The purpose of this amendment is to address RFIs and incorporate the following changes:

A. The proposal due date is hereby extended to no later than 11:00AM (CST) May 27, 2020.

B. The following design specification changes are hereby incorporated

a. For Elevator No. 3, Revise General Marble Notes on Sheet G-003 to read “Show on Drawings where new work is going to be installed that impacts the historic surfaces of the 1st Floor and 2nd Floor Public Corridors. This includes call stations and signal fixtures. Include Drawings in Plan and in Elevation.“

b. For Elevator No. 3, revise Specification 02 83 00, Paragraph 1.1.A Summary in its entirety to read:

1. Lead-based paint is present in the project area.

a. Basement wall paint on Corridor / Lobby side of Elevator Hoistway and Elevator Machine Room.

b. First floor wall paint on Corridor / Lobby side of Elevator Hoistway.

c. Mezzanine wall paint on Landing side of Elevator Hoistway.

d. Second floor wall paint on Corridor / Lobby side of Elevator

Hoistway.

c. For Elevator No. 4, Specification 02 83 00 Paragraph 1.1.A Summary is updated as follows:

1. Lead-based paint is present in the project area.

a. Gray paint on metal cab wall (Elevator #4)

b. Off-white paint on metal door and frame at elevator machine room

(Elevator #4)

c. Basement wall paint on Corridor / Lobby side of Elevator Hoistway and Elevator Machine Room.

d. First floor wall paint on Corridor / Lobby side of Elevator Hoistway.

e. Column and beam (pair of channels) with green paint in Machine

Room. Assume painted bolts will need to be disturbed to accommodate construction.

d. For both Elevators No. 3 and No. 4, paint all existing steel elevator door frames at all floors. As noted in the documents, the elevator hoistway doors (doors seen from the Lobby side) are to be replaced on all floors. Paint these new doors and the existing frames to match the existing paint color - each floor’s paint color varies.

e. For Elevator No. 3 Machine Room door, provide the following scope:

i. Demolish existing hollow metal door and associated hardware. The existing door frame is fully grouted hollow metal and shall remain. GSA shall consider this existing frame part of the fire rated assembly.

ii. Disregard references to Sheet A601 / Door Schedule in Sections 08 11 13 and 08 71 00.

iii. Paint new door and existing door frame.

iv. The new door and hardware shall be as follows:

Door: Painted Hollow Metal - 90 Minute Fire Rated Door Size: 7’-0”H x 3’-0”W x 1.75”Thick (Field verify size) Frame: Existing to remain - Painted Hollow Metal Door hardware:

3 pairs of hinges Mortise lockset (Storage function, always unlocked for exiting) Closer Threshold Wall stop Removable key core (building standard)

f. For Elevator No. 4 Machine Room door, provide the following scope:

ii. Disregard references to Sheet A601 / Door Schedule in Sections 08 11 13 and 08 71 00.

iii. Paint new door and existing door frame.

iv. The new door and hardware shown on Drawing Sheet A-102 shall be as follows:

Door: Painted Hollow Metal - 90 Minute Fire Rated Door Size: 4’-0”H x 3’-0”W x 1.75”Thick (Field verify size) Frame: Existing to remain - Painted Hollow Metal Door hardware:

2 pairs of hinges Mortise lockset (Storage function, always unlocked from platform) Closer with hold open function Threshold Wall stop Removable key core (building standard); keyed to match machine room

h. The BAS panel and workstation is located in the very farthest room in the northwest corner of the Basement level. Besides the Lobby area in front of Elevator No. 3 which has a lay-in ACT ceiling, there are no ceilings along the path to reach this room in the corner. Assume all walls are concrete block to deck.

i. For Elevator No. 4 Machine Room, Drawing A-201 Elevation 5 shows a new support beam. The existing beam is actually a pair of channels sandwiched on either side of the column. The channels are through-bolted to the flange of the W section column. The existing hoist machine deflector sheave support beams may be retained and reused if compatible with the new elevator hoist machine, secondary braking device, deflector sheaves and associated components.

However, industry standards and the majority of hoist machines no longer require the existing deflector sheave arrangement. For bidding purposes, the new beam (or channels) will be the Contractor’s determination if they are needed and sized as required for the machinery the bidder chooses. The pair of existing steel channels are approximately 6 foot long C10x25 channels.

j. For Elevator No. 3, the sump requirements are clarified as follows:

i. Revise Specification Section 03 30 00 Paragraph 1.1.A to read: “Scope:

Cut existing concrete slab in hoistway to accommodate new fiberglass sump. At the new sump, cast in place concrete may be used in lieu of patching material at the choice of the Contractor.”

ii. At Elevator No. 3, include a cutting the existing slab of the hoistway pit and install a new fiberglass sump in the southwest corner of the pit as shown on the Mechanical Drawings. Assume the slab is 8” thick and reinforced.

k. For Elevator No. 4, the sump requirements are clarified as follows:

i. Clean out the existing sump as described on the drawings and reuse for the new sump. Exclude a new fiberglass pit at this location. The pit location is shown correctly on the Architectural Drawings, but is incorrect on the Mechanical Drawings.

l. For Elevator No. 4, the interior shell is clarified as follows:

i. In lieu of the plastic laminate panels shown on Elevations 2, 3 and 4 shown on Drawing A-201, provide epoxy-painted sheet steel walls as described in Specification Section 14 22 13 Paragraph 2.06.G.2.

ii. In lieu of the handrail shown on Elevations 2, 3 and 4 shown on Drawing A-201, provide wood protective rails as described in Specification Section 14 22 13 Paragraph 2.06.G.4.

G. This amendment addresses the following RFI questions and answers that were received before and after the deadline for submission:

ELEVATOR 4: 1/AD101, 1/A101, 2/A301, 1/Q101, M201, M701

Specification Reference: 22 14 29 Sump Pumps, Paragraph 2.3 Sump Pump Pits

Is the installation of a fiberglass sump pit required in Elevators 3 and 4 pit? or is there one existing?

Elevator 3 2/AD301 indicates an existing sump pit, and no demolition work for a new pit is referenced in 1/AD101. No pit is referenced in either 1/A101, 2/A301 or 1/Q101.

The only reference to a pit is in M201, and the Sump Pump Schedule on M701 with no waterproofing details provided.

Elevator 4 Note 2 on A101 indicates cleaning out the existing sump pit and installing a sump pump only. The Sump Pump Schedule on M701 indicates a fiberglass pit to be installed, which is in conflict with Note 2. No demolition of existing is indicated.

Response: At Elevator No. 3, revise Specification Section 03 30 00 Paragraph 1.1.A to read: “Scope: Cut existing concrete slab in hoistway to accommodate new fiberglass sump. At the new sump, cast in place concrete may be used in lieu of patching material at the choice of the Contractor.”

At Elevator No. 3, include a cutting the existing slab of the hoistway pit and install a new fiberglass sump in the southwest corner of the pit as shown on the Mechanical Drawings. Assume the slab is 8” thick and reinforced.

At Elevator No. 4, clean out the existing sump as described on the drawings and reuse for the new sump. Exclude a new fiberglass pit at this location. The pit location is shown correctly on the Architectural Drawings, but is incorrect on the Mechanical Drawings.

b. Please provide a labor rate for “elevator mechanic” as it was not listed on Davis Bacon Wage Determination doc.

Response: Currently, there are no elevator mechanic/constructor labor rates on the incorporated wage determination for Ingham County, MI. The awarded contractor shall go through the Department of Labor, Davis Bacon Additional Classifications Process IAW FAR 22.406-3 Additional Classifications. After award, the contractor will be provided an SF1444 in order to provide the missing classification/rates. The contracting officer will review the request for additional classification and rates in accordance with conformance criteria and ensure that all required information is furnished. At this time, the contracting officer will provide their agreement or disagreement with the proposed classification/rates and submit the request to the Department of Labor Wage and Hour Division for final approval.

Please note: If DOL approves a rate higher than the rate proposed by the contractor, the contractor must pay such rate retroactive to the start of performance of that classification on the contract. There is no contract provision to reimburse the contractor for the difference that must be paid to the worker from the start of performance by that classification.

For assistance with completing form SF 1444, with questions concerning the conformance process, or to check the status of a conformance request submitted, please contact the WHD Branch of Construction Wage Determinations (BCWD) wage analyst with responsibility for the state where your project is located. A list of analysts and their states can be found at the following website:

c. Who is to provide the card reader system? If this is to be part of this award, please provide the preferred provider information.

Response: The installing contractor will be responsible for all aspects of the card reader system. We have no preferred provider.

d. What are the requirements for pipe size and connection type for the specified new oil lines?

Are Victaulic fittings and schedule 40 allowed?

Response: Refer to Specification Section 14 24 21 Paragraph 2.01.F for permitted pipe materials and working pressure of 400 PSI. Determining size, pipe wall thickness and fittings are part of the Contractor’s engineering required to maintain the working pressure.

e. Freight Car #4 – There is a discrepancy between the spec. and what is shown on the drawings. The drawings call for plastic laminate wall panels which is highly unusual for a freight elevator. The specification does not identify plastic laminate panels, rather painted steel walls. The drawings also only show one 12” hand rail and not the 12” bumper rail identified in the specification. Would it be possible to get clarification on the interior of the freight elevator cab.?

Response: In lieu of the plastic laminate panels shown on Elevations 2, 3 and 4 shown on Drawing A-201, provide epoxy-painted sheet steel walls as described in Specification Section 14 22 13 Paragraph 2.06.G.2. In lieu of the handrail shown on Elevations 2, 3 and 4 shown on Drawing A-201, provide wood protective rails as described in Specification Section 14 22 13 Paragraph 2.06.G.4.

GSA Chamberlain Federal Courthouse

All building owners are required to provide notification to building occupants and contractors working in the building of projects that will disturb asbestos-containing materials (ACM) and presumed asbestos containing materials (PACM) in their facilities.

GSA will be performing Elevator Modernization, on all floors (elevator shafts). All relevant OSHA and

EPA regulations governing ACM and PACM maintenance, removal, and disposal are strictly adhered to, and only licensed and certified asbestos removal contractors are employed for this work.

Additionally while performing the renovations, ACM will be removed under the supervision and closely monitored by a 3rd party environmental consultant.

The proposed schedule begins 245 calendar days after notice to proceed. On-going communication from Property Management will be event based or if there are any issues that come up.

Please be assured the condition of all ACM and PACM within the building is monitored. To ensure transparency, asbestos inspection reports for this building are available for your review.
