1 Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, Period of performance, value of the contract ?

The requirements of this solicitation are a combination of new requirements which are not currently under a services contract, and existing requirements that are within the scope of several O&M services contracts. As such there is no one specific incumbent.

The majority of the existing requirements are performed by subcontractors of contracted O&M services vendors with which the Government has no privity of contract.

One part of the PWS states there are 19 building in scope. The Appendix show 23 site with 35 buildings, which is correct?

The discrepency in building count is due to several locations being campuses at land ports of entry (LPOE), and some locations not being currently on the Building Systems Network (BSN), but otherwise integrated with a Niagara system. The number of actual buildings supported under this contract is 35 across 23 geographic locations. 19 of these buildings are integrated into the BSN using Niagara.

Contractor is required to keep licenses current. Is the only for the JACE's and Supervisors?

The Contractor is also required to maintain all licences needed for a fully functional, and secured controls system at all contract locations as a part of the base contract price.

This will include licenses for the building level controls networks, software, and firmware if necessary.

8 Can a list be provided of current Building level contrls for each building? See Exhibit 02 for current and most up to date information available.

9 Can a list of current building level control software revisions be provided.

The Government does not currently have an up-to-date database of this information. As a part of the contract Transition Phase, this information is to be collected by the awardee, and documented within the NCMMS as detailed in the PWS.

10 Can systems be monitored remotely through a Citrix interface? Systems can be remotely accessed throught the Citrix VDI environment by those who receive HSPD-12 Tier 2 clearance.

11 Does the Government have copies of latest revisions of software? Most software these days are loaded from the Internet. Niagara SW is available online.

13 Does the Government have copies of the LON data base if there are LON systems? The Government is not in posession of any copies of the LON databases.

What tool was the LON Database created in and does the government have copies of that software.

The Government does not have copies of the software and does not have information on the tool that they were created in.

Is the government expecting the contractor to provide hardcopies of the CPARS or is it the government's intet to look them up based on Contract number?

GSA is requiring copies be provided in proposal.

Aren't CPARS consider CUI/FOUO, if hard copies are to be submitted in the package, is the government going to handle the complete package as CUI/FOUO document? Will the required identification for such document be part of page count?

The Government will be handling the complete proposal as source selection sensitive information and will be handled in accordance with FAR 3.104-4.

17 What is the autorization boundary for the cyber security of the control systems? GSA maintains cybersecurity to the switch port. Hardware and or software remediation would be necessary at sites and VM servers (application patches).

Exhibit 2 BMC Systems & R1 Buildings. Related to Exhibit 2, Can you confirm the BAS Supervisor and operational software version at each building/site (i.e., for Niagara 4 buildings, could you add the most recent version of Niagara 4)?

See answer to Question #3.

See answer to Question #6.

PWS Section 2.3.2 License Management. Pursuant to PWS Section 2.3.2 - License Management - should a pricing response include licenses and software maintenance agreements for each supervisor? If so, is it possible to add the current expirations of each respective supervisor to Exhibit 2? Additionally, do all site-based workstations have active, licensed versions of Workbench?

See answer to Question's #3, #5 & #9 and newly added Exhibit #5 & Exhibit #6. Very few sites have active licensed versions of Workbench. The Government believes that 3 contract locations have active, licensed version of Workbench.

21 Exhibit 2 BMC Systems & R1 Buildings. Does the Government intend to transition any or all of its infrastructure to the JACE 9000 once it’s been remediated?

It is possible that a transition may occur during the performance of this contract, however, the Government has not initiated, or defined any projects to transition it's infrastructure to JACE 9000 at the contract serviced locations at this time.

22 Exhibit 2 BMC Systems & R1 Buildings. Are all sites/buildings included in Exhibit 2 currently on the BSN?

This cover sheet will provide for a summary of the information above. However, the contractor will still be required to submit detailed information further describing the project.” Question: Can the Government confirm that a completely filled out Appendix A is sufficient to satisfy the prior experience requirements, or can the Government confirm what additional information is required to satisfy the requirements.

An "Appendix A" was not provided with the RFP. RFP is revised to remove reference to "Appendix A."

RFP Section 4.2.3. Past Performance. Comment: The Government is requesting relevant CPARS reports for any projects submitted under the Past Performance criteria.

Question: Can the CPARS reports be included as an appendix to the proposal? CPARS reports will not be counted towards page limit.

RFP Section 4.2.2 Prior Experience; RFP Section 4.2.3. Past Performance. Can the Government confirm that the 3 projects submitted as prior experience do not have to be the same projects submitted as past performance?

In accordance with RFP 4.2.3.(3), "(3) Offerors shall provide Past Performance information captured in a CPARS Report if available for prior experience projects provided under 4.2.2. above, and such reports may be submitted without counting toward the proposal page limit)." The Offeror may provide past performance on projects not listed under prior experience.
