76. 2.5.G: Spec calls to retain the compensation for car 11 only, I assume there is no compensation on all other passenger cars and thus N/A?
a. Because the existing machines will be retained, the existing compensation will be retained.
77. 2.7.B: We noticed there were no escutcheon holes in the hatch doors currently, please confirm this will not be required with an elevator modernization for GSA
a. Escutcheon holes do not exist and are required as part this project per code. Some friable materials in the hoistway door will be encountered and abatement procedures will be required for the escutcheon holes at the hoistway doors (only), not full abatement. For additional information on abatement procedures, refer to the responses to RFI #80 and RFI #81.
78. Can you confirm if the following exist currently: Top of car handrails, pit ladders, safety switches, hoistway screening between cars, walk in pits.
"Safety Switches" refers to escape hatch at the top of car. Do they currently have an emergency active contact in place currently?
a. Yes, the top of car handrails exist. Pit ladders exist at the west bank of elevators and the elevators on the east bank have walk in pits. If additional safety switches are required for your work, then the contractor will need to provide them. The Contractor should follow safety procedures and anticipate that the hoist ways do not have hoist way screening between cars. For additional information, refer to
SECTION 142200 - ELECTRIC TRACTION ELEVATOR MODERNIZATION.
79. The hydraulic elevators nor the service elevators are in the scope of work. Please confirm these cars will not be require fire service upgrades once the modernization of the passenger elevators occur.
a. All fire key switches in non-modernized elevators in this building are to be replaced to match modernized elevators. For additional information, refer to SECTION 142200 - ELECTRIC TRACTION
ELEVATOR MODERNIZATION.
80. Is Asbestos Abatement a part of this scope of work? GSA provided a specification for asbestos abatement, but stated that the materials which tested positive are not anticipated to be disturbed for this project.
a. Due to escutcheon holes being require in the hoistway (hatch) door (see RFI #77), the contract scope will require drilling into asbestos containing material (hatch door lining) potentially making a non-friable material now friable. However, due to the limited amount of work, a properly licensed individual will be able to ensure this work is performed properly without any fibers being released. The contractor shall still be required to follow all OSHA regulations during the work and applicable sections of Specification
028200.
81. The Asbestos report states the cab floor tiles and hoistway door lining contains asbestos, the drawing(s) sheet
A100 - Floor Plan - say both of these items are to remain in place as is. The specifications referenced herein contain much documentation and reference to asbestos abatement policies and procedures. Please confirm that within the scope of planning and bidding of this project, we the contractor are not to provide any asbestos abatement planning, costs, or resources in our bid at this time? Please confirm if asbestos is discovered or disturbed at any time in the project, the GSA would be responsible for the additional costs and schedule delays of abatement and remediation of the asbestos material.
a. 82. Provide a copy of the post modernization maintenance agreement referenced for the elevator work.
a. A post maintenance agreement will not be required above and beyond warranty.
83. What time should be included for site training and daily/monthly processes required by the facility.
Just trying to understand what requirements of any are there by the GSA for our technicians to come in and work? Or is it our assumption that we will work IUEC hours, uninterrupted with no requirement for site training, badging, site safety meetings etc.
a. The contractor shall be responsible for attending weekly project progress meetings as specified in the specifications. Additionally, any site safety meetings are the responsibility of the prime contractor to coordinate with their subs.
Security Clearance process does not require any training, however a Security Clearance POC, from the GC staff, will be required to work with the GSA Requesting Official (RO) on obtaining security clearances for the contractor employees.
The contractor will also be responsible for training the building O&M contractor on items as applicable to the scope of work. Refer to specifications regarding training requirements.
84. The timeline appears to be achievable assuming we work on 1 car per bank at a time but we would request an additional 3-4 weeks per car for the new machine option should it be accepted.
a. The Period of Performance is listed within the drawings and specifications. Provided bids should show how the project can be accomplished within that time frame. For additional information on the number of elevators to remain operational per bank, refer to the response to RFI#14 (in Amendment 002).
85. Will the prime contractor be provided a laydown area for materials.
a. Yes.
86. Please confirm if any temporary barriers are required for fall protection at hoist way doors at each floor.
a. Yes. For additional information on other temporary barriers, refer to the response for RFI #49 (in
Amendment 002).
87. Please confirm if there are any costs associated with the GSA EPM System requested for this project.
a. There is no cost to the GC to obtain this web-based system. The GC will work with the GSA to obtain an ePM account for all applicable personnel upon receipt of their security clearance.
88. For the elevator machines the specifications state, “retain existing (alternate for new AC, permanent magnet machine with redundant brake)” there are no price alternates listed in the solicitation. Please advise.
a. The alternate for the new AC will not be taken and bidder should not price this alternate. Delete

2.1 SUMMARY in SECTION 142200 - ELECTRIC TRACTION ELEVATOR MODERNIZATION.
89. For the gearless Traction Hoist Machine the specifications state, “retain existing. Alternate for new”. There are no price alternates listed in the solicitation. Please advise.
a. The alternate for the new AC will not be taken and bidder should not price this alternate. Delete
'Alternate for new.' under Paragraph B, Article 2.5 MACHINE ROOM EQUIPMENT in SECTION
142200 - ELECTRIC TRACTION ELEVATOR MODERNIZATION.
90. Is there a proprietary DIV28 security contractor at the facility? If so, please provide company and point of contact.
a. The elevators are currently monitored by Battle Creek so any entrapments would be reported through the access lines in the elevators directly to BCMC.
91. What needs to be included in the Project Management Plan?
a. Per the solicitation, Evaluation Factor 2, the Project Management Plan should include: narrative on
Overall Approach, Staffing Plan, Quality Control Plan, Safety Plan and a Recycling and Green Building
Plan. For more detail on specifics these plans should include, please see the "GC Solicitation -
47PF0020R0108 - 02252021" document page 24.
92. Is the safety plan and quality control plan included in the 60 page proposal limitation?
a. The safety plan and quality control plan can be excluded from the 60 page proposal limitation.

Project Summary:
The Harold Washington Social Security Center is a 10 story structure constructed in 1975. The
Passenger Elevator Upgrade Project is intended to repair passenger elevator equipment. The project will upgrade 12 passenger elevators with new state of the art, energy efficient, non-proprietary, microprocessor-based controllers and drives. Additional scope includes refurbishment of governors, buffers and pit equipment for each elevator; and realignment of any misaligned guide rails. The fire command panel will be replaced and incorporated with the emergency power operation panel along with the fire alarm monitoring and management system. Guarded LED lighting will be added in pits and shafts. All Abandoned Equipment will be removed in repainted machine rooms. Building Information Modeling (BIM) will be provided. Cab interiors, which were refurbished in 2017, are in good condition and are not part of the project.
Contract Type and Evaluation Criteria:
This contact will be awarded as a firm fixed price and proposals will be evaluated using a best value process. The four main factors being evaluated are:
1. Past Experience on Projects of Similar Size and Scope
2. Project Management Plan
3. Qualifications and Experience of Key Personnel
4. Relevant Past Performance
For this RFP, the technical evaluation is more important than price. However, as proposals become more equal in their technical merit, the evaluated cost or price becomes more important.

Evaluation Criteria Elements:
1. Past Experience on Projects of Similar Size and Scope:
This factor considers the offeror’s past experience as a firm in providing comparable construction services on similar projects. This factor will be evaluated based upon the written response included in the technical proposal. Experience can be described as what jobs the firm has performed. Greater weight will be given to experience more similar in scope to this project.
2. Project Management Plan:
This factor considers the Offeror’s project management plan which indicates the means and methods they will employ to ensure management of the project in a manner which will maximize the opportunity for successful completion that is on-time, on-budget, and within quality expectations. This factor will be evaluated based upon the written response included in the technical proposal. The proposal should delineate the Offeror’s knowledge, programs and processes, relating them to the unique requirements of this project and demonstrating their approach to its management and execution.
3. Qualifications and Experience of Key Personnel:
The offeror shall identify the personnel they propose to fill the key team member positions and state their roles and responsibility to the project. The Offeror shall provide evidence of the competency, past performance, qualifications, and related experience of key team members.
4. Relevant Past Performance:
This factor considers the Offeror’s Past Performance for the projects submitted under evaluation factor number 1, Past Experience on Projects of Similar Size and Scope. This factor will be evaluated based upon the responses from the references provided by the Offeror. Past performance can be described as how an Offeror performed on a job.
