47PH0419R0019, Amendment 0003 - Stucco Replacement - Las Cruces Courthouse

This amendment is issued to extend the proposal due date to Friday, July 26, 2019 and to completely replace the Technical Proposal non-price factors with the attached three revised non-price factors.

Offerors must acknowledge receipt of this amendment as stated on block 11.

The Technical Proposal shall include the information requested below for the non-price factors.

Factor 1 - Past Performance in Similar Stucco Installation Projects Each Offeror is to provide:

References for three (3) stucco projects over $2,000,000 ($2 Million) in the past ten (10) years. ten (10) years by the offeror or the offeror’s subcontractor that demonstrate an ability to successfully install a three-coat stucco wall finish system on a multi-story building with a minimum 4,000 sf stucco exterior wall area.

▪ References for each project submitted shall include the Name of the Project, the current customer Point of Contact’s phone number and email, the value of the project and a brief description for each reference project.

▪ Information that they have been in business continuously for a minimum of eight (8) years.

A similar stucco project is defined as a project that is comparable in nature, type, and complexity as defined by all of the following characteristics:

Stucco demolition and replacement in a similarly-sized building during the occupation of the building by existing tenants.

The total project construction cost at award of the construction contract(s) was no less than $2,000,000.

Factor 2 - Key Personnel Experience with Similar Projects Offeror shall submit resumes and references for the firm’s proposed Key Project Personnel, including the prime contractor’s Project Manager and Superintendent and the stucco subcontractor’s Project Manager and Superintendent, if applicable.

Key personnel shall have had project experience on at least two (2) similar projects completed in the last ten (10) years in the position the person will fill on this project.

Include at least one (1) customer (client) references for each.

Project Manager and Project Superintendent shall have no less than 5 years of experience in project management.

Factor 3 - Technical Approach This factor is concerned with the Offeror’s understanding of the project requirements and the management approach. The Offeror shall submit a written plan addressing the following:

Work Plan The Work Plan shall: (1) be in narrative format and shall provide a detailed plan for how the Contractor plans to execute the work specified in the Contract Documents; (2) discuss the sequencing of work and on how the Offeror intends to manage their subcontractors in order to ensure a smooth working relationship with the occupants of the building; (3) discuss the Offeror’s procedures to ensure strict quality control relative to both workmanship and materials; and (4) describe the management systems that the Offeror will use to monitor cost, schedule, environmental concerns and safety.

Staffing Plan The Staffing Plan shall be provided in both narrative and chart format (e.g., organizational structure) to describe and depict all of the following: (1) the Offeror’s overall management structure; (2) the Offeror’s management structure for this project; and (3) major trade subcontractors. In the narrative portion of the Staffing Plan, the Offeror shall also describe its plan for hiring and retaining subcontractors and skilled laborers needed to perform the project.
