daily. Your bids will be evaluated on your means and methods/plans how you will accomplish the work)? (The SOW allows for flexibility to manufacture your plans scaffold, waste, etc.)
PM A0003
23 7/3/20
Specification section 012300 refers to the base bid with a requirement to have a phased scaffold approach toreachunderside of the skylights for repair of the drywall and install of the additional framing and skylight itself. Itis not stated how this will be phased. Is it GSA's intent to phase this over three operations?
7/7/20
(This will be a means and methods as whether you set up scaffold to cover all the work or move it from section to section) Public access/egress must be maintained at all times.
PM A0003
24 7/3/20
Durations and sequences of work may require the skylight openings to be "open" for extended periods of timewhile framing alterations and skylights are installed. This will require temporary dry-in measures of each openingrespectively. In addition to temporary dry-in measures, will GSA require the contractor to provide 24 hour securitypersonnel to ensure no breaches of the building occur when the contractor is not present?
7/7/20
(The contractor will need to provide secure enclosures whether that is at the skylight or at the scaffold access point or both the building will need to be secure) the contractor will need to submit their plan for approval.
PM A0003
25 7/3/20
If contractor is required to provide this security service, please provide criteria and qualifications?
7/7/20
(There should be no need for security personnel)(any contractor scaffold set up will need to be secure/controlled access to contractor personnel only)
PM A0003
26 7/3/20
If GSA will back charge the contractor for this service, please designate how much it will cost per hour or per unittime?
7/7/20
(There should be no need for security personnel)(any contractor scaffold set up will need to be secure/controlled access to contractor personnel only)
PM A0003
27 7/3/20
To what extent is the contractor responsible for security cameras that may have views obstructed by scaffoldinstalled in the lobby/entrance area?
7/7/20
(This will be dependent on your scaffold plan/placement) it maybe a simple outage or it could be a relocation of camera to an outer pole on scaffold)
PM A0003
28 7/3/20
Section 015000 references wood fencing & open mesh fencing, a job office trailer etc. Please confirm if thecontractor will be permitted to stage a job trailer and fencing onsite?
7/7/20
(The intent is to maintain as small as foot print as possible realizing there maybe instances/periods of time where the spec section applies) A permanent job shack is not preferred.
PM A0003
29 7/3/20
Will contractor be permitted to stage and maintain a temporarysanitary station on site? Or will GSA permitcontractor personnel to use building restroom facilities?
7/7/20
(You will be permitted to use the onsite facilities provided they are maintained in their current condition. You will be required to pass the security checkpoint) If you choose to stage onsite/transport to and from on a trailer/etc. this should be included on your plan.
PM A0003
30 7/3/20
Where will the contractor be permitted to located temporary sanitary station relative to the work zone?
7/7/20
( you will be permitted to use the onsite facilities provided they are maintained in their current condition.(you will be required to pass the security checkpoint) If you choose to stage onsite/transport to and from on a trailer/etc. this should be included on your plan.
PM A0003
31 7/3/20
Section 017410 addresses indoor air quality formore general construction projects larger in scope and magnitudethan this project will be. The section contains provisions that will be expensive to comply with in the context ofthis project. Please confirm GSA intends for the contractor to comply with all provisions stated in 017410? If not, please provide a revised spec section 017410 and provide a scope of work necessary to support indoor air qualityrelative to this project?
7/7/20
(The building will be occupied during construction the spec section is an overarching spec covering several scenarios.(mostly indoor work)) since the majority of your work is outside your plan could be as simple as where and how you will store items that will be installed on the interior, to identify all location of air intakes and seal all opening as soon as possible to keep everything outside with N/A on several sections or it could be much more in depth dependent on your means and methods. See 4.6 SOW
PM A0003
32 7/3/20
Section 017419 addresses waste management, disposal and recycling requirements. With all stated requirementsplease state where the contractor will be permitted to stage multiple dumpsters for sorting of recycled ordisposed materials?
7/7/20
( The kind, size, type, and placement should all be included in your plans. The intent is to not have anything staged for any extended period of time)
PM A0003
33 7/3/20
Section 079200 & 079219 contain warranty requirements for five year installers warranty for jointsealants andacoustical joint sealants. Please confirm these warranties will be a non-bonded warranty? Surety companies willnot bond projects with installer warranties longer than 2-3 years depending on the warranty.
7/7/20
(You will be required to match/repair any existing finishes that the contractor disturbs)
PM A0003
34 7/3/20
Please confirm location(s) and extent of exterior painting applicable to section 099113?
35 7/3/20
For spec section 012700 there is no corresponding price schedule for these unit prices. What is the purpose of thespec section 012700 Unit Prices?
36 7/3/20
Are the unit prices intended to adjust compensation tocontractor for actual work completed? Or to makemodifications to the contract for added or deleted work?
37 7/3/20
Section 012700 contains unit prices 1-28. Descriptions of the unit prices do not contain specific item for which toprice and are not clear on that basis. Please provide specific materials by type, dimension or appropriate criteriafor pricing. For example
Unit Price #1 Structural Steel Framing-what size member?
What manner of fabrication orconfiguration of the member? Is this an installed price or bare material price? As stated the unit price schedulecannot be quoted.
7/6/20
The request is prescriptive. The industry shall use the pricing as a guide to determine what items and quantity are required for the project. The expectation is the Roofing Firm shall provide an itemized list of materials, equipment, Labor rates and hours to successfully perform this project. Your technical approach to this project is reflective in the pricing schedule. CO/ Kim
Johnson A0002
38 7/3/20
Page 18 of the solicitation states that this contract will be a firm fixed price contract. The Agreement does notconfirm this. The proposal price schedule contains language that states "the NTE amount may not be definitizedinto a FFP amount" indicating this contract may be a GMP type contract? Please clarify the contract and providerevised documents accordingly.
7/6/20
The NTE amounts are used as "Allowances" if cost cannot be fully determined at time of offer. The offeror may be awarded an
Not to Exeed amount and would be required to bill Actuals.
Example: Copper panels: Cost to Replace vs. Clean and re-install.
The Contractor may choose to provide a price that replaces "ALL" when in fact only some will truly be replaced. This reduces risk in
Contractor pricing, however allows the government to see the full magnitude if the scenario exists. This is not a GMP project, GSA writes Firm Fixed Price Contracts as outlined in FAR 16. The
RFP does include the contract type on page 18, IV.C via FAR 52.216-
1 Type of Contract. The provision is required in Solicitations as the
"Firm Fixed Price" is a fill in requirement by the Contracting Officer.
It is not required in the Agreement.
CO/ Kim
Johnson A0002
39 7/3/20
Price schedule includes language indicating a design package by the contractor on page 3. Please confirm whatdesign requirements are included in this contract?
7/6/20
Disregard the word "Design". GSA provided 100% design in the
RFP package.
CS A0002
40 7/3/20
Given the magnitude of effort to prepare pricing and a technical plan for this project, will GSA extend the proposaldue 10-14 days?
7/6/20
GSA will consider extension of the RFP Response Date and Time based on the number of questions received and date amendment is issued for all answers to those questions.
Update: GSA will extend by 14 Calendar Days. New RFP response date will be July 29, 2020.
CS A0002
