Question 1: The 2 year warranty calls out that two years are nonpaid. We are only discussing issues with new work we installed, not the entire building?

Answer 1: The 2 year warranty is only for new materials and labor. The warranty only applies to the new work and does not apply to the entire building.

Question 2: In regards to hydrostatic testing, to isolate only the new floor control valves will almost be impossible unless the entire floor is tested. What does the GSA expect to see?

Answer 2: The GSA expects the hydrostatic testing shall follow the requirements within NFPA 13, latest edition.

Question 3: Drawings are to be submitted to GSA and AHJ. Can we assume you are referring to the AHJ as being the City of Dayton?

Answer 3: No, the AHJ (Authority Having Jurisdiction) is Todd Roeder, GSA Senior Fire Protection

Question 4: Can we work the project (4) 10 hour evenings?

Answer 4: Yes, working (4) 10 hour days is acceptable keeping in mind the period of performance shall be met.

Question 5: When the GSA witness’s the acceptance testing of the new flows and tampers, will this also be during off shift hours?

Answer 5: Yes, all fire protection system and equipment will be tested after normal business hours.

Question 6: Will the sign in sheet be available to us?

Answer 6: Yes, the sign-in sheet for the pre-proposal meeting was made available via beta.SAM.gov in the project solicitation on May 21, 2020.

Question 7: The drawings for floors 2 – 8 show 2 FACP on each floor. There are no existing FACP extender panels in the north closets. Would this also be a change to the new design where only 1 new

FACP would need to be provided on these floors?

Answer 7: No, FACP (Fire Alarm Control Panel) and NAC (Notification Appliance Circuit) extenders shall be provided as shown. Floors 2 through 8 do not have an existing FAEP (Fire Alarm Extender

Panels) in the north corridor closets - the drawings show there is a FAEP in each north corridor closet.

New FAEP, as shown on the drawings, will be installed in the north corridor closets and the south corridor closets as shown on the drawings on these floors.

Question 8: Will blank covers be acceptable for all recessed fire alarm boxes inside existing walls when demolition starts or will the boxes need to be removed and patched? If boxes are to be removed and patched, does that also apply to the concrete walls by the elevators, and the ceramic block inside the first floor marshals area?

Answer 8: This is specified in the section CUTTING AND PATCHING 01 73 10.

Question 9: In the US Marshalls secure areas, the ceiling tiles are not removable and there are ceiling mount devices to be installed. Do we need to make the new boxes flush inside of these security panels or can we utilize surface mount boxes and drill a single small hole up into the ceiling space for the conduit penetration?

Answer 9: Contractor shall re-use existing fire alarm device boxes for new fire alarm devices in the following areas/rooms: 112 PRISONER PROCESSING and 118 SALLYPORT. An existing wall-mounted fire alarm strobe device is not shown on the drawings in the 124 FUR. corridor. This device is located on the east wall approximately 5'-0" from 124 BOND RELEASE CORRIDOR. This existing device is to be included in the scope of work. A new device will replace this device in the same location and box.

Question 10: In each of the courtrooms the ceilings are made of large special panels that will need to be removed and replaced after each nights work. There is a lot of furniture that will also need to be moved to enable utilizing a one man lift up that high into the ceiling space. Does the courtroom ever go for 3 days or more without being used where we could perform this process without re-arranging everything every night and replacing it only to accomplish 1- or 2-hours actual installation work each night?

Answer 10: The execution of this project will require detailed planning and scheduling. With proper notice, Property Management should be able to accommodate such a request with the understanding that the three days need could include Saturday, Sunday, and a Holiday. For example, the room would be available Friday, Saturday, and Sunday. New fire alarm devices shall be white color or finish.

Question 11: Will we be given a material and tool staging area? If so, where would that be?

Answer 11: Yes, approximately 750 sq ft of vacant space will be made available on the 8th floor of the facility for storage/staging.

Question 12: Yes, all notes stipulate that the new system is to be operational prior to removing any portion of the old system. Please clarify the scope of work associated with replacing flow switches and tamper switches on existing valves and sprinkler piping and how that is to be done. Are the new flow switches to be installed in the existing hubs where the existing flow switches are now? If so when will this work be performed? Will these new devices need to be compatible with the old system AND installed into the old system and at a later date change them over to the new system?

Answer 12: Yes. New dual contact water flow (WF) and tamper switches (TS) will be provided by the

Contractor as specified in the contract documents. After the new devices (along with new fire alarm interface modules) are installed as specified (by fire alarm/sprinkler contractor), the existing fire alarm system wiring can be connected to one set of contacts on the new WF/TS and the new system wiring connected to the other when ready. This allows both systems to be inservice/ tested as needed. Once the system is accepted and placed in service, the existing wiring would be removed from the first set of contacts of both the water flow and tamper switches.

Question 13: The FP100 shows a sprinkler control assembly. Will this be installed prior to the new system being commissioned or after? Each assembly shows a flow switch. If this is performed prior to the commissioning of the new system the new flow switch will have to be programmed into the old system first and then changed over to the new system when it is commissioned.

Answer 13: Please see the reply for Question 12.

Question 14: Will the government perform the commissioning of the system?

Answer 14: No. General contractor. Final acceptance and integrated testing of the new Fire Alarm System, Emergency Responder Radio Communication Enhancement System and Sprinkler System modifications will be completed by the general contractor and sub-contractors at the direction of GSA and consultants. A member of the

GSA Regional Fire Protection Team (FPT) shall witness the final tests. All inspections and tests will be completed in accordance with project specification section 283101, part 3.7.E and referenced code/standard requirements for each particular system.

Question 15: The Drawing FA505 General Note 11 states: 11. AN INITIAL BUILDING RF SURVEY

HAS BEEN COMPLETED TO ASSIST IN DESIGN OF THE SYSTEM ENHANCEMENT. RESULTS

OF THIS SURVEY ARE PROVIDED IN THE SOLICITATION. I nor my BDA Sub can find the RF

Survey Report.

Answer 15: This survey has been made available via beta.SAM.gov in the project solicitation. The file name is Radio Communications Test Results.pdf.

Question 16: Can blank plates be used over old junction boxes when removal of old fire alarm/strobe devices? Some of the existing are on custom architectural panels that will be impossible to patch.

Answer 16: Please see the reply for Question 8.

Question 17: Can bid date of June 10, 2020 be extended? Will need additional time to review answers to questions asked in pre-bid RFI’s, as well as information gathered during the March 27th walk-thru.

Answer 17: No, the bid due date is not extended.

Question 18: Can a list of contractors w/contact information responding to the RFP and/or attended any of the site visit be made available?

Answer 18: Yes, the sign-in sheet for the pre-proposal meeting was uploaded to the solicitation via beta.SAM.gov on May 21, 2020. The list of attendees to the site visit was posted to the solicitation via beta.SAM.gov on 6/3/2020. The awardee will be public knowledge once the award is made.

Question 19: In regards to the section below, if the project is not a design/build, and bidders shall only provide a system per the construction drawings, then does that mean that if “intelligibility” or “audibility” of the system is not reached, that the fire alarm contractor will be compensated to add to or modify the system to meet these requirements? Also, please describe minimum requirements for fire watch. (Number of people required, qualifications of people performing the fire watch, communication methods for in-house personnel and with fire department etc.)

Section 011000 SUMMARY

Subsection 1.7 MISCELLANEOUS (page 5 of 274) ·

C: Acoustically Distinguishable Spaces (ADS) shall including the following areas: entry/main building lobbies, elevator lobbies……………..Contractor shall pay for acoustical analysis design and make all necessary modifications to meet the specifications for ADS’s. ·

D: Contractor shall provide a full fire alarm system replacement as represented in the construction drawings and within the specifications. This project is not design/build delivery method. Has an acoustical design analysis already been performed by the engineer/architect?

J: Contractor shall provide a fire watch while the fire alarm and/or fire protection system is off-line.

Answer 19: See attached the specification Section 28 31 01. Section 2.3 Fire watch requirements follow specification section 013525. This was not included in specification manual in the solicitation and shall be added now via this Amendment.

Question 20: In reference to the section below, at some point in the replacement of the existing system, existing connections to the FIRE PROTECTION SYSTEM, MECHANICAL SYSTEM, AND

ELEVATOR RECALL, will need to be switched over from the old system to the new system. So it will be impossible to keep the existing system completely maintained and fully operational before the new system is completely tested and accepted by the government.

Section 28 31 01 MULTIPLEX/ADDRESSABLE VOICE EVACUATION FIRE ALARM SYSTEMS

Subsection 1.1 DESCRIPTION OF WORK (page 197 of 274) ·

E: Existing Fire Alarm Equipment

1. Existing fire alarm equipment shall be maintained fully operational until the new equipment has been tested and accepted by the Government

Answer 20: This would be part of the construction phasing from the existing system to the new system during final testing and integrated testing. It is expected the contractor will have all wiring, controls, relays, etc. installed, programmed, ore-tested and ready for switch over. This would apply to elevator recall, smoke control, HVAC fan shut down. The intent being that all switchover and tie-in to existing systems/equipment would occur during final testing near the end of final testing.

Question 21: Can you identify specific areas/room numbers/floors in the building that the below subsection applies to?

Subsection 1.4 SYSTEM DESIGN (page 208 of 274) ·

A.20: Where speakers are installed in a high security area (FBI, DEA, Witness Protection, etc.) one of the following methods shall be used to meet fire and security requirements.

Answer 21: There are no spaces in the building this subsection applies to.

Question 22: In regards to the section below, can you tell me which is the preferred method of secondary transmission: IP or cellular? Is the purpose of this RFP to change the existing monitoring company? If so, should new monitoring costs be included in this proposal? If not, can you provide information about the existing monitoring company?

Subsection 1.4 SYSTEM DESIGN (page 207 of 274) ·

A.14.C: The second means of transmission shall be as required by NFPA 72, latest edition. If IP transmission……….The remote supervising station shall be identified in the submittals and the methodology of transmission shall be confirmed in writing.

Answer 22: The preferred means is cellular for the secondary transmission. The existing monitoring account can be transferred to the new system upon placing it in service. The current monitoring company is Select Fire Protection, Midwest Electronics 7300 Chimney Ridge Rd, Columbia MO, 65203. The company’s phone number is 314-569-2814

Question 23: In regards to the section below, can you identify specific areas/room numbers/floors in the building that this applies to?

Subsection 1.4 SYSTEM DESIGN (page 208 of 274) · A.20: Where speakers are installed in a high security area (FBI, DEA, Witness Protection, etc.) one of the following methods shall be used to meet fire and security requirements.

Answer 23: Please see the reply for Question 21.

Question 24: In regards to the subsection below, has this been done already? What recourse does the fire alarm contractor have if changes/modifications to the notification system are required to meet this requirement? Is the proposed new fire alarm system being used as a MNS? Do notification devices for this project have to have “Alert” or “Fire”?

Subsection 2.3 NOTIFICATION APPLIANCES (page 222 of 274) ·

A.6: To ensure that audible signals are clearly heard and intelligible in atria, large spaces………..It is required that in spaces that are acoustically distinguishable, that the Contractor physically test speaker layout with demonstration speaker systems or mockups of the speaker systems to validate the design prior to installation. Mockups shall comply with 28 31 01, Par. 3.5………..Meeting the required decibel levels without providing a clearly intelligible messaging system will not be considered to be in compliance with this specification.

A.8: Provide speaker appliances listed under UL Standard 1480. Speakers which are used for Emergency

Communication System (MNS) shall be labeled “Alert “instead of “Fire.”

Answer 24: See Specification 28 31 01, Section 2.3 for audibility and intelligibility. Mockups have not been completed and shall be completed as specified.

Question 25: In regards to the subsection below, is a VDU required for this project? It is mentioned/referred to in several other sections of the specification. If so, can a specification for the VDU be provided? Is this meant to be a graphical command center – computer w/graphical screens displayed on a separate monitor – using CAD drawings showing locations of alarms and providing action messages and virtual command prompts?

Subsection 2.13 FIRE ALARM CONTROL PANEL VIDEO DISPLAY UNIT (Typical for systems with

150 or more initiating devices): NOT USED (page 235 of 274)

Answer 25: Items labeled "NOT USED" are not used on the project. No Vision Video Display Unit

(VDU) and/or graphical interface is required for the project.

Question 26: In regards to the subsection below, has this been done already? Is this required?

Subsection 3.5 MOCKUPS FOR AUDIBLE VOICE INTELLIGIBILITY IN ACOUSTICALLY

DISTINGUISHABLE SPACE (Entire section pages 244-246 of 274)

Answer 26: No, mockups have not been completed. Yes, mockups shall be completed as specified.

Question 27: In regards to the subsection below, device locations and speaker taps are already identified on the drawings. Will the fire alarm contractor be compensated if modifications need to be made to the system to meet this requirement?

Subsection 3.7 TESTS (Entire section pages 247 of 274) · C: Sound Pressure Levels: o Item #2: Make repairs, re-tap speakers, or add speakers to correct any deficiencies in audibility found.

Answer 27: See general note #4 on sheet FA001. Drawings are diagrammatic in nature. The proposal shall be in accordance with plans and specifications. Reference 283103 section 2.3.

Question 28: In regards to the Subsection 3.9 SPARE PARTS AND TOOLS (Pages 252-253 of 274),

(1) Complete set of Beam type smoke detectors. No beam detectors are in base bid. Is a spare necessary?

(4) Water flow switches. Shouldn’t this be provided by fire protection contractor?

(4) Tamper switches. Shouldn’t this be provided by fire protection contractor?

Answer 28:

No beam detectors are required for spare inventory.

The water flow and tamper switches are included in the spare inventory of the fire alarm system components and not covered/included in specification section 211313

Question 29: Drawing FA500 “Fire Alarm Power Riser Diagram” references electrical panel EML1 at the

Basement Level. Drawing E100 “Basement Electrical Plan” does not appear to evidence panel EML1.

Please provide the location of said panel.

Answer 29: Fire alarm control and extender panel power will be from a new power conditioner located on all floors. The line side of the power conditioner will be connected to the existing power circuit that feeds either the fire alarm control or extender panel being removed on that floor. The load side of the power conditioner will be connected to the new fire alarm control or extender panel(s) being installed on that floor. For floors 2 through 8, the power conditioner will be installed in the south corridor closet. On floor

5, FACU-02 will receive power from the power conditioner on the 5th floor. On floor 8, FACU-03 and

BDA will receive power from the power conditioner on the 8th floor.

Question 30: Drawing FA101 “1st Floor Fire Alarm Plan” Note 7 references electrical panel 'DP-BE' which directly contradicts information identified on Drawing FA500 “Fire Alarm Power Riser Diagram”.

Please confirm intent.

Answer 30: FA500 information shown is incorrect for power for FACU-01. Use information shown on drawing FA101 "First Floor Fire Alarm Plan" plan coded note 7 is the design intent.

Question 31: Drawing E100 “Basement Electrical Plan” Note 12 states contractor shall procure and install a new power conditioner. Information referencing the requirements for a new power conditioner do not appear to be outlined in the specifications, nor are any details evidenced in drawings distributed. Please confirm intent.

Answer 31: See 28 31 01, Section 2.18 for power conditioner specification.

Question 32: Information contained in Specification 283101 3.1 A and B does not appear to be reflected on drawings. Please confirm intent and provide design clarification.

Answer 32: For Specification 283101 3.1A, fire alarm control and extender panel power will be from a new power conditioner located on all floors. The line side of the power conditioner will be connected to the existing power circuit that feeds either the fire alarm control or extender panel being removed on that floor. The load side of the power conditioner will be connected to the new fire alarm control or extender panel(s) being installed on that floor. For floors 2 through 8, the power conditioner will be installed in the south corridor closet. On floor 5, FACU-02 will receive power from the power conditioner on the 5th floor. On floor 8, FACU-03 and BDA will receive power from the power conditioner on the 8th floor. For

Specification 283101 3.1B, use existing fire alarm control or extender panel circuits unless drawings state otherwise.

Question 33: Drawing FA505 General Note 11 states “An initial building RF Survey has been completed to assist in design of the system enhancement. Results of this survey are provided in the Solicitation” yet the referenced survey does not appear to be evidenced in the Solicitation. Please provide the RF Survey as referenced.

1. PROVIDE NEW FIRE ALARM DEVICE AS INDICATED. PROVIDE NEW FIRE ALARM

SYSTEM TO REPLACE EXISTING FIRE ALARM SYSTEM THAT IS BEING REMOVED.
