Awards will result in approximately 12 eligible contractors per region receiving minimum $1,000 guaranteed amounts and ability to compete for task orders up to $25 million maximum values over five-year contract periods. Proposals are due by October 16, 2023 and will be evaluated based on project experience, management approach, past performance, key personnel qualifications, and subcontractor relationships. Price will also be considered where all technical factors combined are significantly more important than price.

5. Period of Performance.
a. The initial Contract period (base year) is for 12 months from the date of Contract award.
b. The total duration of this Contract, including the exercise of any options under this clause, will not exceed five (5) years.
6. Contract Value.
a. Each Contract contains a minimum guaranteed amount of $1,000. Receiving eligibility to compete for Task Orders in multiple geographic areas does not warrant additional minimum guaranteed obligation(s).
b. The maximum Contract value for one (1) base year with four (4) one-year option periods is $25 million for each Contract awarded.
7. Estimated Number of Awards.
a. The intent is to award Contracts resulting in approximately 12 eligible Contractors per geographic area; however, the Government reserves the right to deviate from that number based on the quality of proposals received.
b. At a minimum, successful Offerors must have a satisfactory technical evaluation rating, submit a price deemed fair and reasonable, and provide evidence of $2,000,000 bonding capacity.
8. Task Orders.
a. Ordering Limitation.
(1) The minimum ordering limit per Task Order is $2,000.
(2) There is no maximum ordering limit. While most Task Orders will not exceed the prospectus threshold (currently $3,613,000), the Government reserves the right to issue Task Orders for any amount.
b. Task Order Availability.
(1) The Government will provide awardees a fair opportunity to be considered for orders issued under this Contract.
(2) Contracting Officers have the option to issue Task Order Solicitations to all awardees in the geographic area or set aside acquisitions for either HUBZone, service-disabled veteran-owned, or women-owned small business (WOSB) concerns.
c. Task Order Methods.
(1) Design-bid-build: Design documents or Scope of Work provided to Contractors.
Design documents may be in various stages of completion. Contractors submit a firm fixed price for construction services.
(2) Design-build: Scope of Work provided to Contractors. Scope of Work drives design concept. Design shall be completed by Contractors. Contractors submit a firm fixed price for design and construction services.
(3) Construction Manager as Constructor (CMc): Design and construction are contracted concurrently through two separate Contracts and two separate Contractors.
Unlike the design-bid-build delivery method, under CMc, the Government awards a separate Contract to an Architect/Engineer (A/E) Contractor and to a Construction Contractor (the CMc) prior to the completion of the design documents. The Government retains the CMc during the design phase to work with the A/E to provide constructability reviews and cost estimating validation.
9. Proposal Format. Proposal file contents must be in the order indicated and use the prescribed file naming convention. Offerors submit proposals in two (2) PDFs as indicated below. Each submission is one (1) PDF with all required files.
a. File I- Price and Responsibility (Vendor Name - Price and Responsibility)

(2) Supplement to SF 1442- Price Proposal Form
(3) GSA Form 527, Contractor’s Qualifications and Financial Information
(4) Representations and Certifications
(5) Evidence of Bonding Capacity
(6) Qualifications, Exclusions and Conditions (If Applicable)
(7) Joint-Venture Agreement and Mentor-Protégé Agreements (If Applicable)
b. File II- Technical Proposal (Vendor Name – Technical Proposal)
(1) Two (2) Project Experience Forms
(2) One (1) Page for Contract Management and One (1) Page for Contract
Compliance
(3) Two (2) Past Performance Questionnaires (PPQ)
(4) One (1) Page for Contract Manager and One (1) Page for Site Superintendent
(5) Two (2) Subcontractor Agreements per Geographic Area
c. Past Performance Questionnaires can come from Offeror or Client completing questionnaire.
d. All pages in the technical proposal must comply with the standards provided in the solicitation. Mandatory forms are provided for Offeror use for every submission other than Subcontractor Relationships. Submissions on nonconforming pages or beyond the limit will not be evaluated.
10. Source Selection.
a. All technical evaluation factors, when combined, are significantly more important than price.
b. The evaluation criteria represent key areas of importance and emphasis to be considered in the source selection decision. Technical evaluation factors are listed in descending order of importance.
(1) Project Experience (30%)
(2) Management & Technical Approach (25%)
(3) Past Performance (20%)
(4) Qualifications of Key Personnel (10%)
(5) Subcontractor Relationships (10%)
(6) Socioeconomic Category (5%)
c. The Government will evaluate price by adding the total price for all options to the total price for the basic requirement and dividing the sum by the contract duration. The total evaluated price is the average maximum overhead and profit rates for the base and all option years proposed by the Offeror.
11. Key Contract Performance Standards.
a. Contractors are required to submit competitive proposals to at least 25% of Task Order solicitations. Contractors must meet the requirement in each awarded geographic area. Contractors failing to meet the 25% requirement, in any Contract year, are subject to removal from the impacted geographic area or the Contact at large. If failure to meet participation requirements occurs in the base year, the Contractor waives its right to the minimum guarantee.
b. Awarded overhead and profit rates are the maximum allowed at the Task Order level. Contractors can submit Task Order proposals with reduced rates to increase the competitiveness of their offer.
c. Maximum overhead and profit rates apply to the entirety of Task Orders issued under this Contract. Pricing for Contract modifications, bilateral or unilateral, shall not exceed maximum overhead and profit rates.
d. During performance of each Task Order and until the work is completed and accepted, the Contractor shall directly superintend the work and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The site superintendent shall be the individual identified as performing that role in the Contactor’s “Key Personnel” proposal submission. No change in superintending personnel is allowed without prior approval of the Contracting Officer.
12. Proposal Submission.
a. Submit proposals via email to skyler.danks@gsa.gov no later than 12:00 P.M.
Central Time on October 16, 2023.
b. To prevent proposals from going to GSA spam folders, do not submit compressed file attachments. If a proposal exceeds the maximum file size of 25 MB, divide the proposal into smaller attachments.
c. I will confirm receipt of proposals received. Please call 314-312-8655 if you submitted a proposal and have not received confirmation of receipt.

SUBJECT: 47PG1023R1072 Pre-Proposal Conference Questions
Question: Would the government accept CPARS in lieu of PPQs
Answer: We will not accept CPARS in lieu of PPQs. CPARS typically don't provide enough information for the Government to determine if the project submitted is similar in size, scope, and complexity to projects described in the solicitation. We are able to determine quality through CPARS, but not similarity.
Question: An authorized representative of each member of the joint venture must sign the SF 1442” – there’s only room for one signature on SF 1442 – block 20(b) – is fine for the president of our MPA JV to sign?
Answer: Both parties must sign. It's acceptable if signatures spill over into box 21.
Question: II.D.(2) states, “Offerors shall also submit with their proposal, the Annual Representations and Certifications (FAR 52.204-8) which is 70 pages. Does the Government want that submitted?
Answer: Offerors are not required to submit Annual Representations and Certifications from sam.gov. Only the C301 Offeror Representations and Certifications included with the Price and Responsibility Forms is required.
Question: Is FAR Clause 52.225-11, Buy American-Construction Materials under Trade Agreements, applicable to the contract?
Answer: No, 52.225-11, Buy American-Construction Materials under Trade Agreements, is only applicable to contracts for construction valued at $7,032,000 or more.
Question: Please confirm the projects (PPQs) submitted under Factor 3 (Past Performance) do not necessarily have to be the same projects submitted under Factor 1 (Past Experience).
Answer: They do not have to be the same projects.
Question: Under Factor 5 (Subcontractor Relationships), the solicitation requires offerors to submit two (2) subcontract agreements per geographical area. However, this factor is limited to 2 pages per geographical area. Please confirm that a PDF of the first page (i.e. cover page) of each subcontract agreement would satisfy the solicitation requirements for Factor 5.
Answer: The front page of one agreement may be different than the front page of another. Whatever two pages are provided, they must provide the amount and duration for the project, subcontract amount and duration, project location, and contact/reference information for the project(s). It must also include specific contact information for the subcontractor, to include name, address, phone, and email.
Question: Please clarify the contract value.
Answer: The maximum Contract value for one (1) base year with four (4) one-year option periods is $25 million for each Contract awarded. Since the Government issues one Contract, the maximum value is $25 million regardless of the number of geographic areas awarded.
Question: With subcontractor relationships, is there a limit for document submission?
Answer: Submissions shall not exceed a total of two (2) pages, one-sided, per geographic area. Offerors submitting for all geographic areas may have up to ten (10) pages. Pages beyond the limit will not be evaluated. At a minimum, submissions must include detailed project information as it relates to the subcontractor agreement.
Specifically, provide the amount and duration for the project, subcontract amount and duration, project location, and contact/reference information for the project(s). Please provide specific contact information for the subcontractor, to include name, address, phone, and email.
Question: Is determination for award based on coefficient and can a contractor submit multiple regions with different coefficients?
Answer: The total evaluated price is the average maximum overhead and profit rates for the base and all option years proposed by the Offeror. Contractors can submit different rates for different geographic areas as all geographic areas are evaluated independently.
Question: Can you ultimately choose to award one or both?
Answer: Yes, all are evaluated independently.
Question: I am having problems with opening the forms.
Answer: If having problems with forms, contact Skyler Danks and he can send forms individually.
Question: Will a letter of intent satisfy the requirement for subcontractor relationship?
Answer: No, it must be an agreement for work completed within the last three (3) years.
Question: Is there a form for bonding?
Answer: No, Offerors must submit a letter of bonding ability on the Surety’s letterhead stating the Offeror has the bonding capacity for projects up to $2,000,000.
Question: In the Factor 4 form – Key personnel forms. Does the list of the 3 projects need to include the 2 projects listed in the Project Experience Form (Factor 1) or can they be different projects?
Answer: The projects can be the same or different as those submitted for Factor 1 and Factor 3.
Question: On the Project Experience Form – Factor 1. If the proposed project is not completed do we just insert the most current final contract amount and end date? What is the minimum percentage of completion that is allowed for an uncompleted project?
Answer: To be considered, a submitted project must have reached the stage of substantial completion, or if submitting information for current projects, the project must be at least 50% complete by time of the closing date of this solicitation for those projects to be evaluated as part of the Offeror’s relevant prior experience.
Question: For the Project Experience Form – Factor 1. For the project to qualify, should the 3-year period be from the project completion date till the Solicitation bid date?
Answer: Yes
Question: Can different projects be proposed for Factor 1 – Project Experience Forms than the projects listed in PPQ - Factor 3, or do they need to be the same projects?
Answer: They can be different.
Question: Is a title page or table of contents required for this submission?
Answer: No
Question: On factor 5 – Subcontractor Relationships, do the subcontractor agreements we submit have to be one of the proposed projects in Factor 1 or 3 or can it be another project within the 3-year timeframe?
Answer: No, it can be another project.
Question: On factor 5 - Subcontractor Relationships, just confirming that the cover sheet of the subcontractor agreement needs to be submitted. Typically, our subcontractor agreements are eight pages with the signature on the last page. Just wanted to confirm that we can submit our cover page that has all of the requested information on it.
Answer: The submission shall not exceed two (2) pages. Whatever page(s) are provided, they must provide the amount and duration for the project, subcontract amount and duration, project location, and contact/reference information for the project(s). It must also include specific contact information for the subcontractor, to include name, address, phone, and email.
Question: On Form 527 are we to complete Section VI, Items 44 – 47 for Supplier references?
Answer: Yes
Question: On Form 527 section VII, Items 48 -55 are we to complete this section with other Governmental agencies IDIQ-MATOC contracts that we have currently under contract with our firm?
Answer: Provide Public Buildings Service contracts only.
Question: Since financial information is being requested on Form 527 can you provide information on who will view this information and if the financial information will be destroyed after the evaluation is completed?
Answer: All information is confidential and will be treated as such. Our auditing team will review the submission. The information will be kept on file throughout the life of the contract.
Question: Subcontractor agreements requirements to provide two (2) per region. Many of our subcontractors have regional/national footprints, so for example, if one is based in Kansas City, MO can I use this same contractor as one of my two subcontractor submittals for each region if I were to submit for both West Missouri Region (Kansas City, MO – Columbia/Jefferson City) and Kansas (including Kansas City, KS)? This particular contractor has operations in both Kansas and Missouri.
Answer: You can use the same subcontractor, but you must provide different agreements for work within the different geographic areas. We’re evaluating where the subcontracted work took place rather than where the subcontractor is located or where they also perform work.
Question: Filling out the Contractor's Qualifications and Financial Information. Can we provide information on this from the Mentor or Protégé or would it need to come from the JV itself?
Answer: Financial information must be submitted for each member of the joint venture.
Question: Contractor’s Qualifications and Financial Information – What year of financials are you looking for? 2022 or this year to date?
Answer: Provide the most recent prepared financial statements available. A representative from GSA Credit and Finance will reach out if they need additional information.
