How is window washing currently being done at the Lubbock site?Window washing is currently being subcontracted out on an annual basis.
CC.5.2.4Is cleaning of dust/dirt in the parking lots required? If so, how often?CC.5.2.9 Policing Outside Areas Policing: All areas including lawn, grounds, planted areas, sidewalks, hard surfaces, parking areas, garages, docks, platforms, driveways, ramps, lanes, etc., shall be cleared of gum, litter, debris, paper, trash, and other discarded materials CC.15 Cleaning Schedules

The cleaning schedule is considered the Contractor’s efficient approach to the work, and shall not limit the Contractor to specific levels of staffing, means or methods. Changes necessary for achieving the contract performance work statement requirements shall be the responsibility of the Contractor.

Cleaning schedules and any revisions are to be submitted to the CO or their designee 7 days prior to start date of each year the contract is in effect.

The Contractor’s cleaning schedule shall, as a minimum, include the following frequency:

o Daily cleaning o Periodic cleaning o Weekly cleaning o Monthly cleaning o Other frequencies

CM.8.5Will the government be providing the computer and a seat on Maximo for the CMMS requirement?Yes

5/270B.1/L.6Pricing of Services / Pricing Proposal RequirementsSection B.1 states that Figure B-3 must be completed and submitted as part of Price Proposal, and the CO will Fill-In Section B.1.1 – B.1.2 at time of Award. This conflicts with Section L.6, which states that Figure B-3, Section B.1.1 and Additional Services must be priced, or offer will be rejected. Please clarify what needs to be completed and included in the price proposal?Follow the information found in Section L.6.
7/270B.1.2/ L.6(b)Markup Coefficient/ Pricing Proposal RequirementsSection B.1/B.1.2 states that the CO will complete this section, and fill in the Contractors markup coefficient upon award, which conflicts with Section L.6(b) that states the offeror must propose a fixed markup coefficient for base & each option. Please clarify which of these requirements is correct?Follow the information found in Section L.6(b).
7B.1.2Markup CoefficientPlease clarify why the “coefficient” does not apply to labor for reimbursable repairs and for subcontracted “additional services”?This was a GSA decision. Markup coefficient includes all material handling fees, including General and Administrative (G&A) fees, and profit. No additional markup coefficient is allowable under this contract. The markup coefficient rate is fixed and applies to supplies, materials, and equipment only on reimbursable repairs above the $2,500 threshold has been met or when additional services are ordered. The markup coefficient does not apply to labor.
13CC.2.1Cleaning HoursPlease clarify that the government will be paying overtime for cleaning services performed after the normal 8-hour workday in accordance with Service Contract Act and Collective Bargaining Agreements (CBA’s)?Custodial overtime should not occur, staffing should be done in a way that overtime does not occur.

23CC.5.3Snow and Ice RemovalPlease confirm GSA will be approving the paying of over time for cleaning of snow and ice before the normal building operating hours to prevent slip hazards?The Contractor shall clear snow and ice before the normal building operating hours to prevent slip hazards. Labor and overtime are referenced throughout the contract.
28CC.6Above Standard ServicesPlease clarify what is the meaning of the statement “The Contractor shall not divert workforce to accomplish above standard services”? Does the government expect all the contractor to subcontract for “Above Standard Services” since it appears the contractor is not allowed to use the existing workforce?Please read section C.6 in it's entirety, specificially this section: In the course of performing this contract, the contractor may identify above standard service projects that are within the scope of this contract and improve the overall appearance or functionality of the facility. Upon identification, the contractor shall prepare a proposal to execute the project. The proposal shall be forwarded to the CO and COR for evaluation. The proposal may be used by the CO and the COR as a basis for award, negotiation, planning, or budgeting purposes. The Government reserves the right not to utilize the contractor to execute the project or seek alternate means. The contractor shall not proceed with the prior without explicit approval of the CO.
29CC.6.6High Cleaning Above 10 FeetPlease identify which locations has or does require high cleaning so that the contractor can look for the necessary equipment in each location and/or subcontractors which have the equipment to perform this requirement?High cleaning pertains to all location. Surfaces above 10 feet shall be cleaned and free of dirt, dust, and cobwebs. Where glass is present, both sides shall be clean and free of streaks. This does not include the removal of vents, tiles, or fixtures. The contractor will provide necessary equipment.
31CC.10.1.1Extend of WorkPlease clarify exactly what the contractor must be looking for during the “solid waste/trash audit”?Section C.10.1.0 details the solid waste audit requirements, also Exhibit JC.7 provides additional guidance on the Waste Audit. The Regional Waste Diversion Coordinator can provide appropriate personnel with an example Waste Audit as additional guidance.
31CC.10.1.2Solid Waste/Trash Removal and DisposalPlease clarify what type of documentation is required as evidence that the solid waste/trash disposal facility has been certified by which state agency or EPA? Also, please provide the historical data and number of waste removal containers to accommodate all trash generated between pick-up dates? The contractor needs this information to develop its proposal costs?This means that the waste from the building must be going to a certified waste disposal site identified by the EPA or state agency and that is not going to an unauthorized site. A Solid waste audit is to be done per section C.10.1.0 and Exhibit JC.7 that audit will give the contractor the necessary information to properly size containers and a pick up schedule.
33CC.10.2.1Extent of WorkPlease provide historical data on average quantity of “recyclables” that has been removed from existing contract and the average “fee” amount paid for recycling?As an example the Mahon Courthouse (TX0230) for the size and occupancy of the building generated in FY17, 19.19 tons of landfill and was able to divert 11.8 tons from the landfill. 8.9 tons of the diverted waste came from the recycling of paper and cardboard and 2.9 tons came from plastic, glass, and metal. The "fee" for waste and recycle services depend and vary across all the areas covered under the contract, it is up the contractor to perform market research to identify the best servicer to meet the needs of the contract.
34CC.10.2.5Recycling Collection ContainersPlease provide specifications for collection containers/bins and other equipment which is currently being used for collection of recyclable materials? Also, what is the total quantity for each location and building?Some bins are found in tenant space and other agencies have a localized area for recycling bins. This depends on the nature of work performed in that tenant agency space.
34CC.10.2.5Storage ContainersPlease provide the specifications of the expected “storage containers”? Also, please provide specifications and quantities for compactors and dumpsters for each location designated “holding areas” at each location? The contractor needs this information to propose properly.This is determined by the needs of each site and the services available in the geographic location. Specific specifications on this will should be made once a Solid Waste Audit is conducted for each site covered under the contract. Please refer to CC.10.1.2 and Exhibit JC 7 for additional information on the government's expectations.
35CC.10.2.7Recycling ProceedsPlease clarify what types quantity of “Recycling” materials are currently being sold from each location?The contractor is required to recycle to the furtherest extent possible. Anything that the city or recycling vendor can't take can also be recycled site such as ink cartridges by contractor means. It really depends on the waste stream generated by each site and what is accepted by the waste/recycling service provider. Examples of materials that are being sold from sites include: glass, metal, paper, cardboard, toner cartridges are just a few types of materials generated at our sites.
36CC.11.5Reporting FormatsPlease clarify the requirement for submission of reports…. the last sentence states the reports are to be printed?Please see Exhibit JC.6; the preferred method for reporting is electronic; however, if for some reason the report can't be submitted electronically the contractor is required to follow the print to paper instructions.
43CC.15Cleaning SchedulesPlease clarify whether the contractor is allowed to increase or decrease staffing levels as it determines necessary per this provision?Please see B.5 section. Contractor Requests for Staffing Reduction: Staffing levels proposed and accepted at the time of award shall not be reduced through the life of the contract (unless adjusted by contract modification due to change in scope, such as discussed in B.4). At the end of each contract year, and at the request of the contractor, GSA will consider a request from the contractor for a reduction in staffing, and will be based on contractor performance.
43CC.16Communication RequirementsPlease clarify who must have “Proper Security Clearances” for purposes of starting work……does this include all of the contractors’ subcontractors?All personnel including subcontractors must have proper security clearances.
Please provide a listing of all subcontractors which are already badged by GSA to enter the facilities at each location?A list of current employees will not be provided pre-award. Refer to CM.6 and CM.5
49 & 77CM.1.1(e) & CM.39.1Contractor Responsibility for Equipment and SystemsPlease clarify the “$200/3 Hour Service Call Threshold” means the total amount of $200 and 3 Hours to be used per year?CM.1.1 (e). Architectural and structural systems, fixtures, and equipment within the site (to the property line). Limited to $200/3 hour service call threshold. CM.39.1 General

The Contractor shall maintain, repair, replace, modify, and restore all of the architectural and structural components of the building. The Contractor shall conduct routine inspection and minor maintenance and repair of interior and exterior architectural and structural systems components. Region 7 GSA sets the threshold of these type repairs at $200/3 hours of labor. We are not expecting you to replace the facade of a building, but if a piece has come off, we would expect you to repair it if it is under the service call threshold of $200/3 hours. This is per occurance not per year.

50CM.1.1(r)Contractor Responsibility for Equipment and SystemsWhat is the current version of software/firmware being used on this current contract? Also, when does the current software licenses BAS systems expire at each location?Refer to section C.M.1.1(r) of the contract
53CM.2.19Contractor’s Other Than Normal Working/Duty HoursPlease confirm that the government recognizes that it must approve all overtime hours outside the normal working hours because the contractor must pay in accordance with Service Contract Act?Refer to section CM.23.3 of the performance work statement

75 CM.36.5 Corrosion Monitoring Please clarify why its expected for the contractor to be responsible for the total replacement cost of coupon racks and yet the “shared liability threshold does not apply to this equipment? CM.36.5 Corrosion Monitoring The Contractor shall install coupon racks, or an equivalent electronic monitoring system for corrosion, in condenser water loops, heating hot water loops, and the building main chilled water loop, if not already present, not later than 30 calendar days after submission of the water treatment plan (For the primary condenser water system, the installation of the water treatment monitoring system described elsewhere in this document meets this requirement). The Contractor shall propose the type and manufacturer of the proposed coupon racks to be installed to the CO or their designee for final approval before installation. If coupon racks are present the Contractor may use such existing equipment, but is responsible for bringing it into conformity with all requirements in this document. The minimum quantity of coupons and frequency of inspections shall be described in the water treatment plan. Laboratory analysis of coupons shall be no less frequent than quarterly for major systems (e.g., primary building condenser and chilled water loops, as opposed to specialized systems serving limited areas), and annually for other systems. At a minimum, two coupon racks shall be installed for each loop, and used to monitor mild steel and copper. Coupon racks will be the property of the Government upon installation. The Contractor shall have responsibility for maintaining (and if necessary replacing) the coupon racks for the duration of the Contract. The liability threshold for repairs does not apply to this equipment; the Contractor has full responsibility. Acceptable corrosion rates are established in the most current Public Buildings Service Operations and Maintenance Standards. Molybdenum shall not be used in GSA buildings.

See Section CM.42.3 Water-Based Fire Protection Systems, which references NFPA 25 for information regarding evaluating corrosion of water-based fire protection systems. Contractors during their inspection of water-based fire protection systems shall verify such systems are free from corrosion.

75CM.36.6Monthly TestingWhat will be considered acceptable qualifications for qualified independent water treatment specialist?Refer to EXHIBIT JM.6 / Regardless of the complexity or size of a loop, a qualified water treatment Contractor or personnel should be consulted or employed to help the building maintenance personnel develop a water treatment program specific to the needs of each system. The treatment chemicals themselves should be purchased through a licensed supplier that specializes in commercial and/or industrial water systems. Many water treatment chemicals require licenses for specific uses and are regulated by Federal, state, and Local governments. Maintenance Contractors are responsible for selecting and submitting for approval an appropriate program, and for compliance with laws regarding chemical discharge and usage.
78CM.40.1GeneralPlease clarify who is responsible for “labor” cost in “reimbursable” repair where specialized skills are necessary?The contractor is responsible up to the first $2,500.
87CM.42.2Fire Alarm System ServicesPlease clarify why the government will not pay overtime in accordance with Service Contract Act for testing/maintenance/repairs that interfere with building operations and must be performed after normal business hours?See section CM.42.2.
135H.15.1.3Controls/HVAC TrainingThe requirement is conflicting. It states, “The contractor will be required to send a minimum of one technician to a one-week controls training class once per year for each year of the contract at the contractor’s expense.” And in the same paragraph it says, “If the individual does not complete the class successfully, the cost of the class will be reimbursed to the Federal Govt.” And states “if the person who received the training leaves the contract within 12 months after completion of the training, then the contractor will be expected to reimburse the Government for the full cost of the course and the travel up to $4000.” And ends with “Failure to send a technician to this training will result in a reduction of contract cost in the amount of $4,000.”The Contractor is resposible.

143HM.18.6SubcontractsPlease clarify why the coefficient is only applied to parts and materials only for HM.18.6 versus the total amount of actual cost (material/labor) as stated in HC.21.6 “Subcontracts”?This was and is a GSA decision.
144HM.18.8Competitive BidsPlease clarify whether the amount of $1500 listed in last sentence should actually be $2500?The difference between the two prices is if the work is sub-contracted out or not.

273M.4.2Efficient CompetitionPlease clarify what pricing standard is used by the Contracting Officer to determine whether a contractor’s proposal is competitive and will be reviewed prior to other technical proposals received? This appears to mean that “Price” is significantly more important than the “Technical Proposal”….is this award really based on LPTA concept?Reference M.2 - Basis for Award - Award will be made to a responsible offeror whose proposal is determined to provide the best value to the Government. Trade-off analysis of price or technical factors will be used in the award determination.
5B.1.0B.1.0 Standard Services has Grounds Maintenance included with the custodial maintenance cost but in Figure B-3 it is separate. Please clarify if grounds maintenance should be a separate monthly cost or if it should be included with custodial services.Yes, the grounds should be a separate monthly cost so that we can see the price breakdown.

38CC.12.6 CC.12.73rd bulletFrequency of inspections shall depend on the specific pest control needs of each premise. Further, pesticide application shall be according to need and not by schedule. Since inspections and applications are based on need, the requirement is not definitive enough for Offerors to reasonably determine a price for this service. Considering the quantity and size of facilities this could be a significant unknown cost. Will GSA provide an average annual cost for pest control services to preclude speculative pricing by Offerors?CC.12.1 requires for an Initial Pest Assessment be done for all sites covered under this contract within 15 days of the contract start. An Integrated Pest Management Plan and Pest Control Plan are also required submittals by the contractor. Please read section CC.12 in its entirety to gain a better understanding of GSA's Integrated Pest Management Plan, pesticide use at our sites is a last resort effort.

The onsite supervisor’s location is to be at the “work site.” Does this mean one onsite supervisor can aggregately cover all locations or must there be one onsite supervisor at each of the five locations?One on site super to cover all locations.
