EOIR Renovation 575 Pennsylvania Street, Indianapolis, IN REQUEST FOR Proposal No. 47PF0023R0006
Question Response 1 Is there anything needed from the contractor regarding the KPS Waiver form? No.
2 Are there any specific formatting requirements such as font, size, etc.? No.
What do we do in the case that we are unable to obtain a PPQ by the requested due date? It is the offeror's responsibility to ensure past performance references are provided by the due date for proposals.
Will you except CPARS in lieu of PPQs? For the Past Performance factor only, while we will consider CPARS the offeror must specifically identify the contract number and project title of the CPARS report in its proposal. Note also that the project descriptions included in CPARS are often incomplete for purposes of determining relevance, and while we will make an effort to follow up with the reference, there is no guarantee we will be able to get in touch with them to confirm the project scope and relevance.
5 Would you accept previously submitted PPQs? No.
6 The SF1442 format enables me to not be able to extract it from the Volume IV attachment. Can you please provide a version in a different format?
Yes.
It is noted in the solicitation that Representations and Certifications are required to be submitted in the proposal. I could not find these documents throughout the attachments provided. Can you please give some clarification on this?
These are located in SAM.gov.
8 Is there a page count for any parts of the proposal? No.
9 Are the existing Acoustical ceilings on the 4th, 5th, & 6th floors to be removed and replaced in their entirety?
Yes, per A106, A107, A108, and A109
10 What are the Ceiling Heights on Shts. A301, A302, A303, & 304? 9'-0" per General Note Q
11 What are the Letters with the Circles around them on those sheets? Not sure to what you are referring to but please see G101 for drawing legend, tags and symbols, per General Note B
12 Wall types on 1 & 2 on Sht. A702 show the new wall extending to the existing structure above.
What is the Distance from the Existing floor to the above for the 4th, 5th, & 6th floors?
Floor-to-floor height is 13'-6" - Top of floor slab to bottom of deck (ribs) is 12'-2.5" (+/-)
13 Can drawings of the Walkerduct be provided? Yes
Drawing E302, Detail #5 states to furnish a 24-port patch panel, run (4) Cat6 cables from this ADP to ADP 410. Since this note is for ADP 410, can you confirm if this is required?
a. If required, where will this run to since this is within the same ADP?
Yes, the patch panel is required. Run the (4) Cat6 cables to building's dmark location.
Drawing E302 references low voltage cable colors, can you clarify what symbols on the drawings dictate what color cable it requires? We cannot determine what symbols are referencing a copier/printer location or DAR location.
DAR locations shall be the outlets associated with the DAR racks in the ADP rooms (see plans 1,2,3 & elevations A,B,C on drawing E302). Copy/print locations shall be outlets associated with the following symbols on the drawings:
16 Specifications reference CSEIP certification. Is this certification required for the electronic security contractors?
Yes.
17 Would we be able to do another walk through next week 2/13-2/17 before the final submissions are to be done?
This was scheduled.
The acoustical panel you have specified is a standard panel and our S-2100 panel will meet all your requirements with not need to change the specification or any drawings, which do not seem to be available yet. I am available to meet and review the product and can send any samples you would like to see. You have not included any particular fabric, but we have many available and am sure we can meet your intentions. Please contact me with any questions or comments and you can further review the product at www.soundseal.com. Thank you for your time and consideration and I look forward to working with you on this project.
As long as the proposed substitution can meet or exceed the specification, it will be acceptable.
For Speciation Section 03 54 00, Do you know the average depth that will be needed for the cast Underlayment? Please confirm the average depth needed.
There is no average depth requirement, cast underlayments are to be used to level / repair the existing slab where floor finishes are being removed and new floor finishes are being installed. Keyed D.03 on the demo drawings indicate to assume 40% of the existing slab will require repair and leveling. The General Contractor and flooring Subcontractors will need to coordinate this scope of work to meet the new floor finishes manufacturers requirements for subfloor / slab preparation.
For Speciation Section 03 54 00, is the cast underlayment only where we are providing ceramic tiles on the floor or throughout all the areas of work? Please confirm. If Attic Stock is not available, can you please provide the material type, style and color that we will need to match?
See #19 for answer to cast underlayment questions - for the 2nd part of the question -assuming you are asking about Attic Stock for the tile in the Women's Toilet Room on the 5th floor - see #21 for answer.
On Sheet A-501 – Elevation 5, there is a note that states to use the attic stock from the building owner to reinstall the tile. Since the tile would be damaged when removing, we will most likely need new tile to reinstall in the needed areas. Please confirm that the building has enough attic stock to replace the 5th Floor Women’s restroom?
The building should have adequate attic stock for this work.
On Sheet A-501 – Elevation 5 shows where to remove the CMU to access the plumbing pipes. We will most likely need some form of lintel for structural support for the opening. What size lintel are we to use for the supports of these opening?
This is a 'Means and Methods' issue - the Contractor will need to shore/brace the wall and opening during the construction and in-fill CMU back after the plumbing work has been completed. Since this is a temporary condition - during the construction operations, the AOR/EOR will not be able to provide any design or engineering assistance to the Contractor.

Question Response
23 Is there any available parking for the contractors to park their company vehicles? Will the owner provide any parking passes into the building garage?
No. Parking is not available.
On Sheet A-201 – New Work Keyed Note A.03 states to match building colors for floors, wall and ceilings from owner provided attic stock. Please confirm that you have enough attic stock? If Attic Stock is not available, can you please provide the material type, style and color that we will need to match?
Attic stock will be provided for flooring (carpet tile only). The Contractor will need to provide new ceiling tile and wall base (to match existing) for that portion of the work.
On Sheet A-401 – Furniture and Equipment Schedule states that the GC is to provide and install the Mounting brackets for the 65” TVs (TV-1)and the other TV Monitors (EQP-3). Can you please provide the manufacturer and size of the Mounting brackets?
The model number of the two brackets types are in the drawings.
26 On Sheet P-400 shows the riser of two (2) new vents going through the roof deck. Is there a roof warranty for any roof patching?
See #27, below.
On Sheet A-205 – Roof Plan does not state the type of roof that is existing. Can you please provide what type of existing roofing system and the manufacturer to make any necessary repairs and patching if roof is not under warranty?
The existing roof cover is EPDM with ballast. The Warranty is with Tremco. Us a Tremco approved roofing contractor to complete the work. Have a Tremco authorized representative involved during the course of the roofing work and to confirm that the warranty is still valid after the work has been completed.
28 In regard to Section VI.A of the Solicitation, when do you anticipate issuing the Notice to Proceed for the project?
Notice to Proceed cannot be issued until there are sufficient clearances and the required submittals have been approved .
There is currently a lead time for electrical Transformers of over 52 weeks which could not make meeting the time of completion of 300 calendar day difficult. Would there be any extensions of the period of performance if any material lead times would lead to not being able to complete the project within the 300 Calendar days?
This issue can be raised post-award.
30 Does the roof have a warranty? Please provide the name and contact for the current roof company.
See #27
31 We assume the numbers in the squares on the drawings indicate room signage and correspond with proofs in the specs. Please confirm.
That is correct - the spec includes the agencies total signage package but not all signs are being used - only the ones noted on the drawings.

Please advise.
Typical edges are square (wood base is square), except where profiles are shown on the drawings.
35 Sheet A502, DIAS details 6 & 7 can we get an enlarged detail of the oak cap to see what edging/profile/thickness is required?
The cap is 4-1/2" x 1-1/4" (actual size) with a 3/4" chanfered edge.
Sheet A502, DIAS details 6 & 7 can we get enlarged details of the privacy panel wall so we can see what the trim profiles are and what the panel materials and thicknesses are at both sides of the wall?
See attached, Detail 8 - Dias- Privacy Panel Details, attached.
37 Sheet A502, DIAS details 6 & 7 can you please clarify if the bookcase is to be white oak or plastic laminate?
All surfaces are stained oak, including back sides of the Dias, shelving, etc.
Sheet A601, Typ. Courtroom Elev. 2 can you please clarify if the stair tread nosing continues across the floor of the judge’s bench as shown and noted here or if the tread does not continue thru as it is not shown on Sheet A502, details 6 & 7?
The bullnose does continue across the front of the Judge's bench.
Sheet A601, Courtroom Side Gate Elev. 10 can you please clarify if balusters are to be nom. 1 x 2’s as noted here, or nom. 2 x 2’s as seemingly shown as ‘square’ at enlarged Courtroom Gate Hinge detail 11 on sheet A601?
Make them 2x2's
A401 – A404 Furniture Plan dwgs. can you please clarify what room(s) Equipment Item EQP-7, that is noted in the Furniture & Equipment Schedule, is located as we do not see any called out in any of restrooms or break rooms on these (4) plans?
This refers to a pull out trash/recycling insert (pull out bins) in the millwork at the Break Rooms, Wellness Room, and Print/Copy Room - see 1, 2, 5, 6 and 7 on A602
Can we please get a section thru the EQP-7 Trash/Recycle Bin to see what container is required to hold the trash/recyclables, unless it is an Owner furnished trash can/receptacle?
Millworker can design the pull out door/hardware and include 2 off-the shelf plastic trash bins, sized to fit into their design.
Regarding the accent panel - detail 8/602 states that the wood is to be oak finish grade plywood. Can we please see a section thru the 4" tall oak base B-2 shown at Elev.
1/A602 so we know what the thickness and profile needs to be?
Base B-2 is a 1x4 oak base with no profile. Is forms the wall base throughout the courtrooms and will wrap over the accent panel that is at the back of the Dias.
43 How far apart is tube steel to be in Type 3 walls? Per the note on Partition Type 3 (1/A702), Contractor is to provide delegated design for this partition - that should include quantity of post and spacing.
44 Clarification: the existing walkerduct should be utilized to provide floor power at the attorneys tables at the courtrooms.
