QUESTIONS:

The question submission period is extended from April 5, 2020 to no later than Friday, April 10, 2020 at 12:00 P.M. CST.

CONTRACTUAL ITEMS
Offerors are cautioned to carefully read the entire Solicitation and the Agreement to be included in the Contract contemplated by the Solicitation in order to be fully aware of all requirements and clauses in the contemplated Contract. Verify that all blanks requiring information to be supplied in an Offer have been properly filled out, that all pricing and other numerical data is accurately calculated, and that all copies of the Offer contain the same information.
No oral statement made by a Government representative during the pre proposal conference, nor any written record of such oral statements as may be made and subsequently furnished to the offeror, will be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of the Solicitation (including, but not limited to specifications, drawings and written amendments to the solicitation). Pre-Proposal Conference Passenger and Freight Elevator Modernization acknowledged in the same manner and under the same conditions as all other written amendments to the Solicitation.

II.B. Proposal Format
Please include one (1) copy of your proposal containing the forms and information as requested in part II.C. Price Proposal and II.D. Technical Proposal.

Proposals will only be accepted in electronic format, via email. No disc or faxed proposals will be accepted
Offerors that need to submit multiple emails due to file size limitations shall name their electronic submissions as follows:
“PROPOSAL Lansing Elevator Email 1 of X”, etc.
Offerors shall note that in the case of multiple submissions, all emails shall be received by the Contracting Officer and Contract Specialist prior to the closing date and time of this solicitation in order for the submission to be considered timely.
II.C. Price Proposal
(1) Contents
The Price Proposal shall consist of the SF 1442 and Cost Breakdown, with prices and/or rates indicated for each price element shown on the cost breakdown form included in RFP. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.
(2) Qualifications, Exclusions and Conditions
If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.

II.D. Technical Proposal
Technical Proposals will be evaluated on the criteria described below. Each factor will be scored as follows:

Factor 1: Past Experience
This factor considers the extent of the Offeror’s past experience as a firm providing comparable construction services. The Offeror shall submit information on at least three (3), but no more than five (5), comparable projects that have been substantially completed by the contractor in the last five (5) years from issuance of the RFP.
Comparable construction services are defined by the following characteristics:
● The project involved construction and/or modernization of an elevator
● The project was performed in an occupied and functioning Government or
Commercial office building
● Total project construction cost at award exceeded $1,000,000
● Services were provided in a historic building.
● Services were in a building that required coordination with security personnel for security and access.
Projects over $1,000,000 will be given preference over projects submitted below $1,000,000. A contractor may submit examples between $500,000 and $1,000,000 but the Government will only evaluate if they do not have the minimum number over that Amount.
For each project presented in relation to this factor, the Offeror must explain how the
Pre-Proposal Conference Passenger and Freight Elevator Modernization characteristics of the project relate to the characteristics of this project. The comparability to this project is more important than the quantity of projects presented.
For each project presented the Offeror shall submit form A.2 as a part of their proposal package. Offeror will provide attachment B to their references who will complete the form and provide directly to the GSA by the closing date and time of the
RFP:

Factor 2: Project Management Plan
This factor considers the Offeror’s project management plan which indicates the processes that will be used to maximize the opportunity for successful completion of this requirement, within budget, and meeting quality expectations in accordance with the design specification for each elevator. The Project Management Plan will be evaluated

The plan should identify and elaborate on significant project components such as safety, quality control, subcontractor identification and management, property manager and/or tenant coordination, system coordination, coordination with other ongoing projects, etc.
and should demonstrate the Offeror’s knowledge, programs and processes. This factor will be evaluated based on the Offeror’s written response; the written response shall not exceed three (3) double-sided pages.
Standard for Evaluation:
1. The project management plan describes the offeror’s approach for for the modernization of each elevator. The plan includes, but may not be limited to, scheduling and cost control methods, change order management, subcontractor identification and management, and goals for meeting or exceeding performance criteria.
2. As a part of the plan, offeror’s identify and propose a way to manage the most significant risks that may be associated with this project. Such risks may include matters that jeopardize performance within budget and schedule limitations, subcontractor performance, building occupancy, and/or site access.

Factor 3 Past Performance
Pre-Proposal Conference Passenger and Freight Elevator Modernization
This factor considers the Offeror’s Past Performance for the projects submitted under Evaluation Factor Number 1; past performance can be described as how an Offeror performed on a job. This factor will be evaluated based upon the responses from the references provided and any other sources that the Government may solicit to find references for other relevant, comparable work performed by the Offeror and may include institutional knowledge or other sources.
This factor considers the past performance of the Offeror and proposed subcontractors for key trades. The Offeror shall submit a minimum of three (3) and no more than five (5) references for comparable projects substantially completed in the last five (5) years.
References must be submitted for the projects presented in relation to Factor 1:
Experience. References must complete Attachment B: Past Performance Questionnaire and submit them directly to the Contracting Officer prior to the closing date and time of the subject RFP.
If the Contracting Officer becomes aware of required past performance information omitted from the Offeror’s proposal, the Contracting Officer may draw a negative inference from the omission of such information.
The quality of the Offeror’s past performance in carrying out the work of a comparable nature with reference to such aspects as quality of services rendered, control of exigencies (changes and claims), budget control, timeliness, business integrity and technical success are part of the consideration. The effectiveness of the Offeror’s management of the administration aspects of performance, their willingness to cooperate with or assist with routine matters and unexpected difficulties will also be evaluated. In accordance with FAR 15.306, the Offeror will be given the opportunity to respond to adverse past performance information.
The standard is met when:
1. The Government received three (3) past performance questionnaires for projects submitted under Evaluation Factor Number 3 Past Performance.
2. Services were completed in a Government or Commercial Office Building.
3. Services were provided in a historic building.
4. Services were in a building that required coordination with security personnel for security and access.
Scoring Guidelines
Past Performance Reference B Form provides the reference an opportunity to rate the
Pre-Proposal Conference Passenger and Freight Elevator Modernization offeror. The score provided will be the score given to the offeror.
FAR 15.305(a)(2)(iv) states, "In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance." Therefore, failure of the Offeror to provide a minimum of three relevant references under Factor 1, and/or the inability of the Government to complete a minimum of three reference checks after making a reasonable effort to do so, may result in the Offeror not being rated on the past performance factor. The Government is not required to conduct or complete reference checks on more than the three required references
