You are invited to submit a proposal for performance of the above referenced work. The Scope of Work is described in the attached revised dated 04/13/2017 and prepared by GSA personnel.

Performance and Payment Bonds FAR 52.228-13: The successful Offeror shall be required to provide a Performance and Payment Bonds. The amount of the Performance and Payment Bonds shall be 100 percent of the agreed upon price. Submission of the Performance and Payment Bonds are required within ten (10) days of award.
The Performance and Payment Bonds shall provide protection for the full contract performance period plus a one-year period.
Certificate of Insurance: A Certificate of Insurance is required for this project and shall be submitted in accordance with your contract.
Bid Guarantee: A Bid Guarantee in the amount of 20% of the Bid price not to exceed $3 million dollars is required and should be submitted along with the offeror’s proposal. Failure to furnish a bid guarantee in the proper form and amount, by the time set for receipt of proposal, may be cause for rejection of the proposal.
Liquidated Damages: There will be a $82.76 a day liquidated damages assessed for this project.
The Government intends to award a contract resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value from the selection of the technically acceptable proposal with the lowest evaluated price.
This request for a proposal does not commit the Government to pay any cost incurred in preparation or submission of a proposal.

The Contractor shall perform selective modifications, patching and repairs, as needed, to expand the usable space within Court office space room numbers 205-A, B, C and 206 located on the second floor for a Hearing room. The Contractor shall also perform specified interior alterations to the existing Jury room and adjoining restrooms. The alterations will require demolition of existing partition walls, floor covering, suspended ceilings and new construction of one partition wall. Also included are new wall finishes, acoustic ceilings, flooring, electrical and air diffuser modifications. The age of this building suggests that asbestos containing materials and lead-based paint may exist. 1.0 Project Title: USDC Hearing and Jury Rooms Alterations
2.0 Project Location:

3.0 Building Location Hours: On-site work shall be performed during normal building operating hours of 8:00 a.m. to 5:00 p.m., Monday through Friday (except federal holidays), as much as possible. Work that involves loud noise, percussive impact, hazardous chemicals shall be performed after-hours or on the weekend. Examples of work that may be required to be performed outside normal building operating hours includes hammer/core drilling of masonry, painting, staining, and use of solvent or adhesives. The Contractor shall identify, schedule, and coordinate, in advance all after-hours or weekend work, and any other requested deviations from normal work hours with the GSA PM.
4.0 Purpose: The Contractor shall perform selective modifications, patching and repairs, as needed, to expand the usable space within the Court offices for a Hearing room and alterations to the existing Jury room.

6.0 Notice to Proceed: The Contracting officer is the ONLY individual from the Government that can give the Contractor a notice to proceed.
6.1 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of hallways, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for Contractor’s employees and the like.
7.0 Period of Performance: The Contractor shall be allowed 60 calendar days for performance period, commencing on the date Notice to Proceed (NTP) is issued.
Commencement of work shall be coordinated with material(s) delivery, court scheduling and tenant agency requirements.
8.0 Description of Work: The Contractor shall furnish all supervision, labor, equipment, tools, materials, and incidental items to provide a complete, finished, fully-functional end-product, service as described herein and in accordance with contract specifications.
The Contractor shall be responsible for compliance with applicable local, state, and federal laws, ordinances, regulations and other requirements including building codes and permits. Project details for the Hearing room are listed in Sections 8.1 – 8.22;
Project details for the Jury room are listed in Sections 8.30 – 8.44.
8.1 Project Description and Details: The Contractor shall perform selective modifications, patching and repairs, as needed, to expand the usable space within Court office space room numbers 205-A, B, C and 206 located on the second floor for a Hearing room. The Contractor shall also perform specified interior alterations to the existing Jury room and adjoining restrooms. The alterations will require demolition of existing partition walls, floor covering, suspended ceilings and new construction of one partition wall. Also included are new wall finishes, acoustic ceilings, flooring, electrical and air diffuser modifications. The age of this building suggests that asbestos containing materials and lead-based paint may exist. The Contractor shall perform pre-alteration assessments before disturbing existing partitions or floor covering. See section 10.3 for Safety, Health and Environmental requirements.
8.2 The Contractor shall remove and discard five (5) doors with frames and partition walls per the demolition plan.
8.3 The Contractor shall remove and discard the door and frame located in the partition wall between room’s 205-B and 205-C. The replacement door, frame and hardware shall be modified to reverse the door opening to the right. The replacement hardware
Volume 2 - Specifications Page 8 shall match the existing style and finish. The door and trim finishes shall match the stain finished woodwork in the Hallway.
8.4 The Contractor shall remove and re-finish the two entrance (2) doors from the main Hallway and the door to room 205-C. The door finishes shall match the stain finished woodwork in the Hallway. The existing hardware shall be cleaned of all paint and re-used on these doors.
8.4.1 The Contractor shall furnish and install brass plates to doors 206 and 205C matching the existing kick plate located on the Hallway door.
8.4.2 The Contractor shall replace all existing door casing trims to match the casing on the Hallway door, type and finish color.
8.5 The Contractor shall remove and discard the suspended acoustic ceilings in rooms 206-A, 206-B and the Storage closet. Also, the Contractor shall remove the suspended plaster ceilings in rooms 205-A, 205-B and 205-C.
8.6 The Contractor shall construct a partition wall to close off room 206 beginning from the existing pilaster across to the existing partition wall for room 205-B. This wall shall be constructed using drywall/metal framing and include sound attenuation Batt insulation. See attached Demolition plan.
8.7 The Contractor shall remove and discard the existing carpet. The Contractor shall furnish and install new modular carpet tile; carpet specification shown below. The existing carpet plus the 12x12 VCT floor tile beneath shall be removed and the concrete floor prepped for new direct glue down carpeting. Note: the existing 12x12 VCT and mastic is suspected to be asbestos containing materials (ACM). The Contractor shall provide verification sampling / analysis, and ACM abatement services pending the results; see section 10.3 Safety, Health and Environmental.
8.7.1 The Contractor shall submit carpet manufacturer technical data sheets and several carpet color and style samples for final selection by the GSA PM / USDC.
8.7.2 The carpet tile shall meet or exceed the following requirements.
Modular Carpet Specifications:
Carpet pile construction; Carpet pile shall be multi-level pattern loop, or a tufted loop pattern, nylon fiber, Type 6, 6, BCF Nylon, 100% solution dyed.
Size; 24” x 24” tile Pile weight; Pile weight shall be a minimum of 26 oz tufted weight construction.
Secondary back; Secondary back shall be a synthetic, polyolefin composite.
Texture appearance retention rating of 3 or higher (Severe traffic).
Density; Average density shall be a minimum of 5,000 Pile height; Maximum pile height shall not exceed ½ inch (13 mm).
Performance requirements; Electrostatic propensity less than 3.5kV, NBS smoke rating less than 450, Radiant panel rating - Class I.

Product Sustainability and Environmental Requirements; The selected carpet must have third party certification in accordance with NSF 140 2007 e Sustainable Carpet Assessment Standard at a “Gold” level minimum.
8.8 The Contractor shall install a raised 4-inch high floor for the Court and Clerk area and a raised 8-inch high floor section for the Judges area; see the attached Proposed Floor plan. The raised flooring shall be constructed to be a solid surface without any noticeable deflection or hollow sound when walked upon. The Contractor shall submit a floor plan for the raised flooring showing the structural framing and surface materials composition, spacing, thickness, and fasteners for approval by the GSA PM and USDC.
8.9 The Contractor shall install the electrical and data outlets per the Proposed Floor plan. The Contractor shall install floor boxes for electrical and data connections. A duplex receptacle shall be wired and installed on one side of each floor box. The other side of the floor box shall be wired for dual data connections with CAT6 cable routed to the southeast corner of the Judges area. Include one (1) spare conduit and pull string between the boxes and the termination point located at the Judges area. The floor boxes and termination box shall be appropriately sized to accommodate required and spare conduit and wiring. All electrical and data conduit shall be at least ¾” diameter.
8.9.1 The Contractor shall install a dedicated quad outlet located at the southeast corner of the Judges area, installed near the floor box.
8.9.2 The floor boxes shall be UL rated units specifically manufactured for raised access floor applications designed for low voltage electrical, data and audio/video cabling system connections. The boxes shall be suited for high traffic floor environments with door carpet trim type covers. Also, the floor boxes should have oversize cable door(s), standard electrical plate openings, multi-compartments for power, audio/video, data connections; multiple knockouts with a variety of sizes. The floor boxes should be similar to or equivalent to the raised access floor boxes manufactured by FSR Inc. metal products group; RFL Series D. The Contractor shall submit product data sheets of the selected floor boxes for review and approval by USDC and GSA PM.
8.9.3 The existing surface mounted receptacles located in the Hearing room shall be recessed to be flush with the wall surface.
8.9.4 Two (2) data boxes with 3 data drops each shall be installed in Room 205C, location shown on the Proposed Floor Plan, the ¾” conduit and cable from each box shall be routed to the termination data box located in the Hearing Room, southeast corner.
8.9.5 Two (2) data communication lines shall be routed from the Hearing room to the patch panel located in the USDC Clerk’s office. The data lines shall be CAT6 UTP solid, 23AWG/4 PR, plenum rated cable. The Contractor shall perform cable Punch Down per TIA/EIA T568-B standards and terminate the data cable
Volume 2 - Specifications Page 10 outlets in accordance to manufacturer’s instructions and standard installation practices.
8.10 The Contractor shall install a new suspended acoustic ceiling in the Hearing room and the two Support offices. The replacement ceiling height shall match the existing ceiling height to align with the existing fire suppression sprinkler heads.
8.10.1 A portion of the Hearing room ceiling shall be lowered to a height of 8’-0”, just below HVAC duct lines. The Contractor shall use drywall/metal framing to construct a header for the ceiling grid junction at the drop down ceiling interface and to cover the existing sprinkler line. Also, the Contractor shall use drywall/metal framing to conceal the sprinkler line in Rooms 205-C and 206.
8.10.2 The ceiling tile shall be non-directional, 24”x24”x3/4” normal use in commercial interiors. Edge profile: 15/16” Flush Tegular; Material: Wet formed mineral fiber; Surface finish: Factory applied latex paint, fine texture, color-white;
Fire Performance: Class A, ASTM E84, flame spread 25 or less, smoke development 50 or less. Additional performance standards; Acoustic: CAC rated 35; Light reflection rated 0.90; Anti-mold and mildew resistant; Sag resistance-standard; Low VOC emissions; Standard durability; Recycled content; Standard manufacturer warranty. The ceiling tile system selected shall be similar to or equivalent to Ultima Tegular, item #1911 manufactured by Armstrong. The Contractor shall submit product data sheets and a sample for review and approval by USDC and GSA PM.
8.10.3 The ceiling suspension system shall be a standard manufactured product for commercial use with the ceiling tile described above, aluminum or steel, with factory applied finish, color-white. The suspension system shall be class A type suspended with 12 gauge wire supports, spacing requirements per manufacturer recommendations / industry standards. The wall molding shall provide inside and outside standard corner caps. Provide a suspension system with a maximum deflection of 1/360 of the span length. The replacement ceiling height shall match the existing ceiling height to align with the existing fire suppression sprinkler heads.
8.11 The Contractor shall construct a 36-inch high divider wall using drywall/metal framing with a 48-inch wide open passage way located in the center of the wall. The wall shall be fitted with a wood cap and casing trim to match the wood door trim.
8.12 The Contractor shall install a courtroom Judges Bench and Clerk Bench as shown on the Proposed Plan and included detail sheets. The Contractor shall submit millwork shop drawings for review and approval by the USDC and GSA PM before fabrication of millwork items. The stained finish shall match the existing woodwork finish in the court hallway.

8.13 The Contractor shall install courtroom paneling on the wall behind the Judges Bench. See included detail sheet. The Contractor shall submit shop drawings for review and approval by the USDC and GSA PM before fabrication of the panels. The stained finish shall match the existing woodwork finish in the Court hallway.
8.13.1 The Contractor shall be responsible for hanging the Court emblem, government furnished material (GFM), on to the wall panel.
8.14 The Contractor shall replace the 6” vinyl base with 6” wood base and quarter-round trim, for all room and divider walls, stained to match the door finish exposed to the hallway.
8.15 The picture frame trim in room 206 shall be removed including the base.
8.16 The Contractor shall remove all existing vinyl wall covering from the wall surfaces.
The Contractor shall apply a skim coat over the existing plaster walls to provide a Level 5 finished surface. Skim coat not required on walls to be furred out.
8.17 All four (4) walls in room 205C and two (2) walls in room 206 shall be furred out, see Floor Plan. The Contractor shall install metal framing spaced 16-inches apart to fur-out the designated wall surfaces and install 1/2-inch Foil Back Gypsum Board, provide Level 4 drywall finishes concealing all joints, screws and surface imperfections.
The contractor shall cut in the drywall around existing electrical and data boxes to be fitted with over-sized utility wall plates. The new gypsum wallboard shall extend 6-inches above the acoustical ceiling height.
8.17.1 The window sills and trim shall be extended out to the new furred wall surfaces.
8.18 The Contractor shall modify the existing fire sprinkler heads to accommodate the acoustic ceilings as needed.
8.19 The existing surface mounted light fixtures shall be removed, discarded and replaced with new 2x4 lay-in type, LED fixtures.
8.19.1 The existing light fixtures in room 206 shall be replaced with 2x2 lay-in type, LED fixtures to be offset from the above ceiling duct line running the down the center of the room.
8.19.2 The light switches shall be reconfigured for the Hearing room and two support offices. All existing light switches, receptacles and cover plates shall be replaced with new devices and oversize plates, color to be selected by USDC.
8.19.3 The LED fixtures shall be a recessed troffer style fixture to provide soft indirect lighting. Constructed from powder coated cold rolled steel the reflector system should feature a highly reflective optical composite coating and unique shape that delivers efficient and balanced lighting. The electrical components
Volume 2 - Specifications Page 12 should include long-life LEDs coupled with high efficient drivers, 90% LED lumen maintenance at 60,000 hours (L90/60,000), minimum of 4000 lumens, 120-volt, and step-level dimming capabilities. Submit manufacturer product data sheets of selected light fixtures for review and approval by USDC and GSA PM.
8.20 The Contractor shall replace the existing surface mounted air vents with 2x2 supply lay-in units, insulated. The new diffusers shall be properly attached to the existing duct work.
8.21 The Contractor shall apply primer and two (2) coats of a high quality nationally marketed commercial latex paint of paint for a smooth finish to the walls. Also, the Contractor shall prep, re-glaze and paint the interior face wood windows including mullions, jambs and sills. The paint selected shall be a “non VOC” (volatile organic compounds) containing ingredient paint mixture specified for interior use only. The Contractor shall submit product data descriptions for the paint finishes including paint and stain color charts for final selection by USDC and GSA PM.
8.21.1 Also, the Contractor shall apply two (2) coats of paint to the interior face wood windows located in the Court Clerk and Law Clerk offices.
8.22 The Contractor shall be responsible for moving and resetting office furniture, in-order to perform the alteration work. A temporary storage space will be provided inside the federal building.
This concludes project details for the Hearing Room; the project details for the Jury Room Alterations follow below.
8.30 Project Description and Details: The Contractor shall perform selective modifications, patching and repairs, as needed, to alter the Jury room, Jury foyer, and the Jury restrooms. The alterations will require demolition of existing wall covering, suspended ceilings and carpeting. The new finishes shall include skim coating wall surfaces, paint, acoustic ceilings, flooring, electrical and air diffuser modifications.
8.31 The Contractor shall remove and replace the existing suspended ceiling in the foyer and the Jury room. The replacement suspended ceiling system shall match the ceiling specified in the Hearing room, Section 8.10.2 and 8.10.3. The completed ceiling height shall match the existing ceiling height in each room to align with the existing fire suppression sprinkler heads.
8.32 The Contractor shall remove and discard the existing carpet in the foyer and Jury room. The Contractor shall furnish and install new modular carpet tile; carpet specification and submittal requirements stated in section 8.7. The existing carpet plus the 12x12 VCT floor tile beneath shall be removed and the concrete floor prepped for new direct glue down carpeting. Note: the existing 12x12 VCT and mastic is suspected to be ACM. The Contractor shall provide verification sampling / analysis and ACM
Volume 2 - Specifications Page 13 abatement services pending the results; see section 10.3 Safety, Health and Environmental.
8.33 The Contractor shall remove the existing carpet tile and adhesive in both Restrooms adjacent to the Jury room. The ceramic floor tile beneath shall be cleaned of all adhesive and the grout shall be pointed-up and sealed.
8.34 The Contractor shall prep the drywall ceilings in both restrooms for re-painting.
8.35 The Contractor shall remove all existing vinyl wall covering from the wall surfaces.
The Contractor shall apply skim coating over the existing plaster walls to provide a Level 5 finished surface, excluding walls to be furred out. This applies to the foyer, Jury room and restrooms.
8.35.1 The holes in the walls in both restrooms, below the sinks and behind the toilets, shall be patched or fitted over with access doors.
8.35.2 The Contractor shall be responsible for moving and resetting furnishings including pictures, marker boards, thermostats (wireless) in-order to perform the alterations.
8.36 The Contractor shall fur-out the Jury room exterior wall and the adjacent wall with the water fountain with metal framing and ½-inch thick foil back gypsum board, provide Level 4 drywall finishes concealing all joints, screws and surface imperfections.
8.36.1 The water fountain shall be relocated the new wall surface with wood blocking to support it within the wall.
8.36.2 Wood blocking shall be installed for a wall mounted video monitor near the corner at 7’ above finished floor, exact location to be determined. The monitor mounting bracket will be GFM for the Contractor to install.
8.36.3 The existing wood window sill and trim edge profile shall be extended out to the new furred wall surface.
8.37 The Contractor shall furnish and install new sound batting material above the ceiling tile in the Jury room.
8.38 The Contractor shall replace the two (2) HVAC wall mount diffusers in the Jury room. Also, the existing ceiling HVAC vent grille near the water fountain shall be replaced.
8.38.1 The Contractor shall replace the ceiling HVAC grille located in the Jury foyer.

8.38.2 The Contractor shall replace the exhaust fan grilles located in the Jury restrooms.
8.39 The Contractor shall remove, discard and replace the fluorescent light fixtures in the Jury room and foyer with new 24”x48” LED lay-in type fixtures, add one (1) additional LED fixture in the Jury room (total of 4). See Section 8.19.3 for specification.
The Contractor shall perform additional electrical modifications as follows.
8.39.1 Replace all existing electrical devices and plates with white devices and white oversized plates in the Jury room, restrooms and foyer.
8.39.2 Replace two existing 48” high duplex receptacles located in the Jury room with a quad outlets installed at normal height. Install blank plates over the open junction boxes, located 72” above the finished floor.
8.39.3 Relocate the existing surface mounted quad outlet located between the Jury room windows to counter height in the new furred out wall.
8.39.4 Relocate the existing duplex outlet at the water fountain to the new furred out wall surface.
8.39.5 In the corner of the Jury room near the women’s restroom, install one (1) quad outlet at normal height and one (1) duplex outlet installed 80” above the floor to power the video monitor.
8.39.6 Install two (2) data outlets with conduit and CAT6 cable routed above the ceiling to the patch panel located in the Clerk’s Office. Install one data outlet at normal height and the other installed 80” above the floor for video cable. The Contractor shall perform cable Punch Down per TIA/EIA T568-B standards and terminate the data cable outlets in accordance to manufacturer’s instructions and standard installation practices.
8.39.7 The Contractor shall install a 2” conduit sleeve through the floor of the U.S. Probations IT Server closet. The Contractor shall scan the concrete floor prior to core drilling in-order to pin point the core location between reinforcing bars within the slab. Foam fire stopping material shall be filled around the conduit sleeve exterior and within the sleeve.
8.39.8 The existing fluorescent light fixtures in the Jury restrooms shall be replaced with new LED surface mount fixtures; each shall include a lens cover.
8.40 The Contractor shall furnish and install a kitchen style wooden cabinet with a solid surface top and back splash between the windows. The counter shall be a 6-door unit with two locking storage sections and matching key locks. The wood species and stain finish to be selected by USDC. The top and back splash shall be white.

8.41 The Contractor shall replace the existing base with new 4” vinyl base in the Jury room and foyer, color to be selected by USDC.
8.42 The Contractor shall prep the existing painted wood doors, trim, windows and apply two (2) coats of paint. Also, prep the existing confined space door for painting;
match wall color. The existing door hardware shall be cleaned of all old and new paint.
The existing secure metal door and the wood stained door located in the Jury foyer are to be excluded from prep work, paint or stain.
8.42.1 The Contractor shall re-glaze the windows prior to paint.
8.42.2 The Contractor shall apply primer and two (2) coats of a high quality nationally marketed commercial latex paint of paint for a smooth finish to the walls and restroom ceilings. Also, the Contractor shall prep and paint the wood doors, trim, casing at the foyer entrance, and, the interior face wood windows including mullions, jambs and sills.
8.42.3 The wood doors, windows and trim, and restroom ceilings shall be painted “white”. The color of the walls shall be selected by USDC. See section 8.21 for paint specifics.
8.43 The Contractor shall replace the following restroom fixtures in both rooms.
Replace the framed mirrors with a similar sized framed mirror, style and finish to be selected by USDC.
Replace the toilet paper dispensers, paper towel dispensers, toilet seats, toilet seat paper dispenser with a white dispenser.
Remove and discard the towel bar in the Men’s restroom, patch and prep the wall for paint.
Remove and reinstall the soap dispensers after the painting is completed.
8.44 The Contractor shall remove and discard the sink in the Women’s restroom. The sink shall be replaced with a vanity cabinet with a solid surface top, and sink and faucet.
The existing plumbing supply and drain line to water fountain shall be modified so they can be concealed inside the new vanity. The vanity shall be a four (4) door unit, style and stain finish to be selected by USDC. See Section 11.0 for submittal requirements.
9.0 Liquidated Damages: The amount of liquidated damages for this project will be determined during the government estimate phase and shall be included with the Contract award documents presented by the CO.
10.0 Other Requirements:
10.1 Coordination and Support: The Contractor shall designate an on-site Superintendent who shall be responsible for the work and serve as their point of contact for this project. Staging area, storage, parking, security, access controls and other miscellaneous operational matters shall be coordinated with the GSA Project Manager.

10.2 Security: The work site is in a federally controlled facility. Access to the facility is controlled and requires clearance under Homeland Security Presidential Directive #12 (HSPD-12). Contractor personnel are required to complete HSPD-12 background checks for access. Advance coordination and arrangements are necessary for workers not currently possessing HSPD-12 clearance and entry authorization. Contact the GSA Macon Service Center, Jerminthia Smith, (478) 257-3363 for additional information and to obtain needed application documents.
10.3 Safety, Health and Environmental: The Contractor is responsible for complying with local, state, and federal safety and health requirements; in particular, for complying with Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and General Services Administration (GSA) regulations / standards / guidelines to protect workers and occupants. Asbestos containing materials (ACM) exist within this facility. Furthermore, the age of this building suggests that lead-based paints (LBP) may also exist. The Contractor shall ensure their activities do not disturb ACM or LBP.
10.3.1 Before conducting any work in the vicinity of ACM, an assessment must be performed to determine the potential to disturb such ACM and sufficient controls must be designed into the project. This pre-alteration assessment must be conducted for all facility projects regardless of the age of the facility and must address both accessible and inaccessible ACM. Destructive sampling must be conducted where necessary to address inaccessible ACM. Firms performing such assessments must use personnel accredited as both “asbestos inspector” and “asbestos project designer”.
10.3.2 The Contractor shall consult with on-site operations and maintenance staff to review available asbestos survey and lead based paint records BEFORE commencing physical work on-site that may disturb any building materials. Asbestos surveys are useful in the preparation of pre-alteration assessments but cannot substitute for such assessments. Asbestos surveys typically do not include destructive sampling and are not project specific. An asbestos survey is not a pre-alteration assessment but can provide valuable information to the assessment. In some cases the survey provides sufficient information to determine the presence and location of asbestos impacted by a project. However, in many cases a survey provides only partial information.
10.3.3 When no documented previous sampling / testing of a specific building material is available, the Contractor shall promptly have a qualified licensed and experienced inspector obtain samples and submit to a certified laboratory for analysis. Records and reports of laboratory results shall be provided to the GSA PM and Building Manager before work may proceed.
10.4 Minimal Disruption: Construction shall be conducted in a manner such that work phases and sequencing may proceed with minimal disruption to occupants and normal
Volume 2 - Specifications Page 17 building operations. The Contractor shall maintain clear egress paths, and shall not block any entrance or exit unless authorized in writing by the GSA Building Manager.
The Contractor shall erect a separation barrier using plastic sheeting and dust filters over HVAC returns and plenums to prevent the spread of drywall dust. The Contractor shall protect existing structures, finishes, furnishings, equipment, switches, outlets, diffusers, fixtures, and other installed items from physical damage and exposure to foreign materials such as dust, debris, moisture, solvents, paints, etc., generated during work on this project. The Contractor shall immediately repair and restore any such occurrences.
10.5 Utility Service Interruption: Coordinate any necessary interruption of utilities services, such as water, gas, sewer, electricity, cable TV, etc., a minimum of two days prior to the requested date of the interruption. The Contractor’s written request shall specify date, time, duration and impacted areas affected by the requested service interruption. The Contractor shall carefully plan and sequence interruptions to utilities services to minimize the impact on normal building operations.
10.6 Construction and Demolition Waste Diversion: GSA is required to divert 50% of C&D waste from landfills / incinerators, with a higher reach goal of 70% diversion. The Contractor shall submit a Construction Waste Diversion Plan at the beginning of the project, monthly documentation of waste removal and diversion, and total C&D Waste data at the project substantial completion.
10.6.1 The C&D Waste Diversion Plan shall include the following:
Describe strategies for minimizing waste, such as through only buying materials that are needed, deconstructing materials for salvage, reuse, and recycling, and minimizing the amount of solid waste generated.
During project planning, include a bulk estimate in weight (tons) or volume (cubic yards) of waste diverted and anticipated weight/volume for materials going to landfill.
For those projects where there is anticipated recycling revenue, that revenue should be factored into contractor bid as described below, and the contractor should provide an estimate of the recycling proceeds amount. These cost estimates will provide the GSA project team an idea of the recycling revenue factored into the contractor’s bid, and should be itemized by category of waste material expected on the project (e.g. metal, plastic, etc.).
At project close out, final rates should be based upon weight (tons).
List of the diversion facilities and disposal facilities to be used (include name, location, and phone number).
10.7 Waste Handling and Transporting: The Contractor shall remove construction waste and discarded materials from the building on a daily basis, and shall utilize recycling to the maximum extent for discarded construction and packaging materials. The Contractor shall ensure waste handling and transporting does not create dust, debris, Volume 2 - Specifications Page 18 litter, spills, or other objectionable deposits in areas outside the immediate work site.
The Contractor shall immediately clean any such occurrences using products and processes acceptable to the GSA PM.
10.8 Daily Cleanup: The Contractor shall keep the areas free from clutter including the hallways and elevator at all times. Walk off mats shall be utilized by Contractor to prevent tracking dust from the work area to the hallway. Prior to leaving the site, the Contractor shall perform cleanup as a daily routine.
10.9 Materials and Equipment: The Contractor shall provide materials and equipment to match existing building standard (e.g. texture, color, pattern, size, rating, weight, grade, type, etc.,) unless specified otherwise in this document. Requests for deviation from the building standard will require the Contractor submit substitute material sample(s), manufacturer’s data sheet, and certifications, as applicable, for consideration and approval by the Contracting Officer.
10.10 Workmanship: The installation of materials and equipment shall be done in a neat, efficient, workmanlike manner by adequate number of qualified (e.g. skilled, knowledgeable and experienced) craftsmen, trained and certified as recommended by manufacturer or appropriate industry groups/organizations. It is the intent of the government to achieve a finished installation of the highest quality in appearance, functionality, and durability.
11.0 Material Submittal: The Contractor shall submit product description including specifications for the doors and hardware, mill work shop drawings, raised access floor plan, light fixtures, and paint, stain, restroom fixtures, counters and tops, HVAC grilles.
Submit two (2) copies including warranty information, vinyl base color, paint and stain color charts for final selection by the GSA PM / USDC.
