About this file

This amendment to solicitation 47PK0724R0002 provides responses to contractor questions regarding the installation of canopy bollards at the DeConcini Land Port of Entry. The General Services Administration is seeking Type 1 permanent bollards to be installed in a line parallel to the canopy, as close to the curb as possible. Contractors must acknowledge receipt of this amendment by signing and including it with all proposal documents. Proposals are due by November 29, 2023 at 4PM Arizona time. The amendment addresses contractor questions on subsurface utility surveys, material staging areas, parking availability, work hours including weekends, lane closures during installation, security clearance requirements, and confirms the bollards must be 48 inches above grade following MAG detail 140 specifications.

STANDARD FORM 30 (REV. 10-83)

Prescribed by GSA FAR (48 CFR) 53.243

See photos for the location where the bollards are to be installed. The five bollards will be installed in a line parallel to the canopy as close to the curb as possible.

Contractor will need to schedule their own survey prior to digging.

If the contractor requires space for materials and equipment, it can be provided but any materials and equipment that can be taken off site at the end of the day should.

A reasonable number of parking spaces will be made available based on the needs of the contractor.

Public toilet facilities can be available for use.

4-day/10 hour Monday- Thursday workweek will be acceptable so long as it does not interfere with the productivity of the project.

Upon request, weekend work can be authorized at no additional cost to the government.

Yes, the lane will be closed and traffic diverted while the project is on-going.

Access to the work site will require an authorized government employee to let them in and out. Contractors will not have access to the gate code to get in and out of the work site.

No as-builts are available for the canopy.

There are no known utilities in the project area that will interfere with the installation. However the contractor is responsible for careful excavation and any repairs to damaged underground utilities at the contractors expense.

Can the end user provide any site photos detailing existing conditions of where the bollards are to be installed?

1.

Is the contractor or end user responsible for scheduling a subsurface utility survey prior to excavation?

2.

Will material laydown and equipment staging areas be provided to the Contractor upon request?

3.

Will daily parking be available to the Contractor and subcontractors on the project location premises?

4.

Is the Contractor required to provide temporary toilet facilities, or will the use of the building facilities be permitted?

5.

Are the Contractor and subcontractors able to work a 4-day/10-hr Monday through Thursday workweek schedule?

6.

Are the Contractor and Subcontractors able to work weekends, Saturday- Sunday, upon request?

7.

Will the inbound lane adjacent to the bollard installation be closed/out of service for the duration of the project?

8.

Will the contractor have full unrestricted access to the project area during the approved work schedule?

9.

Can the contractor be provided with the as-builts for the Canopy and the existing inbound lane at the bollard installation area?

10.

Are there any known subgrade utilities in the project area that will impact the installation of the canopy bollards?

11.

Does the canopy have a footer for the connection points below grade? If so, 12.

There are no known footings for the connections points of the canopy.

GSA will evaluate any unforeseen conditions as they arise. Please see FAR 52.243-5 Changes and Changed Conditions as applicable in the Agreement.

There are no design requirements for this project.

Detail number “140, Type 1 Permanent” is sufficient for installation specifications with the exception of the 48” above grade.

The prime contractor will be required to go through HSPD 12 security clearance procedures for any individuals working on site (prime and sub-contractors). GSA PM will assist in registering the selected individuals and provide guidance on the clearance process.

Yes, SAC clearance will be required for the work on this project.

The bollards will be Type 1 Permanent.

The direction of the hose bib could not be verified. The contractor will be responsible to verify the locations of any underground utilities before digging. If any utilities are found and can be worked around, the contractor will need to hand dig around it. If the line cannot be worked around, refer to question 13 for next steps.

please provide as-builts with footing details.

In the event of an obstruction (Footer/Utilities) below grade, how is the contractor to proceed with the bollard installation?

13.

The contract SOW calls for a Design-Build project type. What are the Design requirements?

14.

Will the attached detail number “140” within the contract SOW be considered sufficient for installation specifications, with the exception of a 48” above-grade bollard?

15.

Will the prime contractor be required to provide a tier 1 Escort? 16.

Will the contractor and subcontractor be required to obtain a SAC or escort clearance, depending on the length of the production period?

17.

The MAG drawing detail no.140 shows 2 different types of bollards (Type 1 Permanent and Type 2 Removable). Which type relates to your project in Nogales? There is a price difference for each.

18.

Chuck noticed a water hose bib located at canopy post #2. If we are awarded the bid, we will certainly request Bluestake to locate underground utilities... but it would be helpful to know in advance before we place our bid, where the waterline goes. Do you have any information on the location of the waterline or any other utilities in the project area that could cause conflict? If we have to hand dig holes, it will be more labor intensive.
