Questions and Answers
1) In order to complete an accurate traffic study for the information in the TECHNICAL PROPOSAL SECTION II.D – TECHNICAL APPROACH we will need the following information for the Earle Cabell Federal Building?

Answer: Average usable square feet per floor is 56,000 SF.
Floors 2-16 have a maximum occupancy load of 794 individual’s per floor Special usage: The Café is located on the 6th floor.
2) Section 1.2 item B calls for an alternate for the Judges / Marshals Elevator 14 however in the pre-bid conference and walk we were told that alternate should not be in the spec and everything was going to be retained for Elevator 14.
Answer: This question was answered in Amendment 3, dated 02/01/2021.
3) Section 9 Maintenance Item 9.1 – You are asking for full maintenance effective the day of the contract acceptance. Please clarify the length of the contract for maintenance as we are figuring the following 730 project calendar days, 45 days security clearance, 355 days for 12 months of warranty maintenance for a total of 1130 days. On the bid form we don’t see a spot to indicate the maintenance pricing under division 14.
Answer: The Period of Performance for construction is 775 Calendar days. Full maintenance begins when the Notice to Proceed (NTP) is issued and continues 365 calendar days after substantial completion is accepted. All warranties begin at substantial completion and last for 365 calendar days after. As indicated on Attachment 3, Bid Schedule, Offeror shall provide detailed break out of the work in each division to allow GSA to identify the work effort. Offeror shall insert line(s) in each division to expand divisions as needed to provide adequate detail.
4) Section 12 / 12.1 for Elevators 7-12 under description the specification indicates 17 stops 17 openings. That is not correct and we ask that you confirm the number of stops and openings.
Answer: This was answered in Amendment 3, dated 02/01/2021.
5) Is the building Asbestos free? If not please advise on the protocol for abatements.
Answer: No, the building is not asbestos free. The elevator shafts, machine rooms and pits do not have any identified asbestos. The asbestos present in the facility is not anticipated to be impacted by this project. GSA will coordinate with the awarded contractor to review their anticipated conduit route against the asbestos survey reports to avoid any requirement for abatement.
6) Floor Plans for the basement and floors 1 through 16 are included as attachments. Drawings are for the elevator openings and the adjustment to the high-rise openings.

Electronic Submission of Proposals: Offers must be received by the email address of the GSA Point of Contact (POC) listed herein on or before the date and time established for receipt of offers. The date and time of receipt will be established according to the Government computer system’s documentation showing the exact official time of receipt by the GSA POC listed herein and not by the time the electronic proposal was sent by the Offeror or received by the GSA server. It is the Offeror’s responsibility to ensure proposals are complete and submitted early enough to be received by the GSA POC before the deadline, and to confirm receipt before the deadline. Proposals or portions of proposals which are received by the GSA POC later than the time noted within will be rejected and will not be considered.
NOTE: The maximum file size is 25 MB. GSA has occasionally experienced delays in delivery of emails from the GSA server to an email account. Therefore contractors/offerors need to plan accordingly.
WARNING: Consistent with GAO case law on the issue of “late-is-late rule” related to electronically submitted proposals, GSA will strictly comply with and enforce FAR
52.215-1(c)(3)(ii)(A). Pursuant to GAO’s application of FAR 52.215-1(c)(3)(ii)(A), an electronically submitted proposal that is received late will not be considered unless (1) it is received before award is made, (2) the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and (3) it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals. FAR 52.215-1 (c)(3)(ii)(A)(1).
