Offerors MUST quote prices for all four of the renewal options, in addition to the initial period, in order to be considered for award. Renewal options shall be priced using the wage determination contained in this solicitation. Upon exercising a renewal option, the contract price will be adjusted in accordance with FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts) (May 2014).

Note 1: Manual snow removal includes the use of snow blowers, shovels, etc and application of snow melt or sand for building entrances, steps, landing, sidewalks, plaza and parking areas is included in the basic monthly price. All orders which exceed $2,500.00 must be placed or confirmed by issuance of a GSA Form 300, Order for Supplies or Services and will be paid by GSA Finance. The GSA Form 300 will describe the service to be provided and will establish, excluding emergencies as determined by the Contracting Officer (CO) or the Contracting Officer’s Representative (COR), the maximum number of hours for which the contractor will be compensated. Orders of $2,500.00 or less may be processed using the Governmentwide commercial purchase card, which is the preferred method to purchase and to pay for micro purchases. Individual orders for above standard services involving more than forty (40) hours will only be issued with the assent of the contractor. This above standard services provision is intended to be used to satisfy the Government's short term non recurring needs for service. Should a continuing need for additional service arise, a contract modification will be negotiated pursuant to the "Changes Fixed Price" clause. Above standard services cannot be accomplished by diverting resources from work that is supposed to be accomplished.

Question No. QUESTION GOVERNMENT RESPONSE

1 How to arrange the submission of documents? Please refer to Section L and Notice Concerning Solicitation

2 Can GSA provide the cost proposal sheet in an Excel format? An amendment will be issued with an excel sheet attachment on FBO.

3 Will there be a pre-bid site visit? Yes, this information is contained in the RFP on Page 9 "Pre- Proposal Conference Notice Attendance Form"

4 Is GSA planning on putting additional forms and supporting documents on FBO for this solicitation (i.e. SF Form 33, CBA, PPQ templates, etc.)

All specified forms are included in the RFP. If additional forms are added an amendment will be issued.

5 Confirm wastebasket liners, paper towels, bathroom tissue, hand soap and feminine hygiene products are responsibility of contractor to purchase as part of service.

Contractor is responsible for the cost of material and supplies.

C.5.1.19 Concessions Includes in description “Floors shall be maintained using the floor care standard requirements in this contract. Cleaning of vending machines is excluded.” The Custodial Performance Quality Level Standards table description for C.5.1.19 includes, “Floors in serving, kitchen areas, salad bars ARE NOT INCLUDED IN THIS ONTRACT.

Cleaning in those areas are the responsibility of the Concessionaire.” Please clarify which is correct.

C.5.1.19 references all floors with the exception of areas that serve food such as the 2nd floor and lobby areas containing food courts. These areas are not the responsiblity of the custodial contractor.

Recycling Program. RFP speaks to separated recycling, commingled recycling, and composting. What program is currently in place? Meaning separated (sorted by waste type), commingles/single stream (all types together), or dual stream (paper and cardboard together). Are restroom and concession trash composted in current contractor’s waste stream management program?

RFP instructions state, "Iff the offeror submits as a joint venture, unless the references are submitted for the joint venture, each firm in the joint venture will be evaluated and the composite score will be the average of all the scores for each firm of the joint venture. Will the Government view a Teaming Agreement in the same manner as a Joint Venture? Will past performance be evaluated in the same way for a Teaming Agreeement as it will be for Joint Venture?

You may submit your proposal and it will be evaluated accordingly.

To meet past performance requirements, can we use a Subcontractors qualifications, we are planning to use a Teaming Arrangement, this is not a Joint Venture.

You may submit your proposal and it will be evaluated accordingly.

Name of the current contractor Contract amount contract copies or abstracts of bids This information is included in the RFP.

Past performances will be considered from the primary contractor.

Define the roles and responsibilities of the Contractor’s operating personnel. Include staffing levels (including supervision) depicting various job classifications (e.g. 12 janitors, two grounds maintenance workers, one supervisor). Provide a roster by name and job title along with job description. Address responsibilities for oversight of the QCP and functions associated with such oversight; specify authority in dealing with Government officials. It would make it difficult for a contractor, other than the incumbent to provide such a listing due to the requirements of 48 CFR § 52.207-3 Right of First Refusal of Employment, which requires incoming contractors to offer positions to current staff, unless the current Employee listing with job titles is provided to all offerors. The requirement as it stands provides the incumbent with an unfair advantage in this competition. Will the Government please clarify and confirm that they are looking for a by name employee listing? If so, is it the intention of the Government to provide the list of current employees?
