REQUEST FOR INFORMATION # 5 – SAN JUAN, PUERTO RICO
TECHNICAL/PERFORMANCE SPECIFICATIONS (Amendment 002):
1. ITEM #10 – 80/85 LB. WASHER EXTRACTORS
0. (p.16) Specification states “hard-mount” type front-loading washer extractors are required.
Q1- Suggest the VA, instead, give consideration to requiring the washer extractors to be “soft-mount” [suspension-type] machines knowing that a large portion of the clean area adjacent to the production washers is located above the basement Mechanical Room and the existing floor, including the slab-on-grade portion with a limited live load rating, was likely not designed to support such hard-mount machine models without additional support to guarantee sufficient rigidity.
Rigid-type washer extractors transmit vibrations to the building when the natural frequency of the floor or building is close to the operating speeds of the machinery. The expense of installing new engineered reinforced foundations for the hard-mount machines could exceed the slightly higher cost of soft-mount model machines. It is even possible for hard-mount machines when installed on slab-on-grade concrete floors to transmit vibration to upper floors when not installed on properly designed foundations. Size for size, hard-mount washer extractors require a stronger, more rigid floor, foundation, or other supporting structure than soft-mount machines.
Answer – Soft mount washer extractors will be acceptable for all proposals to eliminate the need for additional floor support.
Q2- If new hard-mount washer extractors are offered and located within the clean area other than on the existing raised, reinforced concrete foundation where the existing trade-in washer is being removed… will the VA require the successful bidder to design & install a new reinforced foundation system to support the proposed hard-mount machines in accordance with the machine manufacturer’s installation instructions and applicable building codes?
Answer – If new hard mount washer extractors are proposed, yes, VA require the successful bidder to design & install a new reinforced foundation system to support the proposed hard-mount machines in accordance with the machine manufacturer’s installation instructions and applicable building codes.
AMENDMENT 0008
1. ITEM #8 – PRODUCTION WASHERS STAPH BARRIER
0. Answer #10 (p.3) Affirms “yes” that the existing masonry construction above 9’-6’ high may remain in place.
Answer – Yes. If the existing masonry construction above 9’ 6” can be supported.
Q1- Is it a requirement to design and install structural support system(s) as part of the new staph barrier glass storefront wall system capable of supporting the masonry construction left remaining?
Answer – If a proposal is offered that uses the existing masonry above the 9’ 6”, it is a requirement to design and install structural support system(s) as part of the new staph barrier glass storefront wall system capable of supporting the masonry construction left remaining. Offerors must show/explain in their proposal how the structural support will be accomplished.
1. ITEM #10 – 80/85 LB. WASHER EXTRACTORS
1. Answer #11 (p.3) Affirms “yes” that the new washer extractors may be drained directly to the existing [above ground] waste water pit tank located in the basement mechanical room without having a collection pit. The existing non-production washer extractor drains indirectly to an above floor pit drain equipped with a screen to prevent solids from entering the underfloor drain piping. Amendment 003 requires new screen baskets be installed in the existing pit tank to pre-filter waste water before entering the collection pit serving the TEA heat exchanger.
Answer – As noted in amendment 3, requires new screen baskets be installed in the existing pit tank to pre-filter waste water before entering the collection pit serving the TEA heat exchanger. Offerors must show/explain in their proposal that new screen baskets will be installed in the existing pit tank to pre-filter waste water before entering the collection pit serving the TEA heat exchanger. Any proposal received without explanation of the above will be found unacceptable.
Q1- To protect the under floor drain piping between the new non-production washer extractors and the pit tank located in the basement mechanical room, are filter screens/bar screen required at the washer extractor machine drain outlets?
Answer – Yes. Filter screens/bar screen are required at the washer extractor machine drain outlets.
