Scope of Work 09/17/2018

1. Project Title: Midland – USCH/FOB Chiller Replacement

2. Project Location: TX0220MD George H.W. Bush & George W. Bush USCH & George Mahon FOB 200 East Wall St.

Midland, Texas 79701

3. Building Location Hours: Normal business hours are 6:00 a.m. to 6:00 p.m., Monday through Saturday (excluding Federal Holidays). Building/Tenant Operations are from 2:00 a.m. to 9:00 p.m., Monday through Saturday. Work not impacting building/tenant operations can be performed during normal business hours. Any work that will disrupt building/tenant operations must be scheduled in advance (minimum 4 weeks prior to scheduled work), performed outside of the building/tenant operation hours (exceptions can be approved), and must be approved by GSA.

4. Purpose: The contractor shall provide all materials, supplies, labor, equipment and supervision, necessary to complete the demolition and replacement of two (2) 200 ton chillers and chilled water pumps. Upon completion of the project, the chillers shall be connected to the common building chilled and condenser water loops and Building Automation System (BAS).

5. Notice to Proceed:

5.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed (partial and/or full).

5.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees and the like.

5.3 Partial Notice to Proceed (PNTP): A PNTP will be issued after bonds and insurance are accepted to authorize the contractor to order the equipment upon approved submittals. The contractor shall provide a proof of purchase document to the GSA Project Manager within fourteen (14) calendar days after the acceptance of the Chiller Submittal.

5.4 Full Notice to Proceed (FNTP): The FNTP will be issued once the chiller has been delivered to the site. The Contractor shall complete all SOW activities within forty-five (45) calendar days after the FNTP is issued.

6. Period of Performance: All work shall be completed within 240 calendar days from the Partial Notice to Proceed.

7. Progress Meetings: The Contractor shall meet with the Government for the purpose of jointly reviewing the actual progress of the project as compared to the as planned progress and to review the planned activities for the upcoming two weeks. The progress meeting will address the status of progress to date, potential delays, Changes, and Submittals. The contractor shall prepare and distribute meeting minutes within 3 days following each meeting. Progress meetings during PNTP shall be held biweekly. Progress meetings during FNTP shall be held weekly.

8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in contractor documents.

8.1 Demolition

8.1.1 Remove refrigerant from the existing 200 ton water cooled chillers.

8.1.2 Disconnect all electrical, controls, piping and associated equipment to chiller and pumps (condenser and chilled water). Remove all unused conduit/wiring back to originating electrical panel boards and provide knock-out plugs at all unused openings. Update electrical panel directories accordingly.

8.1.3 Remove and dispose of properly (2) 200 ton water cooled chillers located in the chiller mechanical room.

8.1.4 Remove and dispose of properly the chilled water pumps.

8.1.5 Remove and dispose of existing flat-plate heat exchanger and all associated pipe and condenser tube cleaner assembly.

8.1.6 One chiller shall be removed and replaced, and the new chiller shall be operational for at a minimum 48 hours prior to the demolition/replacement of the second chiller.

8.1.7 Remove existing refrigerant monitor, sensors, audible alarm and strobes.

8.2 Chillers

8.2.1 Provide and install two (2) each 188 ton nominal capacity two compressor water cooled chillers with factory supplied evaporator/condenser hinged marine water box and insulation option 1.5 inch. Installation shall be/have but not limited to:

8.2.1.1 Magnetic bearing Frictionless Centrifugal Chillers

8.2.1.2 Oil free, magnetic bearing, magnetic high-speed variable speed centrifugal compressor(s).

8.2.1.3 460 volts, 3 phase

8.2.1.4 Compressor suction and discharge isolation valves.

8.2.1.5 Step-less capacity control using multi-compressors, inlet guide vanes, and internal variable speed drives.

8.2.1.6 R134A refrigerant. Cleanable flooded evaporator providing low temperature approach and built to ASME standard.

8.2.1.7 Water cooled cleanable shell and tube condenser built to ASME standard.

8.2.1.8 Hinged Marine water boxes on condenser and evaporator and insulation option 1.5 inch.

8.2.1.9 High resolution electronic expansion valve(s).

8.2.1.10 1.5” minimum closed cell insulation to prevent external condensation.

8.2.1.11 Advanced Control System including integrated communication with compressor for precise capacity control and operational safeties.

8.2.1.12 12" color graphical interface with panel mounted touch-screen.

8.2.1.13 BACnet MS/TP interface between the chiller and the BAS.

8.2.1.14 Single point electrical entry.

8.2.1.15 Full refrigerant charge.

8.2.1.16 Knock-down kit for chiller determined by successful bidder

8.2.1.17 Chilled water: IFM – Thermal Dispersion Switch

8.2.1.18 Condenser water: IFM – Thermal Dispersion Switch

8.2.1.19 Dual pressure relief valves on evaporator and condenser

8.2.1.20 Factory startup by a certified startup technician (certification must be supplied)

8.2.1.21 5-year full chiller parts and labor warranty (including compressors and entire chiller)

8.2.1.22 5-year refrigerant warranty

8.2.1.23 Factory installed epoxy coating on the condenser tube sheets, marine water boxes, divider plate and end plates. Corrosion resistant material (304 ss) is acceptable instead of epoxy coating if chiller manufacture offers this option.

8.2.1.24 One chiller shall be replaced and be fully operational for two days before the replacement of the second chiller begins. The delivery and removal of the chiller(s) shall occur on the weekend to reduce impact to the building’s occupants during crane operation. And chilled water/condenser water outage required for this project shall be accomplished after hours or on the weekend. Any cost associated with using the O&M’s staff to support after hour work shall be included in the pricing proposal.

8.2.1.25 The chillers will operate in a lead/lag configuration. They will alternate weekly on Tuesday 2 P.M. (Adj) If the lead chiller fails to start and the chilled water supply temperature reaches 3 deg. F (adjustable) above the chilled water set point, the lag chiller shall start. The lead/lag shall have a manual override on the chiller BAS graphics page. See Exhibit A for Sequence Of Operations (SOO).

8.3 Thermometers / Gauges/ Meters

8.3.1 Chillers - Provide and install all necessary water thermowell connections and include new thermometers and liquid filled pressure gauges (Eight (8) thermometers per chiller / Eight (8) each liquid filled gauges per chiller) including all associated hardware (shut off ball valve) to provide shut off and removal during gauge removal.

8.3.2 Pumps - Install new liquid filled gauges for each new pump including shut off ball valves.

8.3.3 Chiller and Pump gauges will be installed on a manifold setup as shown in Exhibit C. One gauge per set of CHW and CW pipes on each chiller (two positions) and one on each pump across the strainer and on discharge side of the pump (three locations).

8.3.4 Install water blow down meter and cooling tower make up water meters.

8.3.4.1 Meters will need to be connected to the BAS and AMS. Refer to Exhibit B BAS spec for additional details and mapping requirements.

8.3.4.2 Contractor will need to ensure meters are approved and certified through the local water distribution authority, if required.

8.3.5 Install BACnet MS/TP compatible water treatment loop controller Ex: Garratt Callahan Model SS GC Lumitrac System with Advantage Controls Megatron SS Controller (or equal) to replace existing controller to totalize, trend, and log water treatment system conductivity/fill/bleed on the local BAS JACE. The PVC water treatment manifold shall be modified in the proper locations and add one (1) pH Electrode Sensor, one (1) ORP Electrode Sensor, and one (1) Conductivity Electrode Sensor. The contractor shall hot tap one (1) Makeup Conductivity Sensor in the make-up water line. Contractor shall run low voltage sensor wire from the sensor to the water treatment controller. Develop Niagara Graphical representation mirroring that of other GSA JACE sites by reutilizing existing graphic .px file that has been developed of the water treatment system. Set up 14-day FIFO in the JACE history utility and as hyperlinks on the water treatment graphical representation page. Map 15-minute interval of 12 point histories (points listed below) for long term archive to existing Advanced Metering System Enterprise Niagara Web Supervisor Server located on the GSA Framework network:

8.3.5.1 System – pH

8.3.5.12 System – Calibration

8.3.6 Install gross water meter on facility main feed with the use of a hot tap. Use F-3500 Onicon Electo-magnetic (or equal) water meter and map points to the nearest BACnet MS/TP unitary BAS controller. Map water meter points to the Niagara JACE and develop graphical representation on the meter page and cooling tower graphic page and site metering page. Program 15-minute pulse interval as a 14-Day FIFO history hyperlink on both graphic pages and incorporate into the JACE history utility trend tool. Map 15-minute interval history as a long term history on the Niagara Advanced Metering System Regional Niagara AX Enterprise Web supervisor for long term archive.

8.4 Valves

8.4.1 Provide new manual isolation valves (12 each) and properly sized expansion devices with restraint devices (12 each).

8.4.1.1 If drainage of the chilled water system is required to replace the twelve (12) manual operated isolation valves this work shall be accomplished after hours

8.4.1.1.1 Any cost associated with utilizing the O&M support shall be included within bid proposal, including water treatment chemicals (nitrate).

8.5 DDC Actuators

8.5.1 Install new two way valves with DDC actuators. Two way valves/actuators shall be fast reaction (23 seconds or less). One per each condenser and chilled water per chiller. (Total 4 each). They will be integrated into the BAS and BAS graphics page. The position of these valves shall be reflected in the BAS graphics page via feedback signal from the actuator.

8.5.1.1 Each two way valve shall be identified on the BAS Graphics page

8.5.1.3 Equipment BAS Graphics page must be review and approved

8.5.1.4 Equipment shall communicate via feedback signal from the actuator.

8.5.1.5 Each new actuator shall have a feedback signal connected to the BAS

8.6 Insulation / Mechanical Identification

8.6.1 Provide and install all necessary piping and insulation to match existing profiles.

8.6.2 Provide and install all necessary piping hangers and/or support for new piping.

8.6.3 Provide valve tags

8.6.4 Provide IAW current: Valve Tag Schedule in the control room.

8.6.5 Provide paint color selection for review and approval

8.7 Electrical

8.7.1 Provide and install all necessary and properly sized electrical conduit and electrical wiring for new chiller.

8.7.1.1 Contractor will be responsible to verify existing electrical power service and/or circuit breakers to ensure proper electrical voltage and amperage for all new equipment.

8.7.1.2 Provide and install properly sized transformers, electrical panel(s) and circuit breakers for new chillers as needed.

8.8 Pumps

8.8.1 Replace existing chilled water pumps including associated valves, strainers, check valves, gauges and expansion joints. New pumps shall be vertical inline/spilt coupling type. Expansion joints shall include restraint devices. Install new inlet guide/strain and triple duty valve (combination check/flow control/shut off for each new pump). The new chilled water pumps shall be 448 GPM with 80 feet of head.

8.9 Variable Frequency Drives

8.9.1 Install new variable frequency drive for each condenser/chilled water pump (4 total). The VFD for the condenser water pump shall be control the pressure drop across the condenser and be set at the design conditions of the condenser. New pressure differential controller shall be integrated into the control scheme of the VFD. Install new variable frequency drive for each chilled water pump. The VFD for the chilled water pump shall control a 8degf temperature differential across the evaporator but no less than the minimum design pressure drop specified by the chiller manufacture. New temperature differential controller shall be integrated into the control scheme of the VFD to control the speed of the pumps. All these drives shall be integrated into the BAS showing drive speed in HZ and actual pressure psi / temperature degf differential. Install pressure differential control across each condenser and evaporator. Total 4 each.

8.10 Refrigerant Monitor

8.10.1 Remove and replace the existing refrigerant monitor system with a new monitor system compatible of monitoring refrigerant R134A Must be compliant with ASHRAE 15 2010 mechanical code. System shall be a Sherlock 404 Monitor (or equal) including the following components: Include programming and system testing.

8.10.1.1 (1) ea Horn/strobe

8.10.1.2 (1) ea Bacnet controller with 30 I/O’s mounted

8.10.1.3 (4) ea Solid state refrigerant sensor

8.10.1.4 (4) ea Remote horn/strobe at each door allowing access to the mechanical area

8.10.1.5 Beldon 8770 (or equal) wiring for sensors, BMS, and strobe

8.10.1.6 Installation hardware

8.10.2 Integrate the new refrigerant monitoring equipment into the BAS using BACnet MS/TP communication protocol. Create or modify the Chiller Plant graphics to display the Refrigerant monitor. Create an alarm point within the BAS Niagara Framework and link to Niagara Enterprise Web Supervisor and configure remote email and text notification via existing SMTP server linked to the existing Niagara Framework Enterprise Web Supervisor.

8.11 Housekeeping Pads

8.11.1 Contractor will strip/repaint the chiller and pumps (chilled) housekeeping pad with epoxy paint. Approved paint/epoxy submittals are required. Increase size of the concrete pads to accommodate the new chiller(s) footprint if the new chiller(s) size is larger than the existing chiller’s dimensions.

8.12 Building Automation System

8.12.1 Within the scope of this project, the building’s entire plant BAS DDC Control (Ex. Boiler(s), Heating Water Pump(s), Chillers, Chill Water Pumps, Cooling Tower, Condenser Pump(s), Heat Exchanger, and PV) shall be upgraded by implementing Niagara logic programmable BACnet MS/TP unitary DDC protocol controllers. The intent is to upgrade the DDC plant controls away from outdated TAC ASD bus DDC unitary plant controllers at the site. At the end of the Warranty period, ALL BAS DDC unitary and supervisory JACEs shall have spare capacity for future expansion or security firmware updates. Provide before/after screen shots as evidence to GSA. Upgrade existing AX JACE to a JACE 8000 build rev 3.8u112, FIPS 140-2, Modbus, BACnet IP-MS/TP, LON (if required), ASD (if required) and 3/yr software maintenance agreement. Build rev 3.8u112 can be made available by emailing R7BAS@gsa.gov). License True Vykon JACE 8000 to GSA Region 7’s ELM (Enterprise License Manager) account. Provide additional DDC unitary or supervisory controllers as needed. The integration contractor shall ensure DDC communication baud rates do not decline due to work within the scope of work. Provide before/after network traffic baud rate throughput screen captures as evidence to GSA. The BAS integration contractor is responsible to field verify the condition of the BAS and notify the GSA PM immediately via RFI process if a potential conflict within the SOW and the actual field conditions exist.

8.12.2 Contractor shall use GSA project haystack point naming conventions within Exhibit D and abide and adhere to all GSA BAS requirements as outlined in Exhibit B.

8.12.3 The new chiller’s control system shall communicate with the Niagara AX JACE and Schneider Electric I/A unitary MNB building automated system, elsewhere in the building, via the Niagara network. Replacement Chillers shall be wired to and communicate by BACnet MS/TP to the Building's Niagara JACE Controller. The new boilers, chillers, pumps, cooling towers, associated valves, and condenser makeup water meter shall all be incorporated into a non-proprietary Niagara work bench programmable KMC BAC 5901-CE BACnet MS/TP (or equivalent) unitary plant controller(s). The unitary DDC controller shall be Buy America Act compliant and fully programmable through the NiagaraAX software on the GSA engineering laptop through the JACE. The entire plant shall be integrated on the BACnet MS/TP DDC controller KMC BAC 5901-CE BACnet MS/TP (or equivalent) unitary plant controller implementing the new SOO. See Exhibit A for SOO. The plant shall operate off of the Niagara configurable logic on the plant controller in a stand-alone status when communication fails to the Niagara JACE supervisory controller. When the building is unoccupied and the heart beat is lost between the BACnet MS/TP plant controller(s) and the JACE, the BACnet MS/TP DDC controller shall enable the plant pumps, boilers, chillers, heat exchanger, and cooling towers. The Niagara JACE’s purposed intent is to act in the role as supervisory DDC graphical user interface controller hosting the BAS graphical user interface, histories, user profiles, analytics and schedules.

8.12.3.1 The Chillers shall not be linked through a propriety building system controller. A proprietary building system controller is defined as any controller that requires specialized software (other than Niagara Workbench) or specialized licenses to adjust the functionality or program. For the purpose of this solicitation any submitted controller must be programmable through the existing building's NiagaraAX platform. The BAS integration contractor is responsible to field verify the existing BAS topology and identify/convey any integration limitations regarding the scope of work to the GSA Project Manager. Chillers must communicate to the BAS as native BACnet. No “proprietary” gateway (example: Trane Tracer) type equipment shall be used.

8.12.3.2 Provide required BACnet MS/TP communication cards to integrate to Chiller’s controls to BAS with all necessary wiring and controls.

8.12.3.3 Re-integrate existing Solar PV inverter points from the existing JACE to the new JACE 8000 via MODbus and set up 15-day on the JACE and long term histories on the Advanced Metering System Niagara enterprise web supervisor.

8.12.3.4 Contractor needs to verify that the existing central plant controls operate as expected especially in the cases of “integrating new equipment” and/or “reusing an existing sequence”.

8.12.3.4.1 Any deficiencies shall be reported to GSA for correction immediately upon discovery, before alterations to existing plant are made.

8.12.3.4.2 Undetected hardware or software defects that prevent correct or complete implementation of this project scope are to be corrected before acceptance.

8.12.3.4.3 BAS portion of project delivery will not be accepted until error free operation of central plant hardware and software integration can be demonstrated.

8.12.3.4.4 Riser Diagram shall be MS Visio. Riser diagram will reflect layout of communication network used by the BAS.

8.12.3.4.5 Any alterations such as adding or removing devices and networks should be reflected in the riser.

8.12.3.4.6 The BAS Integration Contractor shall include any mapping and linking changes of the new Chiller on the graphics page of the building’s BAS including new piping, chiller layout and cooling tower.

8.12.3.4.7 Contractor is responsible for licensing fee and drivers to connect/communicate with BACnet to the existing JACE.

8.12.3.4.8 The Contractor shall program the existing and any new feedback points using BACNET protocol intergraded into the existing BAS.

8.12.3.4.9 All analog point histories of new Chiller points shall be recorded in 15 minute intervals and stored in the building JACE controller for 14 days.

8.12.3.4.10 All discrete point histories shall be recorded both as 15 minute interval, 14 day FIFO history logs but also as COV histories storing 100 intervals within the JACE.

8.12.3.4.11 All new Chiller point histories shall be exported daily from the JACE to the hosting GSA BAS Server and to the GSA AMS Application for long term archival storage. Chiller points shall be uplinked to the regional Web Supervisor Server/MS SQL back-end for long term archiving.

8.12.4 The Contractor shall be responsible for reviewing existing conditions, verifying all proposed Building Automation System (BAS) integration activities and developing Building Automation System IT / Riser Diagram plan – Network Topology prior to Building Automation Systems integration. Contractor shall provide the following items for discussion, review and approval within thirty (30) days of Partial Notice to Proceed (PNTP):

8.12.4.1 Existing Conditions Evaluation Narrative: This narrative shall include but not limited to:

8.12.4.1.1 Evaluation of existing Building Automation System (BAS) platform

8.12.4.1.2 Evaluation of existing Building Automation System (BAS) Building Points and Naming Standards

8.12.4.1.3 Evaluation of existing Building Automation System (BAS) Sequence of Operations

8.12.4.1.4 Provide any existing Building Automation System (BAS) questions and/or concerns with recommendations for resolution.

8.12.4.2 Integration Plan Narrative: This narrative shall include but not limited to:

8.12.4.2.1 Proposed Building Automation System (BAS) integration plan.

8.12.4.2.2 Provide proposed BAS riser diagram to include flow chart of changes and additions to logic with graphics

8.12.4.2.3 Provide proposed Sequence of Operations

8.12.4.2.4 Provide Niagara Configuration

8.12.4.2.5 Provide Unitary Controller Configuration

8.12.4.2.6 Server / AMS Configuration

8.12.4.2.7 Provide any integration questions and/or concerns with recommendations for resolution

8.12.5 Chiller display/ chiller history/trending shall be connected to the BAS for viewing and controlling.

8.12.5.1 Provide the tonnage with the chiller graphic (ex: Acme 87 Ton).

8.12.5.2 Include links to the chiller history logs on the central plant page so that access to the trends is easily opened for analysis.

8.12.6 Building Automation System / IT Riser Diagram: Update existing Microsoft Visio BAS Communication bus riser diagram with indication of the Ethernet/RS-232/RS-485 terminations. Contractor to provide unitary or supervisory controllers submittal for review and acceptance prior to purchasing.

8.13 Lighting

8.13.1.1 Contractor to remove and replace 38 existing light fixtures with L.E.D. light fixtures in the chiller mechanical room(s). The new L.E.D. light fixtures shall match current light output, be integrated into lighting controls (if applicable), and maintain existing emergency battery B/U capabilities. L.E.D. fixtures should match or be equal to the L.E.D. fixture in Exhibit E.

8.14 Commissioning

8.14.1 The Contractor shall provide a report to GSA Project Manager within seven (7) days of the operational new Chiller of the following:

8.14.1.1 Water Flow – Test and Balance

8.14.1.2 Manufacturer’s Start-up Check-list

8.14.1.3 Commissioning Report identifying all adjustments and balancing to the existing system.

8.14.1.4 All documentation shall be in accordance with manufacturer requirements

8.15 Equipment Access / Weekend Work

8.15.1 The delivery and removal of the chiller(s) shall occur on the weekend to reduce impact to the building’s occupants during crane operation.

8.15.2 Chilled water/condenser water outage required for this project shall be accomplished outside of building/tenant operation hours and/or on the weekend.

8.15.2.1 All cost associated for the O&M’s staff to support outages and after hour work shall be included to your pricing proposal.

9. Security Requirements:

9.1 All contractor personnel performing work on premises at GSA owned and operated buildings are required to pass a security background check conducted by the Office of Personnel Management (OPM). Each contractor employee shall submit fingerprints and appropriate background investigation documents as instructed within the required timeframe. Detailed instructions and forms will be provided via email after submitting the initial Contractor Information Worksheet (CIW). The partially completed CIW will be furnished by the GSA representative with specific knowledge of the contract (Contracting Officer's Representative, etc.). No contractor employee or subcontractor will be allowed to perform work on the building premises until the individual has been determined to be suitable for working on GSA contracts by OPM, and a suitable enter on duty (EOD) notification is received from GSA. Final payment will not be made until all security badges are returned to the Contracting Officer.

10. Integration Technician:

10.1 Integration technician performing installation shall be certified on the Niagara AX JACE/Schneider I/A Series controllers for both installation and maintenance of the system and shall have a minimum of 3 years’ experience performing similar required tasks as identified in this SOW. The Contractor shall provide with their offer the integration technician’s resume and certification documentation. Additionally, contractor personnel performing work on the BAS under this contract must possess 5 year full NACI Clearance and GAC Cards in order to access GSA secured networks and sites.

11. Specifications and Requirements:

11.1 New Chiller Requirements:

11.1.1 Minimum 188 tons of cooling

11.1.2 579 KW/Ton @ 100% full load or better

11.1.3 IPLV- .35

11.1.4 Evaporator EWT/LWT (F) 55/45

11.1.5 Evaporator GPM- 448

11.1.8 Evaporator Pressure Drop (Not to exceed) 4.9 psi (2 pass heat exchanger)

11.1.9 Condenser Pressure Drop (Not to exceed) 4.9 psi (2 pass heat exchanger)

11.1.10 Minimum two compressors per chiller

11.1.11 Proposal documents shall include new chiller spec sheet for intended chiller manufacturer that shall include intended chiller performance data.

11.2 Valves connections, accessories and operators:

11.2.1 Provide threaded ends for valves 2.5 inches and smaller

11.2.2 Provide flanged or grooved ends for valves 3 inch and larger

11.2.3 For butterfly valves (isolation valves) provide lever handle, infinitely adjustable with lock nut and memory stop. Provide hot dipped galvanized extension stems, valve handles and gear actuators outdoors. Provide weatherproof galvanized cast iron gear operators for valves mounted outdoors.

11.3 Automatic isolation valves:

11.3.1 Type of end fitting: pattern to mate with ANSI 125 flange.

11.3.2 Cast iron GG25 with stainless steel stem and ball.

11.4 Pipe insulation- Match existing size/type/color scheme and labeling.

11.5 Steel pipe and fittings:

11.5.1 Steel pipe, DN 50 (NPS 2) and smaller: ASTM A 53, type S (seamless) or type F (furnace butt welded), grade B, schedule 40, black steel, plain ends.

11.5.2 Steel Pipe, DN 65 through DN 300 (NPS 2-1/2 through NPS 12): ASTM A 53, type E (electric-resistance welded), Grade B, Schedule 40, black steel, plain ends.

11.5.3 Steel Pipe Nipples: ASTM A 733, made of ASTM A 53, Schedule 40, black steel; electric-resistance welded for DN 65 (NPS 2-1/2) and larger.

11.5.4 Cast-Iron Threaded Fittings: ASME B16.4; Classes 125 and 250. Malleable-Iron Threaded Fittings: ASME B16.3, Classes 150 and 300.

12. Material Technical Specifications:

12.1 Where a particular manufacturer's product is specified, it is not intended to discriminate against other manufacturer's which are equal in quality of material, workmanship, appearance and function to those specified. Rather, it is intended to establish and indicate the desired standard of quality. If any tests are required to determine the equality of any substitutes, such tests shall be made by an independent authority as approved by the government. All expenses related to proposed substitutions shall to be paid by the Contractor. Proposed items are to be submitted with the proposal and shall be a basis for the award of the contract.

12.2 All materials and equipment shall bear evidence of the Underwriter's Laboratories Inc. Label (UL) or approval of other nationally recognized independent testing organizations adequately equipped and competent to perform such services when these standards are required and such product listing is available.

13. Product Data and Samples:

13.1 Product Data: Within ten (10) days of contract award, Contractor shall submit one electronic set of chiller product data including any valves, piping, insulation, BAS hardware, refrigerant monitoring system, catalog sheets, brochures, performance charts or other standard descriptive data provided by any Subcontractor, supplier or distributor. Product Data must be certified by the Contractor stating that it was reviewed and approved. Product to be used must be highlighted on the data sheet by the Contractor. Product Data used for construction must bear GSA’s stamp certifying final review and approval. No product shall be used that does not bear such stamp. Submittals shall be identified on a submittal register provided by the Contractor and transmitted using a transmittal letter.

13.2 Samples: Contractor shall submit physical samples establishing standards by which completed work is judged. Samples shall indicate color range, functional characteristics and shall represent exact material to be used on the project.

14. Special Instructions:

14.1 Contractors shall submit proposal with a detailed cost breakdown. Cost Breakdown shall be submitted in CSI Master Format 2010. Proposal shall include make and model of all proposed equipment. Chiller selection shall include IPLV rating and pressure drops within submitted proposal. Chiller selection shall be submitted with the proposal. Chiller selection submitted with the proposal shall not exceed the pressure drop indicated in the SOW and the chiller energy efficiency (IPLV).

14.2 Contractor is responsible to comply with the “Buy American Act”. Buy American Act provides domestic construction material be used in performing this contract.

14.3 Contractor will be responsible to request and furnish all required overhead and/or road blocking permits from the City and or electrical/utility providers when using a crane at this location if the city street requires a blockage when off-loading the chiller.

14.4 All crane lifts, welding, cutting, and any other work that causes a disruption to tenant operations (e.g.: excessive noise, dust, vibrations, smells, etc.) shall be performed outside of the Building/Tenant Operations timeframe.

14.5 The contractor shall be responsible to apply for and obtain for GSA's benefit any energy rebates/incentives available from the applicable energy or service providers or other sources serving the area in which the building/property is located. This includes, but is not limited to, contacting the incentive provider, completing required energy provider applications and/or forms, and pre/post inspection by incentive providers if required, submission of product installed information or cut sheets, if required and submission of measurement and verification inspections reports. All rebates/incentives received shall be made to GSA in the form of a check. The check shall identify the incentive provider, the project contract number and GSA building involved, and shall indicate it is for the GSA R-7 BA-63 rebate and incentive account. The check should be sent to the Contracting Officer when the incentive is earned.

15. Performance Requirement:

15.1 The Contractor shall field verify existing conditions prior to any demolition.

15.2 The Contractor shall be responsible for coordinating all activities of subcontractors. This responsibility includes coordination of; preparation of shop drawings preparation of shop drawings produced by different subcontractors where their work interfaces or may potentially conflict or interfere and the installation of such work; scheduling of work by subcontractors and use of the Project site for staging and logistics.

15.3 The contractor shall reinstall existing access panels; etc., back to their original location and condition after all work is completed.

15.4 Contractor to provide the following within thirty (30) days of Partial Notice of Proceed (PNTP) for GSA approval:

15.4.1 Safety Plan: A site specific plan including hazardous communication plan list of the flow of communication in case of emergency, lock-out / tag-out with narrative that explains lock-out / tag out procedures, AHA / JHA’s for major activities, crane safety plan (if applicable) for crane erection and use. Include preferred location for crane set up, operator certification credentials, and crane inspection/certification documentation.

15.4.2 Work Plan: Identifying equipment access plan, CHWP / CWP piping tie-in and electrical tie-in for review and acceptance prior to installation.

15.4.3 Schedule of Values: The Contractor shall prepare and submit for approval a detail cost breakdown of the Contract price, to be referred to as the Schedule of Values, assigning values to each component of the Work.

15.4.3.1 Values must include all direct and indirect cost, although a separate value for bond cost may be established.

15.4.3.2 The Schedule of Values must contain sufficient detail to enable the Project Manager to evaluate applications for payment.

15.4.3.3 Before submitting a request for payment, the Contractor shall schedule a pencil copy review with the Project Manager for review and acceptance.

15.4.4 Construction Waste Management Plan: The plan shall include, but not limited to, a list of the materials to be reused or recycled.

15.4.4.1 The Contractor will record and track the type and quantity, by weight or each material salvaged, reused, recycled or disposed throughout the project. The Contractor shall provide a Construction Management Waste Management Report upon request of Substantial Completion.

15.5 Once the chiller is fully operational the Contractor shall be responsible to provide a report to GSA Project Manager for the following: Re-balance water flow, Manufacturer’s Start-up Check-list and Commissioning (all adjustments and balancing to the system shall be in accordance with manufacturer requirements)

16. Project Schedule:

16.1 Contractor shall submit to the GSA Project Manager a project schedule within thirty (30) days of Partial Notice of Proceed (PNTP). The project schedule shall include a written narrative describing the major work activities, activities critical path and major constraints underlying the sequence and logic, all tasks to be performed under this project, duration of each task and tentative date/s each task will be performed. Project schedule must be approved by the GSA Project Manager prior to performing any work under this project. The project schedule shall incorporate milestone events specifics in the Contract, including as applicable NTP, Substantial Completion and milestones related to specific work phases and site restrictions. The project schedule shall also include Contractor-defined milestones to identify target dates for critical events, based upon the Contractor’s chosen sequence of work. Microsoft Project or other similar format can be used for this schedule.

17. Extension of Time:

17.1 If the Contractor requests an extension of the time for Substantial Completion, the Contractor shall base its request on analysis of time impact using the Project Schedule as its baseline, and shall propose as a new Substantial Completion date to account for the impact. The Contractor shall submit a written request to the Contracting Officer setting forth facts and analysis in sufficient detail to enable the Contracting Officer to evaluate the Contractor’s entitlement to an extension of time.

18. Liquidated Damages: $151 per day will be assessed each day past the substantial completion date and will be deducted from the contractor’s final payment application.

19. General Construction Requirements:

19.1 Keep work areas clean on a daily basis.

19.2 Remove debris from site on a daily basis.

19.3 Protect all existing walls and furniture from damage.

19.4 Contractor is responsible for all damages to government property caused by him/her and their subcontractors.

19.5 Contractor is responsible for all dimensions and quantities.

19.6 Contractor shall field verify all existing conditions prior to submitting a proposal.

20. Final Preparations:

20.1 Contractor shall provide both classroom and hands-on training at a minimum six (6) hours to training to GSA maintenance personnel. This training will be conducted by the Chiller Manufacture’s authorized service technician and the BAS integration technician. This training is separate from the chiller startup work that is accomplished by the Manufacture’s authorized service technician. The completed training sign in sheets shall be a deliverable for the closeout documentation.

20.2 Contactor shall provide two (2) sets of as-built drawings on compact disk (CD). As-built drawings shall be in Auto CAD format and shall illustrate all alterations performed under this contract. Final payment will not be authorized until all as-built drawings are provided.

20.3 Contractor shall provide three (3) copies of owner’s (O&M) manuals for the Chiller, VFD and pumps.

20.4 Contractor shall return all GSA Badges issued, and GSA issued equipment (e.g. GSA BAS engineering laptop) for this project. Final payment will not be authorized until all O&M manuals, badges, and GSA issued equipment are provided and returned.

21. Pre-Proposal Conference:

21.1 Interested parties must notify the Contracting Officer for further information about attendance and to confirm location, time and date. Only those parties who have notified the Contracting Officer and provided necessary information in advance of the meeting will be allowed to attend. Contractors are encouraged to verify all existing conditions at the job site prior to proposing on the project. Failure to do so will not relieve the Contractor of any responsibility to properly estimate the cost of this project. The pre-proposal site visit is not mandatory.

21.2 The following items will be addressed at the Pre-Proposal Conference and again at a Pre-work Conference:

21.2.1 On site storage.

21.2.2 Parking.

21.2.3 Use of elevators.

21.2.4 Access through secured area.

21.2.5 Contractor shall coordinate with the GSA mechanical maintenance Contractor, for placing the fire alarm system in test mode prior to performing any work that may result in the activation of an alarm signal from the fire alarm system including but not limited to: connecting devices to fire alarm system, cutting, welding or other work that creates excessive dust. Contractor is responsible for all costs associated with placing the fire alarm system in test mode.

21.2.6 A GSA approved welding permit will be required before performing any cutting and welding. Contractor shall submit welding permit to the Project Manager for review and acceptance by the Building Manager at least 72 hours prior to cutting and/or welding activity.

21.2.7 Contractor shall be responsible for all quantities, measurements, correct installation of all items and for any damages to the building, items such as parked vehicles and surrounding areas.

21.2.8 All materials, equipment and supplies to be incorporated into work under the terms of this contract shall have been “NEW” and “UNUSED” at time of award.

21.2.9 Materials of equipment containing asbestos in any form shall not be incorporated into this project.

21.2.10 All material, workmanship and equipment shall be subject to the inspection and approval by the Contracting Officer Representative. All work unsatisfactorily performed shall be promptly corrected and made acceptable for the Government.

22. Applicable Publications:

22.1.5 Fire Codes: All units shall meet or exceed all required Federal, State and Local Fire Codes.

22.1.6 Housing & Urban Development (HUD 24 CFR 3280).

22.1.7 National Electrical Code (NEC).

22.1.8 International Building Code (IBC).

22.1.9 International Mechanical Code (IMC).

22.1.10 International Plumbing Code (IPC).

22.1.11 American Society of Heating, Refrigeration and Air Conditioning (ASHRA).

22.1.12 Occupational and Safety Act (OSHA).

22.1.13 National Fire Protection Association (NFPA).

22.1.14 U.S. Environmental Protection Agency (EPA), “Mold Remediation in Schools and Commercial Buildings”.

22.2 Manufacture, installation and testing shall comply with manufacturer’s instructions and standards. When more stringent requirements are call for either this SOW or codes and regulations, the priority of precedence in compliance shall be:

22.2.1 Federal Requirements.

22.2.2 State Requirements.

22.2.3 Local Requirements.

22.2.4 Manufacturer’s Requirements.

22.2.5 Contractor’s Requirements.

23. Sustainability:

23.1 Green Purchasing:

23.1.1 The contractor shall refer to the “Green Procurement Compilation” for all products being installed in federal facilities. The Green Procurement Compilation can be found at https://sftool.gov/greenprocurement. The standards found in this compilation shall guide all product purchasing decisions as they relate to federal facilities.

23.1.2 The use of the following standards (“Key Sustainable Product” or “KSP” standards) is mandatory for all contracts and task orders. See https://sftool.gov/green- products/1037/key-sustainable-products for more details.

23.1.2.1 Nylon Carpet: NSF 140 Gold certification and > 10% post-consumer recovered content.

23.1.2.2 Interior Latex Paint: < 50 grams per liter (g/L) VOCs post tint (i.e. SCAQMD Rule 1113 standard).

23.1.2.3 Gypsum Board: Greenguard Gold Standard or 0 g/L VOCs.

23.1.2.4 Acoustical Ceiling Tiles: Meets California Section 01350 standard for low-VOC materials and total recycled content > 20% and recyclable in a closed loop process and USDA Certified BioPreferred and Environmental Product Declaration (EPD) available.

23.1.2.5 Concrete (ready-mix and site-mix): > 25% fly ash or > 15% ground granulated blast-furnace (GGBF) slag

23.2 For each KSP listed, the Contractor shall submit proof of compliance to the CO or his designee prior to the installation of the product or material. The CO’s designee shall verify compliance.

23.2.1 If the KSP materials listed above are not reasonably available within a reasonable period of time or fail to meet the performance standards set forth in the specification or fail to meet reasonable performance standards of GSA; or are available only at an unreasonable price, only then can the Contractor use other types of products. In these cases the Contractor shall select products and materials, to the extent possible, which are the safest and most environmentally friendly. Exemptions must be submitted in writing and can only be approved by the CO

24. Disclosure of Information:

24.1 Any information made available to the Contractor by the government shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.

24.2 In the performance of this contract the Contractor assumes responsibility for the protection of the confidentiality of government records.

24.3 The Contractor shall adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information.

25. Warranty:

25.1 All workmanship and materials shall be warranted for a period of not less than three hundred sixty five (365) days from date of acceptance by the Government (Standard Warranty) plus extended compressor parts and labor warranty (4 years).

25.2 The Contractor shall provide a copy of warranty of items procured. Warranty shall be in writing and shall include any conditions which may invalidate the warranty.

25.3 Warranty shall include procedures on how to exercise warranty rights. Provide points of contact in order to get services required.

25.4 Standard warranty shall be all inclusive of parts, labor and materials, related coverage and additional costs, if any.

25.5 Contractor shall provide all applicable manufacturers’ warranties at time of completion.
