1. Given that this solicitation is a Total Small Business Set-Aside, would the government please consider revising the Factor #1 Past Experience project magnitudes from projects of construction cost $5M-$10M to projects of construction cost $1M-$10M?
a. The dollar value provided is in compliance with requirements of the Federal Acquisition Regulations, in regards to supplying project magnitude. The dollar value is intended to represent the level of effort demonstrated under past experience. Proposals will be evaluated per the requirements of the solicitation; projects submitted under Factor #1 which are highly similar to the scope of the proposed project will be scored more favorably than projects submitted which are less similar.
2. Will the government consider the past experience and references of major subcontractors for Factors #1 and
#4? As this is a Total Small Business Set-Aside within NAICS 236220, the specialty trade experience will likely come from a subcontractor.
a. The potential contract will be with the Prime Contractor submitting the proposal; the Prime Contractor will also be responsible for managing the overall contract, so it will be the past experience of the Prime
Contractor which should be considered for evaluation. While it is permissible to supply past experience and past performance of significant subcontractors, the focus of the proposal evaluation will be on the qualifications of the Prime.
3. Through our research it would prove difficult for a Small Business prime contractor to meet the requirement of 3 past performance projects for factors 1 and 4, with a project magnitude at $5mm-10mm. Can prime contractor use subcontractor's previous experience to fulfill these factors?
a. Please see answer to RFI #2.
4. Can the same past performance projects be submitted for factors 1 and 4?
a. Past performance questionnaires for Factor 4 should be directly attributed to the past experience projects submitted under factor 1.
5. Can the Offeror apply for Facility Security Clearance upon Notice of Award in lieu of possessing such clearance at the time of the bid? As there is a long lead time associated with starting this project in the field, the
Offeror would have adequate time to request this clearance.
a. A contractor will only be required to submit security clearance requests if they are selected for award.
The information on that process would be included with an award letter. It is not a requirement for submitting a proposal.
6. Will a signed and notarized non-disclosure agreement be required of each subcontractor wishing to gain access to the drawings through the general contractor, or will the interested subcontractor(s) be required to contact the GSA point of contact directly to gain access to the drawings?
a. A non-disclosure agreement will not be required to share the elevator project design drawings with subcontractors. The drawings are labeled Sensitive but Unclassified (SBU), and should be treated as such. They should only be disseminated to those with a business need to know, and be destroyed when no longer needed for business purposes.
7. Please confirm what time the bid is due. Beta.sam.gov states 1PM CDT, as well as the cover of the solicitation.
Solicitation page 6 of 31 states 4:00PM CST.
a. The bids are due at 1:00PM CST on April 2nd, 2021.
8. Bids are to only be submitted electronically by email as stated on page 6, Receipt of Offers. Can they be sent in multiple emails due to the potential size of the attachments?
a. Yes, if attachments are over 25MB, they may not be able to be sent successfully. If this is the case, please send in multiple emails noting each emails "1 of 2" and "2 of 2" etc.
9. 1.2.A: Please confirm the elevator contractors are submitting their bids through the soliciting GC’s. Also, please confirm all related work/work by others will be carried by the GC
a. This is a total small business set-aside. To be the prime contractor and submit a proposal on this project your firm needs to be register in the System for Award Management as a small business. Large elevator contractors can be used as subcontractors on this project.
10. Given that the project's site visits were split up between different days, can the sign in sheets for each visit be provided.
a. Yes, they are attached to Solicitation Amendment 001.
11. Factor #4 of the solicitation states that Offerors must provide a GC Reference Form for each project submitted in Factor 1, but then goes on to also describe that the Offeror must have their references submit Past
Performance Questionnaires directly to the Contracting Officer. Please confirm if both the GC Reference Form and PPQ are required for this submission.
a. The GC reference form is simply the name and contact info of the references you plan on having fill out the PPQs. Both are required as the PPQs are what is being evaluated, and the contact information is necessary incase the information provided by the reference is incomplete or if a follow up is required.
12. Can you confirm the due date for RFIs for RFP 47PF0020R0108 SSA Elevator Upgrades?
a. RFIs are due by Friday March 19th, 2021.

Those visiting the site will be escorted and limited to no more than 3 individuals. You may not be able to see space right at the start of the block of time selected, but we anticipate being able to accommodate everyone within their respective time block. All individuals attending the site visit shall:
1. Report any fever, flu-like symptoms, fatigue, or new loss of smell or taste.
2. Wear a face mask.
3. Practice social distancing as recommended by the Center for Disease Control
(i.e., remain six feet apart).
4. Adhere to any building regulations, such as limits on elevator usage.
5. The contractor will report any COVID-19 symptom, including but not limited to fever, flu-like symptoms, fatigue or new loss of smell or taste for any employee that has been on site up to 72 hours after their visit. Reporting will also be made regarding any employee that had been on site and does test positive for COVID-19 within ten days of being on site. All reports shall be made to the GSA Contracting Officer by the contractor within 8 hours of the employer being notified.
If stricter Federal, state or local requirements are in-place for face coverings, those shall be followed. Photos of the site may be permitted on a case-by-case basis, with permission required by the onsite coordinator.
