About this file
Summary
This Scope of Work document outlines the project management and technical consulting services required by the Livermore Amador Valley Transit Authority (LAVTA) for the Atlantis Facility Construction Project in Livermore, California. The consultant will provide on-call advisory services supporting the pre-construction and construction phases of a design-build delivery method for a transit operations and maintenance facility. The project encompasses the development of a 34,000-square-foot maintenance building, a 22,000-square-foot administration and operations building, and associated site work and utility infrastructure on a nine-acre site at 875 Atlantis Court. Pre-construction phase services include project development and planning, design and engineering coordination, environmental and agency coordination, cost estimating and schedule development, design-build procurement support, labor and compliance support, stakeholder coordination, and records management. Construction-phase services, authorized separately by LAVTA, include contract administration support, cost and schedule monitoring in an advisory capacity, constructability and value engineering reviews, coordination with the independently retained Construction Manager, compliance documentation support, stakeholder communications, and FTA readiness support. The consultant shall not perform construction management, inspection, resident engineering, quality assurance, or final acceptance of work.
The project is funded through multiple sources including an FTA Low or No Emission Program grant providing approximately 75 percent of full project funding, with the balance committed from state and local sources. LAVTA is currently advancing NEPA clearance and has secured City of Livermore construction entitlements with CEQA approval, extended through April 2027. The consultant's role is strictly advisory, with all final decision-making authority, approvals, certifications, and contractual decisions remaining exclusively with LAVTA. All services must be performed in compliance with FTA requirements, including 49 CFR Part 633, and must align with LAVTA's Project Management Plan. All professional services must be provided under the responsible charge of individuals appropriately licensed in California, and all work products shall remain the property of LAVTA. The scope of work references a related Project Management Plan and Professional Services Agreement for additional terms and conditions.

On-Call Project Management and Technical Consulting Services SCOPE OF WORK For the LAVTA Atlantis Facility Construction Project APPENDIX A RFP# 2026-04 PAGE A-1 of A-8

APPENDIX A: SCOPE OF WORK
On-Call Project Management and Technical Consulting Services for LAVTA’s Atlantis Facility Construction Project
Background The Livermore Amador Valley Transit Authority (LAVTA or the Agency) operates the Wheels system, providing fixed-route bus service and Dial-A-Ride paratransit service to ADA-eligible citizens in the cities of Dublin, Livermore, and Pleasanton, and adjacent unincorporated areas of Alameda County. LAVTA is in the process of securing a full funding agreement for the construction of its Atlantis Operations and Maintenance Facility (Atlantis) located at 875 Atlantis Court, in Livermore CA. LAVTA currently operates a fleet of 60 heavy-duty transit buses to support its fixed-route service, 100% of which are diesel-electric hybrid buses ranging in size from 29 feet to 40 feet, with an additional 8 hybrid buses currently on order which will bring the total fleet size to 68 once delivered in 2027. All administrative, operational, and maintenance activities currently take place out of LAVTA’s Rutan facility, which was built in 1991 and sized for a fleet of 43 buses.
LAVTA’s ADA paratransit operations are currently shared with the Central Contra Costa Transit Authority and dispatched from their Concord facility.
LAVTA’s Rutan facility located at 1362 Rutan Court in Livermore, CA, first exceeded its design capacity in 2001 when the agency completed a Facilities Needs Assessment to determine how to support the public transit needs of the fast-growing Tri-Valley region. From this, LAVTA identified the need for additional facility space to support its growing operations, at which time LAVTA identified the Atlantis facility to accommodate its present and future needs, as the Rutan site by then could not be expanded. The Atlantis facility is located on a nine-acre site situated within the Oaks Business Park in west Livermore, which is bounded by Isabel Avenue to the east and E.
Jack London Boulevard to the north. The address of the property is 875 Atlantis Court.
LAVTA completed its purchase of the Atlantis property in 2006 and based on an updated Needs Assessment completed in 2005, began sitework funded by several Federal Transit Administration (FTA) grants then earmarked for the project, resulting in construction of a concrete pad, security fencing and lighting, and bus-wash and fueling facilities. LAVTA then sought funding to complete construction of the remaining planned improvements including a new maintenance building and a new administration and operations building, but the project was later put into abeyance for several years due to fiscal constraints resulting from the prolonged economic downturn of the Great Recession. In 2017, LAVTA again resumed efforts to fund and complete the facility by further advancing the 30% plans and estimates toward a construction-ready set of plans and specifications with which to seek further grant funding toward completion of the project.
In 2023, through an Alameda County Transportation Commission (Alameda CTC) grant, LAVTA advanced the designs to complete the entire facility to 60% with 100% bridging documents completed in anticipation of a design-build construction methodology. The current design for Atlantis includes a 34,000–sq. ft. maintenance building, a 22,000–sq. ft. administration and operations building, and sitework, electrical infrastructure upgrades, landscaping, and support equipment.
In May 2023, the City of Livermore approved construction entitlement for the project under the California Environmental Quality Act (CEQA), which was extended for an additional one-year period on April 21, 2026.
RFP# 2026-04 PAGE A-2 of A-8
In November 2025, LAVTA was awarded a discretionary FTA Low or No Emission Program grant to complete construction of the Atlantis facility, which will provide approximately 75 percent of the full project funding, the balance of which is committed as a match from state and local sources.
LAVTA is currently working with FTA to finalize the National Environmental Policy Act (NEPA) clearance as provided for in the grant application under a separate contract, which is anticipated to be complete or near complete prior to commencement of services under this Scope of Work.
Work under this contract shall be performed in compliance with and in support of the attached LAVTA Atlantis Facility Construction Project Management Plan (PMP) as may be updated as directed by FTA in the course of executing and administering the grant agreement, in a manner consistent with FTA requirements, including 49 CFR Part 633 and applicable FTA guidance for capital projects.
Separately, LAVTA has secured full funding for a hydrogen fueling station through both state and federal sources and is preparing design-build procurement documents for that project, which received NEPA clearance in August 2024 and CEQA clearance via the current City of Livermore entitlement. The hydrogen fueling station will be located on the west side of the parcel and is planned to feature up to two 15,000 gallon liquid hydrogen tanks alongside up to two dispensers.
General The Consultant shall provide on-call project management and advisory support services for the Atlantis Facility Construction Project during both the pre-construction and construction phases, supporting a design-build project delivery method. Services shall support LAVTA in advancing the project from current status through completion of construction, in compliance with applicable federal, state, and local requirements, including FTA procurement and project management requirements, as applicable.
LAVTA staff will provide the Consultant with overall guidance, but the Consultant is expected to manage and control the day-to-day Work Directive activities and deliverables. The Consultant shall perform all services in coordination with LAVTA staff, LAVTA’s separately retained Construction Manager (CM), design-build contractor, other technical consultants, and external stakeholders. The Consultant shall support LAVTA’s statutory, governance, and owner responsibilities but shall not assume decision-making authority reserved to LAVTA.
All professional services shall be performed under the responsible charge of individuals appropriately licensed in the State of California.
The Consultant shall not perform construction management, inspection, resident engineering, independent quality assurance, testing, or final acceptance of construction work, which shall remain the responsibility of the separately retained Construction Manager and/or LAVTA.
