Questions & Answers as of February 2, 2018
RFP 47PF-0018R-0042 - Masonry & Stone Repair Project
Question No. QUESTION GOVERNMENT RESPONSE
In section 11.B , the RFP states, ”The technical proposal shall be organized to correspond with the evaluation criteria listed herein. The submission should not exceed 25 double-sided pages (not including the title page). Pages that exceed the 25 page limit may not be considered.” However, in section (4)(A) Lead Designer / Design Team Experience and Past Performance the RFP states, “The offeror shall submit the lead designer/team’s portfolio of not more than five projects completed in the last (10) ten years (maximum of five pages per project).” If there is a 25 page limit total and the designer section allows 5 pages per project, how are we suppose to then show the other sections asked for in the technical side of the RFP? Could you define what will be included in the 25 page limit? Is the table of contents, pictures of projects, and a representative floor plan/site plan/building section, or other appropriate drawings included in this limit?
Page limits are modified per amedment 01 - see Amendment 01. Everything except the title page will be included in the page limit.
2 Do I need to put together a subcontractor plan if the only sub-contractor I will have is our architect?
The only exception to submitting a subcontracting plan is if the prime company that will be submitting the proposal is a small business themselves. If the prime company is a large business, a subcontracting plan is required regardless of the number of subcontractors anticipated.
3 Do all employees need to have security clearances for this job?
All personnel requiring access into the building shall hold a GSA issued security clearance.
4 Can the contractor store materials on the side of the road and can the sidewalks be closed during construction?
The contractor shall contact Crystal Trent with the City to obtain permits for closing sidewalks and storing materials and equipment along the parking lanes of the street.
5 Can the lintels be scraped and then painted from an aerial boom?
The contractor shall access lintels that require scraping in such a way, as to ensure removal and handling of the scraped lead paint is in compliance with GSA and EPA requirements for lead paint remediation.
There are 4 styles of terra cotta to be replaced. Have the 4 different pcs already been taken off the building and in the attic? If so, will those pieces be made available to us?
There are pieces of terracotta in storage. The contractor may inspect and measure the pieces on site if he wishes.
7 Window cleaning is called out. Is a rinse down acceptable or do you require a glass cleaner and a squeegie?
Windows should be cleaned so that all construction dust and film is removed.
Are the sidewalks vaulted around the perimeter of the building? If some are, we need to know which areas are vaulted.
There are no vaulted spaces beneath the sidewalks.
It was stated that the construction activities are to be performed outside of business hours. Can the assessment from a lift be performed during the daytime hours?
Only work that results in noise, fumes or dust will not be allowed during business hours.
Is it possible to coordinate and temporarily relocate parking spaces on the south and east sides of the building for lift access during the assessment phase?
Parking is leased by each tenant agency. The government will work with the contractor to coordinate relocation of parking. The contractor should provide with their proposal, space requirements and strategy to minimize disruption of parking during the design phase.
Is there historic paint color documentation or a previous paint color analysis report available for the coating on the north metal panels? If not, is a paint analysis required to determine the original color of the north metal panels prior to repainting?
The contractor should anticipate performing a paint analysis.
The specs call for a petrographic mortar analysis. How many of these tests does GSA expect to have performed? (i.e.; 1 for stone mortar, 1 for brick mortar, 1 for terra cotta mortar, etc.)
The contractor should work with their design team develop a strategy to effectively analysis the mortar for each type of masonry.
The steel lintels and brick masonry above the louver openings at the top of the southwest chimney appear to require replacement and repair of the adjacent brick. Is the roof structure below capable of supporting a scaffolding system to access the entire height of the chimney to perform repairs?
An assessment of the structural capacity of the roof has not been performed. However, the facebrick masonry along the south elevation and chimney was previously re-pointed in the late 1980’s or early 1990’s. The mason’s method to access the wall was scaffolding.
Will back ground checks be required of all the workers on site, including design team, contractor project managers, etc? They will be on the exterior of the building, with no reason to be inside.

15 If background checks are required, how long are they taking to process?
Security clearance processing is highly dependent on the type of clearance you are seeking and the diligence of the contractor to submit the correct paperwork in a timely manner; a timeframe is very hard to provide. GSA's best estimate could be anywhere from 6 weeks to 6 months.
In regards to Contract Price form, where are Design Fee’s and General Conditions to be included since there is not a specific line item for them.
Design Fee's and General Conditions should be allocated among CLIN 1-5 based on the Scope of Work and level of effort required for each component of the project.
In the Scope of Work Document, on page 1 of 23, Paragraph A under section II Project Requirements the 10th line down says “repair perimeter limestone on grade level window wells.” Is that referring to perimeter sealant around those windows, or actual repairs to the limestone? If repairs to the limestone, is that covered in the allowed quantities on pages 2 and 3, or is there additional work on the stone at the window wells?
The requirements refer to performing Dutchmen repairs to the actual limestone. This is included in the quantities
Attachment 4 that addresses lead paint mitigation notes that dry scraping isn’t allowed and notes that all lead based paint areas are to be enclosed. Is GSA expecting full scaffold enclosures at the lead paint mitigation areas? Please clarify.
Attachment 4 of the SOW addresses requirements specific to exterior projects that may differ from interior projects.
Does a hard copy need to be sent/mailed in order to have original signatures when submitting an electronic proposal to Katie Musselman on the bid date at 3pm Eastern?
No, hard copies are not requried. Only an electronic submission is required.
20 When providing representative drawings what size is recommended (24x36)?
All documents submitted with your proposal need to be on 8 1/2" x 11" paper.
21 What standards qualify as a small business under subcontracting plan?
The size standard is $15,000,000 for NAICS 238140. The represenations and certifications has been corrected to the proper NAICS code and size per Amendment 02.
Solicitation was changed Jan. 30th Appears to be more Questions & Answers, but there is no tab to open it like there is with the rest of the previous documents. Could you please verify?
When this is posted, it will include all of the other questions.
If scaffolding is used for access to the building elevations, will the security cameras need to be extended out to the edges of the scaffolding in order to have a full field of view?
Contractor shall anticipate coordinating with the US Marshal's office to relocate security cameras or provide temporary security cameras along the exterior of scaffolding to continue surveillance of the building during the construction phase.
In Section 4 of the technical proposal, do we need to provide five projects for each design team member or provide five projects in total for the entire design team?
The requirement is 5 projects total; not 5 projects per team member.
