SECTION 010250 - ESTIMATED QUANTITIES
PART 1 – GENERAL
1.1 SECTION INCLUDES
A. Identification of Estimated Quantities and description of basic items to be incorporated into Work and is made part of Work by specific provisions in the Government-Contractor Agreement.
B. Quantities as described below are provided for information purposes only.
Contractor shall verify field conditions and determine all work to be included in the Bid amount. Quantities are not given for work requiring repair, replacement of quantifiable work.
C. Referenced sections of specifications or Drawing details stipulate pertinent requirements for products and methods to achieve the work stipulated.
D. Coordination of pertinent related Work and modification surrounding Work as required to properly integrate Work and to provide the complete construction required by Contract Documents.
E. Contractor shall monitor work quantities and report work quantities completed to date and quantities of work remaining on a daily basis and submit report to the Contracting Officer and architect on a weekly basis. Do not perform work quantities in excess of work quantities by executed change order to contract.
1.2 DESCRIPTION OF QUANTITIES
A. Contractor shall include all costs in the Base Bid Amount for the following minimum quantities. Add/Deduct Unit Prices for the following items shall also be provided.
B. Phase 1: Include in Base Bid an estimated quantity of 1000 LF of 6” x 22 GA metal stud replacement. Include add/deduct lost to adjust contract for actual amount used.

1.3 PROJECT INFORMATION
A. Project Identification: Las Cruces Federal Courthouse, Stucco Renovation.
1. Project Location: 100 North Church Street, Las Cruces, New Mexico.
B. Architect: Gensler Architects – Marc Nightwine 512.867.8178.
C. Architect's Consultants: Architect has retained the following design professionals who have prepared designated portions of the Contract Documents:
1. Conley Group - Kenneth Paar, AIA 972.444.9020.
1.4 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work of Project is defined by the Contract Documents and consists of the following:
1. Renovation of the exterior Stucco Wall systems of the Federal Courthouse in Las Cruces, New Mexico including; but not limited to all labor, materi-als, equipment, supervision, appurtenances, and other items as required to provide a complete renovation of the stucco walls including the following:

Perform work in two (2) designated phases. Phases as indicated on the drawings.
2. Inspect and photo document existing conditions to Government’s Repre-sentative, prior to start of work. Plan all exterior stucco wall renovation work to protect the existing roof systems, metal roof panels, metal shingle cladding panels, windows, doors, and other building components to re-main in service from damage by project operations. Repair any compo-nents or finishes to pre-project condition to meet Government’s Repre-sentative’s approval at no addition contract cost.
3. Drawings and specifications are provided to show an intent to replace the existing stucco cladding system, dampproofing membranes and flashings, and install new sloped windows.
4. Contractor shall review existing construction as required by these docu-ments prior to starting work and advise the Contracting Officer and Archi-tect in writing should existing conditions not match details provided in these documents or if details are not provided for existing construction.
Do not proceed with work until written instructions are provided to the contractor before performing the indicated work.
5. Remove, renovate, re-install and re-certify existing lightning protection systems.
6. Install new OSHA roof access ladders at locations indicated on the draw-ings.
7. Remove the existing stucco wall cladding system including but not limited to metal lathe and stucco, stucco accessories, flashings, fasteners, wall membrane and flashings, and sheathing required to install new stucco wall system.
8. Inspect existing light gage metal faming system for proper fastening at floors, proper fastening of framing members and for oxidation and deterio-ration. Repair framing which is not properly fastened and which is oxi-dized or deteriorated. Refer to Section 01025 Estimated Quantities for al-lowances for quantities of work to be included in bid amount.
9. Install sheathing board as indicated on details.
10. Remove, store, protect, restore and reinstall all doors, windows, louvers, and other penetrations required to install a new stucco cladding system, and reinstall all of those elements to be revised after installation of flash-ings into rough openings.
11. Apply fluid applied weather resistive barrier membrane to field of wall and window, door, louver rough openings and all wall penetrations includ-ing but not limited to joint tape, membrane flashings, metal flashings and accessories as required by manufacturer and drawings to provide a com-plete watertight installation.

12. Apply a PMMA membrane to the transition points of new wall fluid ap-plied weather resistive barrier membrane to the roof membrane system, to existing locations indicated on the drawings to provide a continuous air barrier installation.
13. Apply HT self-adhering membrane under metal coping to the exterior of the stucco, to existing locations indicated on the drawings to provide for a complete watertight installation.
14. Remove designated windows in sloped wall in stucco wall area and re-place with new sloped windows, and flashings. Repair all interior wall finishes affected by the work and required for a complete watertight instal-lation.
15. Remove existing metal and plaster soffits at areas indicated on the draw-ings as required to install new stucco wall systems and transition new fluid applied weather resistive barrier membrane system to existing membrane system.
16. Replace stucco and reinstall existing metal soffit systems after completion of installation of stucco wall system at locations indicated on the drawings including weep accessories.
17. Remove and replace portions of existing adhered stone veneer masonry as required to install new membrane flashing transition between existing stone system membrane and new stucco system fluid applied weather re-sistive barrier membrane. Salvage and reinstall stone masonry system where removed to restore wall finishes to match preconstruction condition.
18. Remove and replace portions of existing metal shingle wall cladding sys-tem as required to install new membrane flashing transition between exist-ing metal shingle system membrane and new stucco system fluid applied weather resistive barrier membrane and transition roof termination at cop-ing. Salvage and reinstall metal shingles system where removed to restore wall finishes to match preconstruction condition.
19. Remove all signage, lights, security cameras, and other wall mounted items required to install new stucco system and reinstall after installation of stucco. All fasteners shall be installed in a manner as to not cause dam-age to membrane. Coordinate removal of security camera with building management and Marshals office.
20. Install new flashing systems at perimeter of curtainwall systems required to stay in place.
21. Wet seal all curtainwall and window systems as indicated on the drawings at stucco, and stone masonry wall areas.
22. Repair existing expansion joints at all locations indicated on the drawings.
23. Repair below grade waterproofing and transition to existing wall system at locations indicated on the drawings.

24. Lower soil and landscaping materials adjacent to building to provide four (4”) inch minimum clearance between ground and stucco wall termination.
Regrade soil to provide five (5) % slope away from building for five (5) FT. minimum. Replace landscaping and cover materials to match precon-struction condition.
25. Repair damage to landscaping, irrigation systems, sidewalks, buildings and property caused by construction activities to a preconstruction condi-tion and in a manner acceptable to the Contracting Officer.
26. Clean interior and exterior surfaces of all glass and frames of doors at windows and curtainwalls at completion of Work.
27. Perform designated water and air infiltration testing of windows at loca-tions to be selected by Government’s Representative.
28. Provide offsite storage of materials and job-related debris and transporta-tion of materials to and from site.
29. Provide overhead protection of pedestrian and vehicular entrances to building and exits from building in manner acceptable to Federal Judges, Federal Marshals, and the local Fire Marshal. Building to be maintained in safe, secure and accessible manner at all times.
30. Cooperate with Contracting Officer, Contracting Officers Representative and Architect in the investigation of existing construction found different than detailed in these documents. Perform exploratory demolition and mockups of construction as requested to determine appropriate repairs.
31. Perform repairs to walls and room finishes affected by work.
32. Interior roof parapet details – Repair or replace any damaged or missing plywood sheathing on exterior parapets or walls.
B. Type of Contract:
1. Project may be constructed under coordinated, phased multiple contracts.
1.5 PHASED CONSTRUCTION
A. The Work shall be conducted in two (2) phases, with each phase substantially complete as indicated.
1. Base - Phase 1 Work includes designated exterior wall renovation on the north tower and portions of the ground floor as shown on site plan and building elevation drawings.
2. Option 1 - Phase 2 Work includes designated exterior wall on the south tower and portions of the ground floor as shown on the site plan and building elevation drawings.
B. Before commencing Work of each phase, submit an updated copy of Contractor's construction schedule showing the sequence, commencement and completion dates for all phases of the Work.

1.6 ACCESS TO SITE
A. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.
B. Use of Site: Limit use of Project site to Work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Confine construction operations to areas shown on drawings.
2. Driveways, Walkways and Entrances: Keep driveways loading areas, sally port entrances and entrances serving premises clear and available to Government, Government's employees, public and emergency vehicles at all times. Do not use these areas for parking or for storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances by construction operations.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations to a preconstruction condition.
D. Condition of Existing Grounds: Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations to a preconstruction condition as approved by the Federal Judges.
1.7 COORDINATION WITH OCCUPANTS
A. Full Government Occupancy: Federal Courts will occupy site and existing building during entire construction period. Cooperate with Federal Courts during construction operations to minimize conflicts and facilitate Federal Courts usage.
Perform the Work so as not to interfere with Federal Courts day-to-day operations. Maintain existing exits unless otherwise indicated.
1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.
2. Notify Federal Courts not less than seventy-two (72) hours in advance of activities that will affect Federal Courts operations. Do not proceed without approval of courts.

1.8 WORK RESTRICTIONS
A. Work Restrictions, General: Comply with restrictions on construction operations.
1. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction.
B. On-Site Work Hours:
1. Limit noise and fume producing work to hours between 6:00 AM and
6:00PM on week days. Window replacement work will only be authorized during week-end work.
2. Weekend work hours: 8:00 AM to 5:00 PM for work requiring access to the interior. Work not requiring access to the interior of the building may be performed at any time of the day.
3. If work is determined to be disruptive to courts or building tenants, contractor shall immediately cease disruptive work.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:
1. Notify Building Manager not less than two (2) days in advance of proposed utility interruptions.
2. Obtain Building Manager written permission before proceeding with utility interruptions.
D. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Owner occupancy with Owner.
1. Notify Building Manager not less than two (2) days in advance of proposed disruptive operations.
2. Obtain Building Manager’s written permission before proceeding with disruptive operations.
E. Work requiring removal of windows or doors:
1. Provide not less than two (2) weeks’ notice to the Building Manger.
2. Do not proceed with work without written approval.
3. Refer to Section 015000 for Additional Requirements.
F. Restricted Substances: Use of tobacco products and other controlled substances on Project site is not permitted.
G. Employee Identification: Provide identification tags for Contractor personnel working on Project site. Require personnel to use identification tags at all times, as required by GSA and USMS Security Requirements.

H. Employee Screening: Comply with Owner's requirements for background screening of Contractor personnel working on Project site.
1. Maintain list of approved screened personnel with Building Manager.
1.9 SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the
Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.
B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.
C. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:
1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections.
2. Abbreviations: Materials and products are identified by abbreviations published as part of the U.S. National CAD Standard.
3. Keynoting: Materials and products are identified by reference keynotes referencing Specification Section numbers found in this Project Manual.

PART 1 - GENERAL
1.1 SUMMARY
A. Provide pricing for options used in schedule below:
1.2 OPTIONS
A. “Option” means a unilateral right in a contract by which, for a specified time, the Government may elect to purchase additional scope of work, products, materials, equipment, systems or installation methods described in the Contract Documents.
1. The amount for an option is the total adjustment from the Base Bid to incorporate the option work into the project.
B. Option work shall include miscellaneous devices, accessory objects and similar items incidental to or required for a complete installation, whether or not mentioned as part of the option description.

3.1 SCHEDULE OF OPTIONS

PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.2 DEFINITIONS
A. General: Basic Contract definitions are included in the Conditions of the Contract.
B. "Approved": When used to convey Architect's action on Contractor's submittals, applications, and requests, "approved" is limited to Architect's duties and responsibilities as stated in the Conditions of the Contract.
C. "Directed": A command or instruction by Architect. Other terms including "requested," "authorized," "selected," "required," and "permitted" have the same meaning as "directed."
D. "Indicated": Requirements expressed by graphic representations or in written form on Drawings, in Specifications, and in other Contract Documents. Other terms including "shown," "noted," "scheduled," and "specified" have the same meaning as "indicated."
E. "Regulations": Laws, ordinances, statutes, and lawful orders issued by authorities having jurisdiction, and rules, conventions, and agreements within the construction industry that control performance of the Work.

I. "Project Site": Space available for performing construction activities. The extent of Project site is shown on Drawings and may or may not be identical with the description of the land on which Project is to be built.

1.3 INDUSTRY STANDARDS
A. Applicability of Standards: Unless the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.
B. Publication Dates: Comply with standards in effect as of date of the Contract Documents unless otherwise indicated.
C. Copies of Standards: Each entity engaged in construction on Project should be familiar with industry standards applicable to its construction activity. Copies of applicable standards are not bound with the Contract Documents.
1. Where copies of standards are needed to perform a required construction activity, obtain copies directly from publication source.
1.4 ABBREVIATIONS AND ACRONYMS
A. Industry Organizations: Where abbreviations and acronyms are used in Specifications or other Contract Documents, they shall mean the recognized name of the entities indicated in Gale's "Encyclopedia of Associations: National Organizations of the U.S." or in Columbia Books' "National Trade & Professional Associations of the United States."

SECTION 015000 - TEMPORARY FACILITIES AND CONTROLS
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.2 SUMMARY
A. Section includes requirements for temporary utilities, support facilities, and security and protection facilities.
B. Related Requirements:
1. Section 011000 "Summary" for work restrictions and limitations on utility interruptions.
1.3 USE CHARGES
A. General: Installation and removal of and use charges for temporary facilities shall be included in the Contract Sum unless otherwise indicated. Allow other entities engaged in the Project to use temporary services and facilities without cost.
B. Sewer Service: Contractor to provide temporary toilets as per Article 3.3.
C. Water Service: Government will pay water-service use charges for water used by all entities for construction operations.
D. Electric Power Service: Government will pay electric-power-service use charges for electricity used by all entities for construction operations.
E. Electric Power Service from Existing System: Electric power from Government's existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations.
1.4 INFORMATIONAL SUBMITTALS
A. Site Utilization Plan: Show temporary facilities, temporary utility lines and connections, staging areas, construction site entrances, vehicle circulation, and parking areas for construction personnel.
B. Implementation and Termination Schedule: Within fifteen (15) days of date established for commencement of the Work, submit schedule indicating implementation and termination dates of each temporary utility.
