Solicitation 47PG0118R0008 Boiler Inspection Question/Answer
1. If there is an incumbent contractor, please provide the contract number?
a. GS06P17GXC0003
2. Has a similar bid already been awarded in the past? Can you provide some information on the prior award? Specifically, we are looking for contractor name and bid price.?
a. The prior award was $33,958.00. The Contractor was Argent Inspections Inc.
3. Who is responsible for testing the controls and the relief valves? The industry is heading in the direction that the inspector is not supposed to touch anything on the boiler so as to avoid liability. The procedure that is developing is for someone representing the client's staff should test the controls and pull the relief valve test lever while the inspector directs and observes.
a. The inspector will be accompanied by an O&M contract employee who can operate the valves under the director and observation of the inspector.
4. Will GSA accept a track record of proven performance in lieu of National Board certification?
a. No. Please see the Personal Qualifications section of the Combined
Synopsis/Solicitation
5. In order to determine how much time will be required to inspect each pressure vessel, please provide the drawing for each or table with service and dimensions.
a. No. This has not been needed for contractors who have bid and performed the work successfully in the past 15 years. I am unaware of any major changes to PV inspections in the past year that would require this information.
6. In order to determine how much time will be required to inspect each boiler, please provide the drawings for each or a table with manufacturer, type, capacity, WAWP, fuels fired, and overall dimensions.
a. No. See answer under question 5.
7. What are the entrance requirements for each building? On arrival, how long will it take for security, safety, and escort?
a. If the contractor has secured his inspectors’ security clearances as required, and the contractor’s inspectors arrive on the date and time he arranged for with the
GSA POC at each building, access to the building will simply be the inspector walking in the office at the location and letting the POC know the inspector is there. See Section IX of the solicitation for security requirements.
8. What restrictions will there be on electronic equipment? In particular, cell phones, cameras, ultrasonic thickness gauges, borescopes, laptop computers?
a. None- if the Contractor’s inspectors have their security clearances. See Section
IX of the solicitation for security requirements.
