About this file

This is a Request for Proposals (RFP) issued by the City of Fort Worth Water Department for engineering, design, permitting, and professional services related to the Rolling Hills Water Treatment Plant SGO Building and Switchgear Replacement project. The RFP seeks qualified engineering consulting firms or other qualified entities to provide comprehensive professional services for this infrastructure improvement initiative. The project focuses on the replacement of the Switchgear Building and associated switchgear equipment at the Rolling Hills Water Treatment Plant, a critical component of the city's water treatment infrastructure. The RFP document outlines the scope of work required, technical specifications, and project requirements that responding firms must address in their proposals. Interested firms must submit qualifications and proposals in accordance with the specified submission requirements and deadlines established by the City of Fort Worth Water Department.

The RFP is part of the City of Fort Worth's Public Works capital improvement program (Group 2026B) and represents a significant infrastructure investment in water treatment facility modernization. Responding firms should expect detailed technical and financial requirements as part of the proposal process, with evaluation criteria focused on engineering expertise, relevant project experience, team qualifications, and the ability to meet the city's design and construction standards. The project scope likely includes design development, engineering plans and specifications, permitting coordination with regulatory agencies, and construction administration services. Interested parties should contact the City of Fort Worth Water Department for specific deadlines, submission requirements, pre-bid meeting details, and any site visit opportunities necessary to assess existing facility conditions and project requirements.

REQUEST FOR PROPOSAL FROM THE

FORT WORTH WATER DEPARTMENT

FOR

ROLLING HILLS WATER TREATMENT PLANT SGO BUILDING AND

SWITCHGEAR REPLACEMENT

City Project Number: 107028

There are two switchgear buildings at the Rolling Hills Water Treatment Plant (RHWTP) that house switchgear with associated electrical equipment and PLCs for the entire plant.

These switchgear buildings are designated as SGO and SG1. Both switchgear buildings are prefabricated metal buildings, and they are located near the Oncor Yard. Figure-1 shows the locations of the existing SGO and SG1 buildings.

The switchgear at the existing SGO building was temporarily repaired to keep them in operation. In addition, the existing SGO building is a prefabricated metal building, and it does not have enough space behind the switchgear for servicing. For these reasons, the City decided to replace the existing switchgear building SGO with a larger “brick and mortar” building. The existing switchgear, including circuit breakers, fuses, switches, PLCs, and wiring will be demolished. The new SGO switchgear building will house the new switchgear and electrical equipment that is of the same capacity as the existing. In the future, switchgear building, SG1, will be demolished and new switchgear and electrical equipment of the same capacity will be installed in the newly constructed SGO switchgear building. The dimensions of the new SGO building are approximately 50 feet long x 33 feet wide x 20 feet high. If necessary, these dimesons will be revised during the design phase of this project.

This proposal is for the design and preparation of construction plans and specifications for construction of a new SGO switchgear building with new switchgear, PLCs, all electrical equipment, and site civil work. The location of the new SGO building is shown in Figure 1-1.

The Engineer/Consultant, as part of this project, will:

• Prepare and submit a Preliminary Design Report (PDR) with recommendations concerning the building size, building material, building floor layout, switchgear and other electrical equipment sizes, and civil site work.

• Prepare construction plans and specifications and assist the City during the equipment preselection/prepurchase and construction bidding process for the new SGO building.

• Prepare and submit a Final Design Report by incorporating City’s comments on the PDR.

• Provide construction administration (shop drawing review, on-site visits, technical assistance, record drawing preparation, etc.) during the equipment preselection/prepurchase and construction phases.

NON-MANDATORY PRE-SUBMITTAL MEETING AND TOUR

A non-mandatory meeting for this project will be held at 9:00 AM on July 22, 2026, at the Rolling Hills Water Treatment Plant Training Room, 2500 Southeast Loop 820, Fort Worth, TX 76140. A plant tour will be conducted afterwards. The purpose of the non-mandatory pre-submittal meeting is to allow potential respondents to receive greater detail useful for responding to the RFP. Be prepared to present identification to security and let them know the name of the meeting.

SCHEDULE

The completion of project design is nine (9) months after the design contract is awarded by the City.

PROPOSAL REQUIREMENTS

Proposals submitted in response to this request should comply with the requirements as described herein, and shall include, but not be limited to, the following items which will be the basis for the selection process:

• Understanding of Project Scope: Provide a summary of your firm’s understanding of the project as well as the firm’s approach to completing a project of this nature, including specific work elements to be accomplished from the project’s beginning through completion.

• Project Approach: Provide a brief summary analyzing the various tasks and summarizing the course of action necessary for completion of the project, including equipment preselection/prepurchase.

• Project Schedule: Flexibility in reacting to customer requirements is important to this project. The Fort Worth Water Department (FWWD) expects the Consultant to be responsive to the schedule and to meet our customers’ needs, even if it means adding resources during the course of the project. Provide a preliminary schedule of work to be performed, clearly indicating the start and stop dates of each task. Provide information on the ability to bring additional resources to the project to accelerate the schedule, should that be required.
