General Questions Concerning items 3 & 6, the VA responses given for the RFIs adds asbestos abatement work to the SOW that in the past has always been performed by the VA when asbestos has been encountered by the equipment contractor during the performance of their work.
1. Question #5 (p.3) Clarify VA responses “Contractor will be responsible for providing fire protection during project up to the acceptance inspection” means contractor shall furnish & maintain temporary work site fire extinguishers in accordance with applicable OSHA regulation. In past projects, the VA typically removed it’s extinguishers within the worksite during the installation period.

1.0 INTRODUCTION
OHC Environmental Engineering, Inc., (OHC), was contracted by Ms. Darlene Powell of Bay Pines VA Medical Center, to perform a Lead-Based Paint (LBP) Survey at Building 13 of the
Bay Pines VA Medical Center located at 1000 Bay Pines Blvd. in St. Petersburg, Florida for the purpose of identifying any LBP and their locations.
Under the direction of Mr. James Rizk, Certified Industrial Hygienist (CIH) and an EPA accredited Lead-Based Paint Inspector Competent Professional of Record, Mr. Eric Mauritz, conducted the lead-based paint inspection on February 06, 2015.
The Lead-Based Paint Survey was limited to the interior ceilings and walls within Building 13.
Building Description
Building 13 functions as a laundry facility and consists of a washing area, drying area, folding area, soiled area, offices and restrooms. The ceilings on the east section of the building are metal and the ceilings in the central and west section of the building are concrete. All sections of the ceilings are supported by a metal grid. The interior walls consist of brick and cinder block. There is a small section of wall near the soiled area that consisted of blue ceramic tile. The ceramic tile was not tested for lead.
2.0 EXECUTIVE SUMMARY
Based on the bulk samples collected on February 6, 2015 lead-based paint and lead-containing paint both exist as indicated in the table below.

3.2 Conclusion
Based on the bulk paint chip sample analysis, lead-based paint does exist as indicated in the table above.
There is presently no standard on the level of lead in paint other than the HUD guidelines of 0.5% or 1 mg/cm2, which is used as a threshold for remedial action.
OSHA does not recognize these criteria. OSHA’s standards for lead are based on the potential for human exposure by means of inhalation; therefore, any substrate with any level of lead-based paint could cause health concerns when the paint is disturbed.
The mere presence of lead-based paint does not constitute a hazard. Rather, the risk depends upon the location and condition of the substrates. Exposure to lead-based paint is most likely caused by damaged paints and/or surfaces subjected to disturbance or abrasive action are more likely to release lead dust or debris.
In most instances, lead-based paints can be managed in place as long as they remain in good condition. If deteriorated or damaged lead paints are discovered, the surface should be repaired and repainted to restore the integrity of the paint film and control further deterioration of the paint. Corrective action for this problem might include removal of loose paint and dust, cleaning of the surface, and repainting to seal the surface.
Any persons performing any Lead activities such as LBP renovation, repair, painting or maintenance that may disturb the paint must be certified by EPA to perform these activities in accordance with the Renovation, Repair and Painting (RRP) rule 40 CFR 745 Subpart E.
As-built floor plans or other construction documentation were available for the surveyor to review.
4.0 SAMPLING METHODS
The Lead Based Paint Survey was performed by collecting bulk paint chip samples. Each sample was placed in a sealed bag, labeled and logged on to a chain of custody. The samples were sent to EMSL, an accredited laboratory and analyzed using Flame AAS (SW846 3050B/7000B) for lead.
