About this file

This is a Scope of Work (SOW) document from the Nevada Department of Health and Human Services (DHHS), specifically the Division of Child and Family Services (DCFS), soliciting training vendors for a System of Care grant-funded project. The Request for Proposal (RFP) 40DHHS-S3320 seeks vendors to provide comprehensive training on evidence-based clinical practices for behavioral health providers, targeting children and youth ages 0-21 with serious emotional disturbance (SED) and intellectual/developmental disabilities (IDD). Vendors may submit bids for one or more training topics including Cognitive Behavioral Therapy, Trauma-Focused Cognitive Behavioral Therapy, Trust Based Relational Interventions, Dialectical Behavior Therapy, and other evidence-based mental health practices. The solicitation was released on 06/13/2025 with proposal submissions due by 07/09/2025, and the contract term is anticipated to be four years, subject to Board of Examiners approval.

The procurement is funded through a four-year System of Care grant from the Substance Abuse and Mental Health Services Administration, with the total contract value serving as the ceiling for all awards. Vendors must be registered on nevadaepro.com, hold a Nevada business license, and maintain an active Sam.gov registration, with a 5% preference for Nevada-based businesses. Insurance requirements are stringent, including Commercial General Liability ($2,000,000 aggregate), Automobile Liability, Workers' Compensation, and Professional Liability. The project aims to increase Nevada's behavioral health providers' capacity to serve children with co-occurring mental health diagnoses and intellectual/developmental disabilities by providing comprehensive, evidence-based training with detailed requirements for training format, materials, certification, and post-training support.

SCOPE OF WORK

The purpose of the resulting contract(s) is to provide training to State staff and community-based providers across Nevada on evidence-based clinical practices and/or non-clinical training on working with the population of focus. This solicitation may result in contract(s) with one or more vendors to meet the needs of the project. Vendors may submit bids to provide training on one or more topics. The State may award a contract for none, some, or all the training topics included in the bid. The dollar amount of the solicitation is the ceiling of all awards that will be awarded based on this RFP.

Training topics may include, but are not limited to the following:

· Cognitive Behavioral Therapy

· Trauma-Focused Cognitive Behavioral Therapy

· Trust Based Relational Interventions (TBRI)

· Dialectical Behavior Therapy

· Mental health and wellness topics that promote a quality life for children and youth with intellectual and/or developmental disabilities and their families

· Any other topics that address the needs of the population of focus and are evidence-based/informed and/or training/research-backed.

Vendors should clearly specify which topics they are proposing to train in Nevada.

Although some of the evidence-based practices listed above were not created specifically for the population of focus, Vendor shall describe in detail what will be added to training content pertaining to using the evidence-based practice with fidelity with the population of focus.

Vendors should provide a detailed syllabus and/or summary of topics they are proposing and how these topics will increase Nevada’s behavioral health provider’s ability to successfully meet the needs of the population of focus.

Other Required Information Vendors should outline the specifics of each training to include number of hours/days, modality (in person or online, synchronous or asynchronous), maximum number of trainees per class, materials required, pre-requisites required (level of education, experience, degrees/licensure), learning objectives, certification process, CEU’s offered, and training evaluation procedures. Proposals should include/specify:

· The format materials will be provided in and whether the cost of materials is included in the proposal.

· What the vendor expects to provide.

· What the vendor expects the state to provide, if anything.

· Any ongoing/post-initial training, certification, support, access, consultation requirements, and/or related requirements for trainees to continue utilizing knowledge and/or tools gained through the training.

· Any data collection, fidelity monitoring, outcome measures or evaluation associated with the evidence-based practice(s) they propose to train on.

· If a train-the-trainer model is available, and information related to this option.

· How the proposed training(s) and materials are ADA compliant.

Quality proposals will address all aspects of the scope of work in sufficient detail to demonstrate the ability to successfully meet the requirements of the RFP and to achieve the goals of the proposed project.

OVERVIEW/GOALS/AGENCY HISTORY

The Division of Child and Family Services (DCFS) is a division within the Nevada Department of Health and Human Services. DCFS’s mission is to provide support and services to assist Nevada's children and families in reaching their full human potential. DCFS was awarded a 4-year System of Care grant from Substance Abuse and Mental Health Services Administration to increase the capacity and availability of evidence-based mental health services and supports to the population of focus: children and youth with co-occurring mental health diagnoses and intellectual/developmental disabilities (IDD). The population of focus for this RFP is ages 0-21 with a designation serious emotional disturbance (SED) and intellectual and/or developmental disabilities (IDD).

Currently in Nevada, children and youth with IDD are served within our Aging and Disability Services Division. Children and youth with mental health diagnoses/SED are served by our Division of Child and Family services. Like many systems, these divisions are siloed, although there is a significant overlap in children and youth served. To satisfy the goals of the grant, DCFS will contract with vendors to provide training to behavioral health providers in Nevada to increase their capacity, knowledge/skills in providing services and supports to the population of focus.

VENDOR EXPERIENCE

Vendor shall describe experience and performance in comparable engagements of proposed staff. This includes describing the vendor’s role in any project similar to the proposed project, and outcomes of the project. More than one example may be provided.

Vendor shall describe capabilities, competencies and the role and responsibilities of key personnel that will contribute to the success of the contract. Vendor should highlight their experience/capability/capacity to manage contracts, including details on their system for fiscal accountability. Vendor shall provide evidence of credentials that demonstrate their expertise/abilities to provide proposed training(s).
